Saleh (Al-Furat News) said that “the annual federal budget deficit is seen as a hypothetical or planned deficit and is controlled by the first two factors, estimates of the price of a barrel of oil in the general budget under a stable export capacity.”
“The more the estimate is conservative, the more there are manifestations of deficits on the said budget estimates,” he said.
“Second, the manifestations of hypothetical or estimated deficits increase sharply as spending ceilings increase,” Saleh added.
He continued, “Expansion in total spending in the budget on the one hand and the reservation in the price of a barrel of oil; for the purposes of calculating the revenues of the oil exported from {and what it generates modest revenues}.”
“On the other hand, they cause the default deficit fixed in the estimates of the annual general budget law to widen, and the hypothetical deficit can also turn into a real deficit when the average price of a barrel of oil actually exported is lower than the conservative price estimated in the budget law,” Saleh continued.
The Parliamentary Finance Committee expected the size of the fiscal budget for 2023.
The committee member, Maeen Al-Kazemi (Al-Furat News), said: The price of a barrel of oil in the budget is expected to be calculated from 65-70 dollars, and that its total volume will reach 140 trillion dinars, of which operating expenses are between 65-70% and the rest for the investment side, according to the Ministry of Finance.
