Shafaq News / The Iraqi Ministry of Finance ended today, Tuesday, its administrative procedures to start the country’s banks by gradually distributing the salaries of employees from tomorrow.

An official source told Shafaq News that the Ministry of Finance has completed all financial and administrative procedures regarding securing employee salaries for the month of June.

The source pointed out that the ministry will start tomorrow, Wednesday, to send a notice to banks to gradually release the salaries of employees in ministries, government departments.

The Parliamentary Finance Committee said earlier today, Tuesday, that the government’s financial liquidity to pay the salaries of employees is available, stressing at the same time that the ministry did not send a directive to banks to pay salaries.

The Central Bank of Iraq cuts interest to 3.5% .. and provides facilities for the tourism sector

Direct: The Central Bank of Iraq directed banks and guarantor companies to cut interest from (4.8 percent) to (3.5 percent) for borrowers within the 1-20 million dinar segment.

The CBE also directed to reduce the interest of bank loans from the 21 million – 1 billion dinars segment after it was (6.3 percent) to become (4 percent), according to a statement issued today, Tuesday.

 The Central Bank also called on banks to take into account projects related to the tourism, hotels and restaurants sectors, whose recovery may be prolonged by studying postponing their premiums for a longer period until recovering from the pandemic crisis.

The Central Bank of Iraq also decided to enhance the liquidity of “existing projects” that were funded from the (one trillion) initiative in the amount of (5) million dinars for those wishing to do so, with the guarantees of the same project in exchange for administrative commissions and without interest.

The Cabinet issues several decisions

The cabinet decided, on Tuesday, several decisions, including those related to confronting the Corona virus.

The media office of the Prime Minister stated in a statement that Mawazine News received a copy of, “The cabinet held its regular session, headed by its president, Mustafa Al-Kazemi, devoted to discussing a number of issues included in his agenda, where the Minister of Health and Environment presented, at the beginning of the session, a detailed report. On the developments in the work of the Committee to Promote Governmental Action in the areas of prevention, control, health, and awareness regarding reducing the spread of the Corona virus, which is formed pursuant to Diwanical Order No. 217 of 2020. ”

He added, “The council discussed the measures taken by the Ministry of Health, the financial allocations allocated to confront the Corona pandemic, and providing all the necessary capabilities to surround the disease and reduce the rate of injuries. The Cabinet issued a number of decisions and recommendations: –

First / The Ministry of Finance funded the Ministry of Health with an amount of fifty billion dinars from the emergency reserve for the past year due to the Corona virus pandemic, with the Ministry of Health spending it exclusively to face the pandemic.

Second / Approval of the extension of the exception granted to the Ministry of Health under the decision of the Supreme Committee for Health and National Safety No. 9 of 2020 for a period of three months, starting from the date of the expiry of the period referred to in paragraph (i) of the above decision.

Third / Approving the recommendations of the minutes of the consultative meeting with the Military Medical Services Directorate in the Ministry of Defense, the Popular Mobilization Medicine and the Medical Services Directorate in the Ministry of Interior, held at the Ministry of Health on 26/6/2020, regarding the response to the Corona Virus pandemic.

Fourth / Voting on the amendment of Cabinet Resolution No. (358 of 2018) regarding a draft agreement to avoid double taxation and prevent evasion of taxes on income and capital between the government of the Republic of Iraq and the government of the Republic of Armenia.

Fifth: Voting on a draft law ratifying an agreement between the government of the Republic of Iraq and the government of the Republic of Tunisia regarding air services.

Sixth: Voting on the draft legal and judicial cooperation agreement in civil and penal matters and extradition between the government of the Republic of Iraq and the government of Ukraine. “Ended 29 / h

Shafak News / A well-informed source revealed that a parliamentary bloc of 50 deputies headed by leader of the al-Hikma Movement, Ammar al-Hakim, will announce its formation later Tuesday, while indicating that one of the bloc’s goals is to support the prestige of the state, achieve parliamentary balance, and adopt the demands of the demonstrators.

The source said to Shafaq News that “a parliamentary bloc of fifty consisting of 50 deputies from the forces of state, moderation and patriotism will be announced today,” indicating that the bloc will be headed by Ammar al-Hakim.

He added that one of the goals of the bloc is “to support the state, its prestige and sovereignty, to restore the state’s status, activate laws that are in the interest of the Iraqi people, and strengthen the Iraqi state.”

