Al Dulaimi said; For the “Al-Mastra” program, broadcast by Al-Furat satellite channel tonight, that: “The initiative sought by the Sovereignty Alliance and its discussion with Kurdistan Democratic Party Chairman Massoud Barzani took place more than two weeks ago to resolve the political blockage and we came out with recommendations and I believe that its outputs will be presented before the 30th of this August.”
He pointed out that “the Sovereignty Alliance was surprised, after these studies and outputs, by the last position of the leader of the Sadrist movement, Mr. al-Sadr, and it was a great shock to him. Disrupting Parliament will cause a deficit in spending on electricity and salaries, and Barzani’s initiative calls for evacuating the vicinity of the Parliament from the demonstrators.”
Al-Dulaimi continued, “The agreement between sovereignty, Barzani and the Patriotic Union calls for specific parliamentary sessions to discuss articles in the constitution, including 28, 65, 76, 140, 9 and 14, and to resolve the controversy of the file of the largest bloc. After completing its discussion, another session will be held to vote on the laws of {oil, gas, disputed areas, parties, the Federal Court and elections} This is the core of the problem and points of contention.”
And he indicated, “The initiative also includes defining the government program and electing the prime minister from the largest bloc, provided that the elected bears the responsibility for choosing the government cabinet in accordance with the constitutional amendment,” adding that “the coordinating framework represents the largest bloc currently after the withdrawal of the Sadrist movement.”
Al-Dulaimi added, “According to the initiative, the next government will establish a conditional electoral phase, and it will also be obligated to make constitutional amendments and set a time limit for early elections from a year to a year and a half.”
And he indicated, “In the event of disagreement on these items, it will have serious consequences for the people in terms of food ration and health; but the contacts regarding the initiative are currently intense and within the next 24 hours the head of the regional government will be in Baghdad and in-depth meetings will take place, as the sovereignty and the Kurds are keen on the success of the initiative to resolve the crisis.”
