Yesterday, Friday, the Speaker of the Iraqi Parliament, Muhammad al-Halbousi , announced the end of the legislative recess of the Iraqi parliament, and the start of the new legislative term, which requires resolving political differences in order to move towards completing the suspended constitutional benefits represented by choosing the presidents of the republic and ministers, and proceeding with the formation of the government, while the coalition called for the “ coordinating framework .” “The Presidency of Parliament will hold a session to elect a President of the Republic this week.

For nearly a month, the forces of the “coordination framework” supported by Tehran have not reached results regarding the formation of the government, while the deepening of the dispute between the Kurdish parties that are supposed to nominate the president of the republic.

According to a statement by Al-Halbousi, “With the end of the legislative recess for the first term of the House of Representatives, the Eid al-Adha holiday and the start of the new legislative term, I call on the heads of political forces and parliamentary blocs to assume responsibility and resolve dialogues, to proceed with the election of the President of the Republic,” adding that “this will allow the necessary measures to be taken, Pursuant to the provisions of the constitution and the internal system of the Council, in setting the date of the election session, and completing the constitutional dues to form the expected government.

Subsequently, late at night, the “Coordination Framework”, which became the largest bloc in Parliament after the withdrawal of the “Sadr movement ” from the political process and parliament last month, held a meeting in which they discussed resolving the issue of electing a president of the republic and proceeding with the formation of the government.

Al-Attar issued a statement at dawn today, Saturday, in which it confirmed that it “held its regular meeting No. 101 to discuss all political developments, especially the issue of forming the government and electing the President of the Republic, and approved its permanent meeting in an open and continuous session to choose the Prime Minister during the next few days, according to the mechanisms that it established. framework for it.

The framework called on the Presidency of the House of Representatives to “hold a session to elect the president of the republic during this week, for the purpose of completing the constitutional entitlements,” again calling “the Kurdish parties to intensify their dialogues, and to agree on the person of the president of the republic, or the mechanism for choosing him, before holding the session, in order to Accelerate the completion of the requirements for forming the government, and start implementing the steps of construction, reconstruction, services and other things that our people are waiting for.

Holding the election session for the president of Iraq requires the presence of two-thirds of the number of parliamentarians (220 deputies out of 329), according to what was decided by the country’s Federal Supreme Court, which requires the presence of the former allies of the “Sadr movement” before it withdraws from the political process, represented by Sovereignty Alliance and the Kurdistan Democratic Party.

For his part, a spokesman for the Political Bureau of the “Al-Sadiqoon” movement (part of the coordination framework), Mahmoud Al-Rubaie, confirmed in a tweet to him, that “the meeting of the coordination framework will be completed tomorrow or the day after tomorrow to choose his candidate to form the government, and that the views are close between the leaders, and what We are still waiting for the Kurdish decision regarding the candidate, and our decision is clear, and the parliament session will be this week to elect the president of the republic.”

However, a deputy in the Iraqi parliament confirmed that the “coordinating framework” meeting did not resolve any file. The deputy told Al-Araby Al-Jadeed, preferring not to be named, that “the meeting discussed the files of the presidency and the ministers, and that the two files were not resolved, especially since the Kurds do not agree on choosing a president of the republic, and the framework forces are dispersed over the prime ministerial candidate.”

He added that “the framework will intensify its efforts during this week to pressure the Kurdish forces to resolve their dispute, and will present an initiative in this regard, as a step to secure a quorum for the parliament session.”

This is taking place at a time when the task of the “coordinating framework” was complicated after the leader of the “Sadrist movement” Muqtada al-Sadr, escalated the ceiling of his demands on conditions, some of which were considered impossible, in exchange for his acceptance of the formation of the “coordinating framework” the new government, as he affirmed in his speech delivered on behalf of, In front of hundreds of thousands of his supporters during the “unified” prayer, yesterday, Friday, that a strong government cannot be formed in light of the proliferation of weapons and uncontrolled militias, and the armed factions must be dissolved and the “Popular Mobilization” removed from politics and trade and reorganized, and kept away from foreign interventions, and not to be dragged into sectarian wars, and so on.

This development puts the Iraqi arena in front of a new scene, especially with expectations that the “framework” will not accept these conditions, which al-Sadr may respond to by taking his audience to the street to prevent the formation of a government that he does not agree with.

Several mediations failed to reconcile the two main Kurdish parties (the Patriotic Union of Kurdistan and the Kurdistan Democratic Party) to find a “compromise candidate” for the post.

The last of these mediations was the attempt of the commander of the Quds Force in the Iranian Revolutionary Guard, Ismail Qaani, to resolve the dispute, but so far no progress has been achieved, with Qaani leaving the region after two meetings he held with leaders of the two parties in Erbil and Sulaymaniyah, according to Kurdish political sources who spoke to The New Arab.
