Al-Sudani delivered Iraq’s speech at the summit, which was attended by a number of kings, presidents and representatives of the participating countries, in addition to Chinese President Xi Jiping.
In his speech, the Prime Minister expressed Iraq’s vision of cooperation and friendship between the Arab countries and China, and what can be achieved within the framework of economic integration, and the strong and coordinated confrontation of the challenges faced by the brotherly and friendly peoples whose leaders are participating in the summit.
He explained Iraq’s keenness on the stability of the global economic system, including the stability of the oil market, and positive openness to all friends. He also renewed the principled stand with the right of the Palestinian people to their national state with Al-Quds Al-Sharif as its capital.
On the sidelines of the summit, Al-Sudani held a series of meetings with a number of leaders and heads of government of the brotherly countries participating in the Arab summit, exchanging views with them and coordinating positions on the most important common economic and security challenges, ways to organize partnership between Arab countries and China, as well as discussing bilateral relations and files of relevance. In his speech during the Arab-Chinese summit held in Riyadh, Al-Sudani said: “I would like to commend the importance of holding this summit, which comes within a deep understanding of the international arena, so that we can adopt a balanced and complementary foreign policy that serves the interests of our peoples and countries and promotes stability and prosperity.”
“Iraq supports all efforts aimed at strengthening the steady relations of cooperation and friendship between Arab countries and China,” he added.
And he indicated that “this summit is an opportunity for economic integration in our region by strengthening cooperation with China, and benefiting from Chinese experiences in various fields, without forgetting the experiences of combating poverty and epidemics, developing agriculture in salt water, and efforts to combat desertification,” noting that “Iraq is associated with China, with long-standing relations, has taken a growing amount of interest and development over the past years at the governmental and popular levels.
He stressed that “Iraq is looking forward to strengthening partnership within the Belt and Road Initiative, and within the fields of investment, energy and infrastructure projects,” noting that “our steps in the next phase will focus on a number of areas, including:
First: Developing the economy and providing services, and I invite you today to open up the economy to Iraq, as it represents a promising environment for investment, and has important human and material success ingredients.
Second: Not allowing Iraq to be a base or a corridor for aggression against neighboring countries. We reject at the same time the aggression on our lands, and everyone must respect Iraq’s sovereignty.
And Al-Sudani stated, “Our country was subjected to a brutal terrorist attack, which threatened the entire world. But the Iraqis stood in self-defense, the region and the world, and made great sacrifices and dear blood, and victory was achieved. We know that the countries of the region and the world will not forget our honorable battle, and will stand with us in our renaissance with gratitude and loyalty.”
Third: Our region is the heart of the world and the link between the continents of Asia, Africa and Europe. It occupies a distinguished strategic position in the field of energy. Iraq is the center of this region historically and culturally, and among the most important oil-exporting countries in the world.
Therefore, we affirm our keenness on the stability of the global economic system through our role as a founding member of OPEC, and we aim with our partners to achieve stability in oil production and prices in a way that achieves the balanced interests of producers and consumers.
Fourth: We affirm Iraq’s steadfast and principled commitment, its standing by the Palestinian people, and its defense of its right to its national state, with Al-Quds Al-Sharif as its capital.
The Prime Minister noted that “our region represents an increasing weight in a changing world, and together we must shape our future in it, in a way that achieves our positive openness to all friends on the one hand, and our insistence on imposing respect for our values and privacy on the other hand.”
He continued, “We extend the hand of brotherhood to our brothers, neighbors, and friends, and we cherish our open relations with the countries of the West and the East on the basis of common interests.”

{Economic: Al Furat News} The Parliamentary Finance Committee revealed a procedure for the Central Bank of Iraq to stabilize the exchange rate of the dollar in the local markets.
Committee member Mustafa Al-Karawi told {Euphrates News} agency: “The rise in dollar exchange rates is due to the recent Central Bank measures of closing outlets and preventing the sale of currency to some private banks, which reduced the presence of hard currency in the market.” He added, “From this week, sales to outlets will increase, and after we contacted the governor of the Central Bank, he assured us that the exchange rate situation will stabilize in the next week, and the dollar will return to its normal position from 1480 or 1470 dinars to the dollar.” Economists attributed the recent rise in the exchange rate of the dollar in the local markets to the central bank stopping 14 banks from entering the currency auction behind the rise in dollar prices in the local markets. Systemic change will prove vital to Iraq’s future
Widespread and systemic corruption is one of the biggest challenges facing Iraq. Its economic cost and negative impact on stability and prosperity are enormous. It undermines progress, disenfranchises citizens, discourages international investment, and robs the state of the resources needed to provide its citizens with better schools, hospitals, roads, and countless other public services.
I’ve said it many times before, most recently at the UN Security Council in October: Corruption is one of the main causes of the dysfunction in Iraq, and keeping the system “as is” will backfire in the end.
And the latest major corruption case in Iraq, dubbed “theft of the century,” will unfortunately not be the last, and we can only hope that it serves as a wake-up call. There is no doubt that systemic change will prove vital to the country’s future. However, this change will not happen overnight. It will require intense work, perseverance, team efforts and the realization that now is the time to act with integrity.
While the government has taken a number of encouraging steps, it is no secret that these efforts may be hampered or undermined by those who stand to lose. But let me stress that they should not be given any respite.