And he added that one of the goals is also “to support the correct tracks of the government, especially with regard to its corrective measures politically, security and economically, and to fix observations on failures and shortcomings, weaknesses and the pursuit of correction and reform.”

The source added that the bloc will also work on “achieving the parliamentary balance so that this bloc is an influential parliamentary figure and a major player in the language of the parliamentary numbers, and it will be in exchange for the other fiftieth blocs (Saeroun, Al-Fateh, Sunnah and the Kurds).”

He also pointed out that one of his goals is “to adopt the legitimate demands of the demonstrators, which were emphasized by the supreme religious authority in many citizens, and insist on achieving them in cooperation with the government and supporting it in this direction.”

It appears that the new bloc will support the efforts of Prime Minister Mustafa Al-Kazemi to end the Shiite factions that are loyal to Iran known as the “state factions.”

The Iraqi forces raided the headquarters of the Iraqi Hezbollah Brigades last week, arrested 14 members, and also seized two missile launchers.

After the raid, fighters from those factions demonstrated their strength in the Green Zone, where the government headquarters and foreign missions are located in central Baghdad, in defiance of the official authorities, especially the prime minister.

On Monday, Hezbollah Brigade members insulted the Prime Minister by trampling their feet on the images of Al-Kazemi immediately after their release, which was considered by many to underestimate the prestige of the state.

A Kurdish source familiar with, on Tuesday (June 30, 2020), revealed a request submitted by the Kurdistan Regional Government to the American embassy to interfere to bridge the points of view with the federal government and ease the conditions imposed by Baghdad.

The source said to (Baghdad Today): “After the intensive meetings of the delegation of the Kurdistan Regional Government with the federal government, and the lack of solutions after Baghdad imposed several conditions, including the delivery of oil in full, the delivery of 50% of the revenue from the border points, and the opening of a crossing for Baghdad located near Ibrahim Hebron and the intolerance of the debt owed by the Kurdistan government, the latter’s government asked the US embassy to intervene. ”

He added that “the delegation of the Kurdistan Regional Government met with the American ambassador, and the Prime Minister of the region, Masroor Barzani, met with an American official, and asked him to intervene to bridge the points of view and reduce the conditions of Baghdad, which the Kurdistan government described as incapable and unconstitutional . ”

And, “The provincial government has requested that the conditions be eased due to the economic crisis and distress that the region’s government is going through, in order to be able to pay the salaries of its employees because it is with these conditions that it is difficult to reach a comprehensive agreement.”

He pointed out that “the US embassy in its last meeting with a delegation of the Kurdistan Regional Government asked them to be more serious and credible in the negotiations and leave personal interests . ”

Prior to that, a government source in the Kurdistan Region revealed that the Kurdistan Regional Government will meet today with the Kurdish delegation who visited Baghdad to find out the latest conditions

A source said in an interview with (Baghdad Today), “The head of the Kurdistan Regional Government, Masrour Barzani, will hold a meeting today with the negotiating delegation headed by Qubad Talabani, deputy head of the Kurdistan Regional Government, who visited the capital Baghdad recently.”

The source added that “the meeting will discuss the results of the discussions held by the negotiating delegation with the federal government to address the outstanding issues, after which the official position of the regional government will be decided on the recent conditions of Baghdad.”

A source familiar with the Central Bank revealed, on  Monday (29 June 2020), a development that will allow the release of employee salaries for the current month of June within two days.

The source said in an interview with (Baghdad today), that “the central bank has provided sufficient liquidity to the Ministry of Finance, and it is expected that salaries will be released within the next two days .”

He pointed out that “the central bank deducted the retirement commission’s transfers to provide funds to the Ministry of Finance.”

Yesterday, the decision of the Finance Committee in the House of Representatives, Ahmed Al-Saffar, revealed a problem that delayed the distribution of employee salaries, while stressing the direction to solve it .

Al-Saffar said, in an interview with (Baghdad Today) that “the government is obligated to distribute the salaries of the employees as soon as possible, and the salaries are late and the government feels the conditions of the people, and it is necessary to find a specific mechanism for the delivery of salaries, whether in relative terms, or to determine specific days for the distribution of salaries .”

He pointed out that “Parliament agreed to borrow from banks for the salaries of employees,” noting that “the problem of delay is the availability of financial liquidity, but it will be resolved .”
