“Both the Ministry of Peshmerga and the Iraqi Ministry of Defense have reached the formation of four joint coordination centers in the (disputed) areas,” Caggins said in a press conference, as his duties officially ended about a year after his assignment, and on the sixth anniversary of the coalition against ISIS.

“During the past weeks, we have witnessed communication and cooperation between the prime minister of the Kurdistan region and the Iraqi prime minister on several issues, including joint coordination between the Peshmerga forces and the Iraqi forces to fill the security vacuum in those areas,” he added.

He added, “I think that it is better for the Iraqis to reach a common understanding and coordination between them regarding these areas, and in our turn we will support this understanding and coordination,” noting that the Minister of Peshmerga and the Iraqi Minister of Defense have established four joint coordination centers starting from Diyala and ending in the city of Tal Afar. To increase cooperation between the Peshmerga forces and the Iraqi army. ”

 He added, “The international coalition looks with appreciation and gratitude for the courage of the Peshmerga in the war against ISIS and in protecting the citizens, as a large number of them left their jobs, occupations and farms to take up arms and head to the battle fronts.”

On behalf of the General Command of the International Coalition Forces, Caggins expressed the coalition’s determination to continue its support and assistance to all the people of Iraq and northeastern Syria.

He reviewed a set of activities and achievements of the international coalition: “Since the beginning of 2020, the international coalition withdrew from eight small bases in Iraq, because the Iraqis and the Peshmerga have proven their success in fighting the remnants of ISIS, and we are now performing our advisory duties from our centers in Baghdad and Erbil.”

“These centers are very important, and two days ago, Prime Minister Mustafa Al-Kazemi visited the Consulting Center for Joint Operations in Baghdad, which works side by side with our teams, and here in Erbil, we are working to establish a consultative center in the Kurdistan region to work with the center in Baghdad.”

The international coalition against ISIS consists of 15 countries, and Caggins says: “There is no need for any of our soldiers to fight on the battlefields or anywhere on the ground, there are more than 300,000 Peshmerga and Iraqi forces who can suppress ISIS … And the international coalition helps the forces.” Iraqi and Peshmerga in implementing their plans targeting ISIS, and sharing intelligence information.

Shafaq News / Prime Minister Mustafa Al-Kazemi and Parliament, Muhammad Al-Halbousi, held a joint meeting on Sunday to discuss the state budget for 2020.

The convening of this meeting, which was attended by a number of ministers, deputies and advisors, according to a statement by Al-Kazemi’s office, received by Shafak News Agency, within “a methodology for cooperation between the legislative and executive authorities, in order to develop the best means and pillars that serve the national economy.”

The meeting discussed “the draft of the state budget law for the year 2020, as it is one of the most important objectives of the ministerial curriculum of the government, in a manner that ensures the citizen’s interest and level of pension are taken into account.”

The joint meeting also dealt with following up on the latest steps in preparing the economic reform paper, as well as discussing general frameworks for the state budget for the next year, 2021.

And the General Secretariat of the Council of Ministers announced, earlier today, Sunday, that it had received the special budget for the remainder of the year 2020 .

A spokesman for the secretariat, Haider Majeed, told Shafaq News, “Today, the Ministry of Finance sent a draft of the draft general budget law for the year 2020 to the General Secretariat of the Council of Ministers .”  

Majeed added that “the legal department in the cabinet secretariat has audited the draft budget,” stressing that “the cabinet will discuss and vote on the budget law in the coming sessions, before sending it to the parliament .”

As the Iraqi Ministry of Planning stated, “The 2020 budget that was referred to the Council of Ministers for approval includes the launch of bonuses and promotions for all employees.

The ministry added that “the available job grades for retirement have been added to the federal budget for 2021. ”

Earlier today, the Parliamentary Finance Committee revealed that the budget bill for the current year 2020 has been completed, and that the Council of Ministers will discuss it at its next session .

The head of the committee, Haitham al-Jubouri, told Shafaq News that the draft law will be limited to the months of September, October, first and second, and December, and a committee has been formed to present a detailed report on the budget at the next session .

Iraq has not passed the federal budget law for the current year as a result of the protests crisis that has swept the country since October 2019 and toppled the previous government .

Mustafa Al-Kazemi’s government faced difficulties in preparing the draft budget at a time when the country was suffering from a stifling financial crisis, resulting from the collapse of oil prices in world markets.

Hawrami to Nass: A Kurdish delegation heads to Baghdad next Tuesday

The spokesman for the Deputy Prime Minister of the Kurdistan region of Iraq, Samir Hawrami, clarified, on Sunday, the circulating news about the postponement of the Kurdish delegation’s visit to Baghdad.   

Hawrami said, in a statement to “People” (September 6, 2020), “The visit to Baghdad was not postponed, and it is centered around the budget and the region’s dues.”  

He added that “the meeting between the delegations of the regional government and the federal government will take place on Tuesday,” noting that “we are looking forward to establishing a long-term agreement with Baghdad.”  

  

  

On Sunday, the Kurdistan Regional Government announced its intention to send a high-level delegation to Baghdad, while indicating that the delegation will discuss the file of fixing the region’s financial dues in the draft budget in 2021.  

