The head of the Diwan of the Kurdistan Region Council of Ministers, Omid, said this morning, Tuesday, that the delegation of the regional government returned to Erbil after two days of intense negotiations in Baghdad.

This comes at a time when the federal government decided to spend part of the Kurdistan Region’s salaries at 400 billion dinars for the months of November and December.

According to the Iraqi government, the decision to exchange money comes based on the ministerial platform emanating from the political agreement between the political forces that formed the government.

“We are making efforts for Baghdad to send the 400 billion dinars to the Kurdistan Region before New Year’s,” Omid Sabah said in a telephone interview with Kurdistan 24.

Sabah, a member of the negotiating delegation, added that the disbursement of the amount represents “a good step and an important beginning to show goodwill in order to reach an agreement between Erbil and Baghdad.”

He pointed out that the delegation renewed during its negotiations the readiness of the Kurdistan Regional Government to implement the ministerial platform of the new Iraqi government and adhere to it to guarantee the constitutional rights and financial dues of the region.

Sabah confirmed that the negotiating delegation was able to work and negotiate “well”, based on the directives of the President of the Kurdistan Regional Government, Masrour Barzani.

He pointed out that the Kurdistan Regional Government addressed an official address regarding its demands to the Federal Ministry of Finance and the Ministerial Council of Economy, and there is a “good understanding” in this regard.

And he went on to say, “It is hoped to reach a common understanding at the earliest opportunity to decide on the share of the Kurdistan Region from the federal budget for the coming year.”

When he was asked about the oil and gas file, the head of the cabinet of the Kurdistan Region pointed out that earlier in the day the negotiating delegation held an “important meeting” with the Iraqi Oil Ministry in Baghdad.

“We agreed that there would be a transitional agreement that would pave the way for a final agreement… and search for common points that would contribute to drawing up a joint agreement to unify the oil and gas file for both sides,” he said.

2- The Ministry of Finance and the Ministry of Planning shall take the necessary measures to include the Diwaniyah refinery expansion project, to increase its production capacity, and include this in the draft federal budget law for the next fiscal year / 2023.

With the aim of protecting the environmental and biological diversity in Iraq, and stopping wrong practices against nature and the environment, such as hunting and other activities that threaten rare plants and animals, the Council of Ministers discussed the decision of the National Committee for Protected Natural Sites (3 of 2017), and approved the declaration of the site of Lake Sawa as a natural reserve, for what It is characterized by international standards and a clear richness of biological diversity, in addition to the geomorphological forms and its distinctive nature, according to Article (4) of the Natural Reserves Law (2 of 2014).

And in order to eliminate the phenomenon of leaking questions, prevent their recurrence, and to preserve the course of the educational process, and based on the recommendations of the investigative committee formed according to the Diwani order (22060 of 2022) issued by the Prime Minister’s Office regarding the leaking of questions for third grade intermediate exams for the academic year (2021-2022). The Council of Ministers decided to approve the following:

1- Exempting Mr. (Qasim Rahim Mijbil Abd al-Rasul al-Aqili), Director General of Education in Rusafa II / Ministry of Education, from his post, based on the provisions of Legislative Decree (880 of 1988).

2- The Ministry of Education and the relevant authorities will implement the rest of the recommendations, each according to its competence.

The Council of Ministers approved a draft law on ratification by the Republic of Iraq of the agreement to avoid double taxation with regard to taxes imposed on income and capital, and to prevent tax evasion and avoidance between the government of the Republic of Iraq and the government of the Kingdom of Saudi Arabia signed in Riyadh on March 31, 2021, which was prepared by the State Council, and forward it to the House of Representatives.

 A draft law ratifying the cooperation agreement between the government of the Republic of Iraq and the government of the Kingdom of Saudi Arabia in the field of maritime transport was also approved, and referred to the House of Representatives, based on the provisions of Articles (61 / item first, and 80 / item second) of the constitution.

The Cabinet discussed the continuation of implementing Federal Court Decision No. (121 of 2022) regarding the powers of the caretaker government, and approved the recommendations of the specialized committee to (reconsider all cabinet decisions taken by the previous government during the period of running daily affairs from October 8, 2021, to October 27). The first is 2022.

The Council also approved that the legal department in the General Secretariat of the Council of Ministers, in coordination with the Department of Cabinet Affairs, committees and relevant authorities, undertake the implementation of the recommendations in question, and not act on the decisions and directives indicated in their regard (review), except after each decision is presented to the Council of Ministers to take the necessary decision. about it.

The Council of Ministers continued to discuss other issues on the agenda, and issued the following decisions:

1- A transfer of (40000000000) dinars, only forty billion dinars, from the operation of the Ministry of Health to the section on employee compensation.

3- Financing the Ministry of Finance of the amounts mentioned (1, 2) above, to the accounts of the health and environment departments, according to the deficit in the accompanying table. Linking the letter of the Ministry of Health numbered (D.A.M/6/5/5417), dated August 8, 2022.
