The Supreme Committee for National Health and Safety, headed by Prime Minister Mustafa Al-Kazemi, issued 25 important decisions regarding the current health situation.

Foodstuff stores, fruit and vegetable stores, ovens and pharmacies, and their working hours are from five in the morning until seven in the evening (during the period of the comprehensive ban), and they are not allowed to remain open after those times for any reason, except for pharmacies guarding (designated by the union Pharmacists) to work during ban hours, taking into account (geographical distribution) and emphasizing  

Providing sterilizers (containing 70% alcohol) at the entrance to the store, markets or pharmacy, and applying physical spacing procedures between customers with a distance of not less than 2 meters from all directions, and the rate of one person per 2 meters.  

  

Media personnel who have the approval of the Minister of Health (exclusively).  

  

Moving between governorates due to humanitarian conditions.  

  

Emphasizing on citizens to wear masks in public places as well as inside taxis and buses, and to adhere to physical distancing within them, with imposing financial fines of (25) thousand dinars on violators based on the Public Health Law as follows:  

  

Do not allow:  

  

More than (4) people inside the saloon car, including the driver.  

  

More than (6) people inside passenger cars with a capacity of (11) passengers (Kia), including the driver.  

  

More than (8) people inside passenger cars with a capacity of (21) passengers (coaster), including the driver.  

  

More than (2) people in the truck, including the driver.  

  

All passengers, including the driver, are required to wear masks.  

  

Open car windows.  

  

It is not allowed for the (stats) to transport more than one person with the driver.  

  

Do not allow another person to ride with the motorcyclist.  

  

The General Traffic Directorate imposed severe penalties for violating drivers.  

Implementing preventive measures in medical clinics and private laboratories approved by the Supreme Committee for National Health and Safety, in its Resolution 78 of 2020, and emphasizing the following:  

  

Provision of sterilizers containing alcohol at a concentration of 70% in the waiting area for the customers.  

  

Auditors are required to wear masks when entering the clinic or laboratory or providing it to them.  

  

Maintaining the physical distance between the auditors, with a distance of no less than (2) meters from all sides, at the rate of one person for every (2) square meters of space.  

  

Joint teams from (the Inspection Department in the Ministry of Health, the Ministry of the Interior, the National Security Agency, the Joint Operations Command, and the Baghdad Operations Command) follow up the implementation of procedures, impose severe penalties, and close violating clinics and laboratories immediately.  

Close private medical clinics that treat Coronavirus patients using protocols that violate the protocols approved by the scientific committees and used in government health institutions.  

  

Closure of all beauty and massage centers starting from 2/18/2021 for a period of two weeks, which can be extended according to the epidemiological situation of the disease.  

  

Close entertainment places, parks, cinemas, sports halls and swimming pools, all starting from 2/18/2021 for a period of two weeks, which can be extended according to the epidemiological situation of the disease.  

  

Preventing the establishment of vows and mourning councils, and contenting themselves with condolences through social media channels, to avoid spreading the epidemic through these councils and until further notice, and imposing a fine of 5 million dinars on violators based on the Public Health Law.  

  

Close all mosques and Hussainiyas and open them at prayer times (only) to lift the call to prayer and prohibit group prayers in them and until further notice.  

  

Banning the holding of wedding parties in banquet halls and closing them from 2/18/2021 until further notice, and imposing financial fines of (5) million dinars on violators based on the Public Health Law.  

  

Closure of malls, cafes and cafeterias, starting from 2/18/2021, for a period of two weeks, which can be extended according to the epidemiological situation of the disease.  

  

Closing restaurants and being satisfied with the delivery service, with the commitment of restaurant owners to preventive measures inside the restaurant (wearing masks and gloves) of workers starting from 2/18/2021 for a period of two weeks, which can be extended according to the epidemiological situation of the disease, with imposing a fine of (5) million dinars on violators based on To the Public Health Act.  

  

Education in governmental and private schools, institutes and colleges shall be electronically starting from 2/18/2021 until 4/3/2021, which can be extended according to the epidemiological situation, after which the date for the attendance examinations will be determined for all stages, with the exception of the final stages for students of faculties of medicine.  

  

Postponing the holding of union, organizations and federations elections, and holding conferences, festivals and exhibitions starting from 2/18/2021 for a period of two weeks, which can be extended according to the epidemiological situation of the disease.  

  

Follow-up of the two Shia and Sunni endowments divisions to implement preventive measures during visiting the holy shrines and honorable shrines, and to emphasize maintaining physical distancing between visitors, not to allow entry to the shrines without wearing a mask, and to take appropriate measures to prevent gathering and stampede inside the holy shrines and holy shrines.  

  

Banning the travel of tourist groups from Iraq to all countries of the world and until further notice.  

  

The Ministry of Health and Environment conducts a covid-19 examination with pcr technology for all arrivals from border ports and airports in exchange for sums collected in the same way by examining travelers in the laboratories of popular clinics, according to the approved contexts and mechanisms.

Urging civil society organizations, charitable institutions and community police to distribute masks in residential neighborhoods and public places, and urge citizens to wear them.  

  

The Prime Minister affirmed his directives to the governors to prepare plots of lands and distribute them to the White Army employees in support of them in the face of the Corona pandemic.  

  

Extending the exception granted to the Ministry of Health and Environment according to the decisions of the Supreme Committee for Health and National Safety No. (18) and (88) for the year 2020 until 6/1/2021.

Idris Shaaban said, in an interview with (Baghdad Today), that “the talk about stopping negotiations between Baghdad and Erbil is borne by the political parties that do not want to reach an agreement between the two parties,” indicating that “the regional government is continuing to negotiate with it in a final attempt to persuade the political blocs to fix Kurdistan’s share of the budget. “.

And a member of the Parliamentary Finance Committee, Thamer Theban, revealed today, Saturday, that the dialogues about the share of the Kurdistan region in the 2021 budget have stopped due to the recent statements of the President of the Kurdistan Regional Government, Masrour Barzani.

Shaaban added, “The statements of the President of the Regional Government, Masrour Barzani, were realistic and in harmony with the constitution. He did not say that we would not deliver the oil. During the conference, Barzani said, “Some political forces in Baghdad are struggling with each other to attract votes from the Iraqi street before the upcoming Federal Parliament elections.”

Barzani called, “the Kurdish blocs to unify their position in Baghdad with regard to the federal budget file.”

Barzani stressed that “handing over all oil to the federal government is an unconstitutional requirement,” adding: “We refuse to deliver all oil to the central government, because the region has obligations.”

During the meeting, he reviewed the latest developments related to government steps in the field of economic reform, the completion of the white reform paper, and the inclusion of related concepts in the general federal budget law that is now before the House of Representatives.

The Prime Minister stressed the importance of government measures to address the chronic problems plaguing the Iraqi economy, and their link to corruption and mismanagement.     

He said: The reform paper carries a future vision towards building an advanced Iraqi economy that stimulates local production in the industrial, agricultural and other sectors, provides job opportunities, and optimizes Iraq’s human and material energies.

He also indicated that the government is taking steps to combat corruption despite the great pressures that hinder this file as a result of harming the interests of those who have been living illegally on state resources for many years.

He stressed the need to activate the outputs of the international conferences held in this regard, in order to turn into concrete steps that would benefit the Iraqi economy, and provide a decent life for the citizen.

The ambassadors of the Economic Contact Group, chaired by Germany and the European Union, in addition to the World Bank, praised the importance of the steps taken by the government to implement reform, and expressed their willingness to work according to the priorities set by Iraq to support the reform process and efforts to combat corruption.
