Shafaq News / The Ministry of Foreign Affairs announced that it has succeeded in reinstating the activities of 169 Iraqi companies and institutions out of the 230 entities banned by UN Security Council Resolution 1518, which classified Iraq as a “high risk” country, while seeking to lift the ban on the rest of the entities .

The spokesman for the ministry, Ahmed Al-Sahhaf, said in a statement to the semi-official newspaper, Al-Sabah, published in its edition today, Thursday, that the Minister of Foreign Affairs, after meeting with a number of his European counterparts, the policy and security official in the European Union and other high-ranking personalities, succeeded in winning their votes and support to lift Iraq The list is complete very soon. 

He added that the entities and institutions covered by the ban extend their work to various sectors such as investment, economy, industry and other sectors, stressing that lifting the ban on them will add support to the internal economy and facilitate their cooperation with the government .

Foreign Minister Dr. Fuad Hussein sent a letter to his counterparts in the European Union countries, in which he was surprised at the inclusion of Iraq on the list of high-risk countries in the field of money laundering and terrorist financing.

On the other hand, Oil Minister Ihssan Abdul-Jabbar revealed an expected agreement with the oil-exporting countries “OPEC” and “OPEC +” group to increase Iraqi oil exports, indicating that the reduction agreement between the countries of “OPEC” will continue until the end of 2021 .

Abdul-Jabbar stated that the high prices of crude oil and the repercussions of the Corona pandemic on the world will cast a shadow over the future of future decisions by the members of the organization, indicating that negotiations are continuing, and there is openness with everyone to mature decisions that contribute to the recovery of oil prices globally .

Regarding the fields shared with Iran and Kuwait, Abdul-Jabbar revealed the existence of a consulting company working on developing plans and factors for joint operation of the fields between Iraq and Kuwait. As for the joint fields with Iran, there are dialogues with the Iranian side to agree on final and stable formulas for operating these fields, and that the ministry It is working to develop the capabilities of its companies in Basra and Maysan in order to expedite the process of investing in common fields .

Abdul-Jabbar explained that his ministry is working to complete these projects until 2025, and we will raise gas production to large quantities of 2500 to 3000 million cubic feet of gas, pointing out that all gas projects are either currently under implementation or under assignment or under preparation of the project.


Saleh calls for a new “political contract” in Iraq

The President of the Republic, Barham Salih, called on Wednesday for the necessity to adopt a new political contract in Iraq that addresses the problems left by the defunct regime before 2003 .

Saleh said, in a speech before the 75th session of the United Nations General Assembly, that “Iraq has witnessed a popular movement stemming from the desire to bring about change in the country that suits the aspirations of all Iraqis. “.

He continued that “Iraqis are looking forward to a new political contract that addresses the structural defect inherent in the system of government after 2003 and guarantees them good governance,” stressing that “the government has great responsibilities represented in its main aspect, which is the basis for carrying out structural political, economic and administrative reforms, combating corruption and spoilers, and working on holding early elections. He pointed out that “the recent statement of the supreme religious authority, Ali al-Sistani, clearly expressed these tasks necessary to reform the course of the ongoing political process in the country,” adding that “our national project is the consolidation of the capable state that is able to enforce the law and is able to fulfill the rights of its citizens .”

He said, “We look forward to effective support from our neighbors and the international community for this homeland project,” stressing that “Iraq confirms its position on the necessity of a solution to the Palestinian issue and the fulfillment of the rights of the Palestinian people in their independent state.”

Al-Sadr said in a tweet to him on his personal Twitter page, which was followed by Al-Akhbariya: “As for yet, know that what some factions belonging to this great address are doing is weakening Iraq, its people and its country. Weakening them means strengthening the external forces, on top of which is the great evil of America .. so try Act with wisdom and sophistication for the love of Iraq and its people … you are responsible before God and before the people. ”

He added: “And what is happening from the bombing and assassinations of some of your affiliates, even if you are not satisfied with it .. However, this is not enough. Shafaq News / The Parliamentary Finance Committee revealed, on Wednesday, a government proposal to resort to central bank treasury bonds to secure employee salaries in the coming period, warning of the collapse of Iraq’s economy in 2021.

Committee member Naji Al-Saeedi told Shafaq News, “The government needs 6   trillion dinars per month to secure the salaries of employees and retirees in the Iraqi state,” pointing out that “oil and non-oil revenues amounted to 3 trillion dinars and are not sufficient to secure their salaries.”

“The government has become unable to secure the salaries of employees in the coming months, so it has resorted to preparing a four-month budget covered by the new borrowing law,” he added.

Al-Saeedi pointed out that “there is a government proposal that includes resorting to central bank treasury bonds to secure salaries in the coming period,” noting that “this will cause the collapse of the Iraqi economy by 2021.”

Yesterday, Tuesday, an official source in the Iraqi Central Bank assured the employees that they could cover their salaries for the month of September and the following months . 

The source said, to Shafaq News Agency, that “the balance of the Ministry of Finance at the Central Bank of Iraq is sufficient to cover the salaries of state employees for the current month of September and subsequent months .”

This comes after an informed source revealed, earlier yesterday, that the Ministry of Finance had not started disbursing the salaries of employees for the month of September until now due to the lack of cash .

The source told Shafaq News Agency, this morning, that the Ministry of Finance is awaiting approval of the budget that includes the loan clause to proceed with the payment of salaries of employees and self-financing departments for the month of September .

He indicated that the finance needs 3 trillions to be added to the sums retained for it to distribute salaries, and the suspension comes in coordination with the Central Bank of Iraq .

Iraq is currently suffering from the difficulty of distributing the salaries of employees and retirees as a result of the global drop in oil prices, on which the federal budget depends, by 90%.

SULAIMANI — As part of a temporary budget deal agreed last month, the federal government is expected to transfer 320 billion Iraqi dinars ($269 million) to the Kurdistan Regional Government (KRG) between September 24 and 27.

Citing sources with knowledge of the process, NRT reporter in Baghdad Omed Muhammad said that the federal government will begin paying monthly salaries to its public sector workers on Wednesday and the transfer to Erbil will be made shortly thereafter.

Locked in a long-running disagreement over the federal budget, both Erbil and Baghdad are facing budget shortfalls because of low oil prices and the negative economic impact of the coronavirus, which has caused some delays in processing payments.

On September 21, the KRG Minister of State Khalid Shwani complained that the federal government had not yet sent the transfer.

In April, Baghdad cut off all budget transfers to Erbil after the latter failed to send any oil to the federal government, as it was required to under the 2019 federal budget law. The move put huge financial pressure on the KRG, which repeatedly delayed and then cut public sector salaries.

The two sides reached a temporary agreement in early August where Baghdad would send 320 billion Iraqi dinars per month, in return for bringing customs procedures at the Region’s international border crossings under federal control.

Despite the deal, more than a month has passed since the KRG paid its own public servants, with many worrying that the KRG will again delay salary payments.

It is estimated that the KRG requires 894 billion Iraqi dinars ($749.3 million) to pay its public sector wage bill, about half of which, 452 billion dinars, had been supplied by Baghdad before April.

The August deal helps to address that, but by no means does so fully.

Beyond what it owes to its people, the KRG also carries significant foreign and domestic debt and has delayed payments to international oil companies operating in the Kurdistan Region.
