The region discusses resuming negotiations with the federal government regarding the disputed areas

Baghdad / Obelisk: The Council of Ministers of the Kurdistan Region held, on Wednesday, September 30, 2020, its regular session chaired by Prime Minister Masrour Barzani and in the presence of Deputy Prime Minister Qubad Talabani.

A statement by the regional government presidency stated that at the beginning of the meeting, the Prime Minister expressed his regret at the high numbers of infections and deaths due to the Coronavirus, calling on all government institutions and departments to adhere to preventive measures and health guidelines, and also called on citizens to do everything possible to preserve their safety.

The Deputy Prime Minister presented an overview of the life of the former supervisor of the late Garmian Administration, Salah Kwekha, in which he spoke of his courage, sincerity, dedication and loyalty from the time he was a fighter in the ranks of the Peshmerga until his last days as a supervisor of the Garmian Administration, and he offered condolences on behalf of the Cabinet to his family and to the people of Garmian.

The Council of Ministers extended its condolences to the Kuwaiti people and the Emirati family on the death of the Emir of the State of Kuwait, Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, who had good friendship with the Kurdistan region.

The Cabinet stressed the need to establish security in Iraq and protect embassies, missions and diplomatic offices in Baghdad, and it was emphasized that the deterioration of the situation in Iraq is not in the interest of Iraqi citizens in general, including the Kurdistan region. 

The Minister of Interior, Ripper Ahmed, and the Minister of the Territory for Negotiations with the Federal Government, Khaled Shawani, presented a detailed report for each of them prepared by the Negotiating Committee on the resumption of negotiations with the Federal Government regarding the Kurdish areas outside the administration of the “disputed” region.

The statement indicated that the Council of Ministers approved the proposed plans and recommendations presented, and directed the committee to implement and continue previous efforts in this regard and to work seriously to implement Article 140 of the Constitution, especially that the issue of territories and disputed areas is one of the priorities of the ninth ministerial formation and the focus of public opinion In the Kurdistan region, the outstanding problems between the region and Baghdad are not limited to the budget and salaries.

At the conclusion of the meeting, Cabinet Secretary Amanj Rahim presented a detailed and supported report with numbers, numbers, and the necessary legal and financial clarifications regarding the salary file in the Kurdistan region.

He stressed that the salaries and financial entitlements of employees are rights proven under the laws and must be protected and are at the top of the work of the ninth ministerial formation, and the Council called on the federal government to disburse the region’s share as soon as possible so that with the addition of local revenues, salaries can be disbursed.  

The statement indicated that the cabinet approved the proposal of the Ministry of Finance and Economy to increase the upcoming salary funding from 82 to 79 percent, and reduce the funding cutoff from 21 to 18 percent.
