The House of Representatives completes the reading and discussion of the budget bill 2018 {expanded}

(Baghdad: al-Furat News) The House of Representatives ended its regular session of the 12th, which was resumed under the chairmanship of Salim al-Jubouri, Speaker of the House of Representatives on Tuesday to read and discuss the report of the draft federal budget law for the year 2018.
At the beginning of the session Jubouri addressed to the media department of the House of Representatives received the agency {Euphrates News} a copy of it today on the proposal of the Finance Committee to hold a meeting of the heads of parliamentary blocs with the Finance Committee to discuss the vote on the federal budget for the year 2018, stressing the Council’s keenness to take observations blocks The parliamentary on the budget, announcing a contact with the President of the Republic for a meeting of the three presidencies to discuss the issue of voting on the budget.

The Council completed reading the report and discussion of the draft Federal Budget Law of the Republic of Iraq for the fiscal year 2018 submitted by the Finance Committee.
In his comments on the bill, MP Ammar Tohme presented the final accounts of the previous budgets, proposing to adopt the principle of voluntary saving by increasing the interest granted to reduce dependence on foreign loans.
MP Hassan Khalati called for guaranteeing the rights of the oil-producing provinces, especially with a budget violation that did not explain the issue of allocation and distribution of 400 billion dinars, which was agreed to grant to the producing provinces, urging a recommendation to the government to encourage investment.
He noted that the adoption of the budget sends a positive message to the international community, especially with the meeting held in Kuwait to support the reconstruction of Iraq, calling for an increase in financial allocations to the province of Karbala according to the proportion of population on the principle of {visitor – dollars}.
The deputy Ahmad Hama Secretary on behalf of the Kurdish blocs that the proportion of compensation of the region’s employees in the draft budget law was reduced in a way to cover a large proportion of employees, and the term of the provinces of Kurdistan is contrary to the Constitution as it suggests the unwillingness of the federal government to deal with the provincial government, Dealing with the Audit Bureau with the branches of the Audit Bureau in the provinces of the province represents another violation, noting that the proposed rate of 12.67 for the Kurdistan region is inaccurate because of other figures.

And demanded MP High Nassif to address the Ministry of Planning to know the population ratios of the provinces of Kurdistan in order to ensure their share in the budget.
He urged MP Hassan Tauran not to neglect the strategic projects in the provinces, especially the road to Baghdad, Kirkuk.

For his part, MP Al-Zamili expressed surprise at ignoring the demands of the security services because they do not comply with security demands, suggesting that they should be added to the surplus of oil imports and adding functional grades to the interior, defense and counter-terrorism apparatus.
Arshad al-Salhi pointed out that the amount of 46 million dollars of the Kirkuk province went to the Kurdistan Regional Government and
MP Ahmed Jarba proposed increasing the financial allocations granted to the liberated cities, especially Nineveh province because it is the second largest province after the capital Baghdad.
MP Mohammad Naji called for opening investment opportunities in the sectors of agriculture and industry and addressing unemployment because the budget is free of grades.
In turn warned MP Hanan al-Fatawi from the imposition of 10 percent tax on sales being burdensome citizen, as well as the importance of not deprive the employee’s right to the premium and promotion.
The MP Ibrahim Bahr al-Ulum that reducing the fiscal deficit through loans is a negative indicator of the budget law, pointing out the possibility of reducing the deficit by taking advantage of the difference in oil prices.

He urged MP Fratt Tamimi to reconsider the scheduling of agricultural loans and stop the cumulative benefits for three years.
And invited MP Awatif Nima to the distribution of imports of border ports to the provinces concerned in order to develop the reality of service and urban.
The MP Hamid al-Khudari that the current budget as its previous non-scientific and undeveloped, demanding justice in the budget between the provinces and according to population ratios, calling for job creation and opening the door of investment.
MP Abdel-Qahar al-Samarrai installed the owners of contracts and wages daily in the electricity and education and other service institutions in proportion to the population ratios in the provinces.
MP Abdul Karim Abtan stressed the need to pay the end of service reward and higher rank to the Iraqi army personnel at retirement, calling for increasing the financial allocation for the reconstruction of cities that have been subjected to military operations in addition to areas belt Baghdad and Jorf al-Nasr.

MP Ibtisam al-Hilali called for equalizing the salaries of the popular crowd with their counterparts in the interior and defense ministries, calling for increasing the allocations of the Ministry of Labor and Social Affairs and covering the industry sector with loans granted to Iraq.
The MP Niazi Myanmar Oglu to the importance of providing financial allocations for the disbursement of compensation to the affected people in the district of Tuz Khirramato based on the House of Representatives in 2015 and 2016.
In its response to the interventions, the Committee on Ladies and Gentlemen invited the Representatives to submit comments to the Finance Committee for discussion and consideration.
It was then decided to resume the session on Thursday