The spokesman for the Deputy Prime Minister of the Kurdistan Regional Government, Samir Hawrami, said in a statement to the official agency, followed by “People”, (September 6, 2020), “It is likely that, today, Sunday, a high-level delegation from the Kurdistan Regional Government headed by the Vice President of the Kurdistan Regional Government, Qubad Talabani, will visit. The capital, Baghdad, to discuss the outstanding problems in the budget issue. ”      

He added, “This visit will complement the previous meetings, and its aim is to stabilize the financial dues for the Kurdistan region, in the draft federal budget for 2021.”      

For his part, the deputy of the Kurdistan Democratic Party, Sherwan Dubardani, said, “The delegation will be accompanied by a number of officials, especially those responsible for the files related to the visit, such as the oil and gas file, employees’ salaries, outlets, peshmerga salaries, and the file of the disputed areas.”      

He pointed out that “these problems remained pending with Baghdad, and the regional government has shown its willingness to solve these problems in light of the Iraqi constitution.”      

And, “the personnel file, the oil file, and the ports file, all of them will be submitted in a transparent manner to the federal government, in order to end all these problems in cooperation with Baghdad.”      

He continued, “As for the remaining months, the agreement is as happened in the 2019 budget, as Baghdad sends the agreed amount for salaries, which covers 51 percent of the employees’ salaries, and the rest of the region pays it from internal resources and sells oil.”

Shafaq News / The Iraqi Minister of Culture, Hassan Nazim announced today, Sunday, his ministry’s intention to submit a draft law on “official holidays,” indicating that the total in the country reaches a full month, which negatively affects various sectors.

The ministry said, in a statement received by Shafaq News Agency, that “the Minister of Culture, Tourism and Antiquities, Hassan Nazim, received today, in his official office, a member of Parliament, Hussein Fayez, to discuss the draft law on public holidays and the Iraqi National Day.”

According to the statement, Nazem spoke at the beginning of the meeting about “the existence of a large number of holidays that negatively affect several sectors in the country,” indicating that “the largest part of them are related to religious occasions, as the total holidays coinciding with this occasion reach about a full month.”

“The ministry is now working on writing a project for official holidays, in consultation with many cultural and academic elites and a number of other officials,” he added. “The project will be submitted after writing it to the Council of Ministers and then referred to Parliament.”

For his part, according to the statement, the deputy expressed his support for choosing the third of October as a national holiday for Iraq, noting that “Iraq has become on this day an independent state.”

He stressed the necessity of legislating a law for public holidays to serve state institutions and the economic, educational and service sectors.

The Iraqi government had approved the Ministry of Culture’s proposal to choose the date of its independence and salvation from the British Mandate on October 3, 1932, as a national day for the country to be celebrated annually.

Shafaq News / The Presidency of the Iraqi Parliament announced the agenda for the second session within the third legislative year, to be held tomorrow, Monday.

The agenda includes, according to a statement by the Council’s Media Department received by Shafaq News, “presenting the progress of legislative procedures for draft laws and proposals referred to all parliamentary committees, in addition to the first reading of the proposal to amend the Police College Law No. ( 2) for the year 2000.”

The table also includes “the first reading of the draft law on retirement rights for deceased persons with medical and health professions as a result of the response to the Corona virus, and the report and discussion (second reading) of the proposed law on equivalence of degrees and academic degrees.”

The statement indicated that “the session will also witness a report and discussion of the second reading) of the proposed law of sports clubs, in addition to general discussions.

The new legislative term   began on Thursday 3/9/2020, while the parliament started its work on Saturday.

The “Al-Fateh” coalition, led by the Secretary-General of the “Badr” Organization, Hadi Al-Amiri, ruled out holding the Iraqi parliament, its sessions during the coming period .

The deputy of the coalition, Mukhtar Al-Mousawi, told Shafaq News, “The Iraqi parliament is unable to hold its sessions during the coming period, due to the presence of large Corona infections in the ranks of MPs and even parliament employees, so there is fear of some MPs from attending, for fear of their infection with the virus.”

A number of members of the Iraqi parliament were infected with the Corona virus, the most prominent of whom was Deputy Speaker Hassan Karim Al-Kaabi, while the parliamentarian from Diyala Governorate, Ghaida Kampash, died of the epidemic, to be the first victim of the virus among the more than 300 parliamentarians.

Shafaq News / The Speaker of the Iraqi Parliament, Muhammad al-Halbousi, met today, Sunday, in Erbil, the Kurdish leader, the head of the Kurdistan Democratic Party, Massoud Barzani .

A statement issued by the media office of Halbousi stated, “The meeting discussed the overall situation and political developments in the country, while it discussed the necessity of imposing the law and the prestige of the state, providing the appropriate atmosphere and completing all requirements for conducting free elections that express the will of the citizen . ”

The statement indicated that during the meeting, the various departments of the Iraqi parliament election law were discussed, as well as a number of necessary legislation for the coming period, including the amendment of the Federal Supreme Court law .

The statement added that the meeting stressed the importance of unifying visions among the political forces, and assuming their responsibilities in order to overcome challenges and overcome crises, as well as the necessity of continuing the dialogue. To solve the outstanding problems between the federal government and the regional government within the framework of the constitution, work to give priority to the supreme national interest, and to achieve societal justice .

The new election law in Iraq consists of 50 articles, and the dispute revolves around Article 15 of it, which states that “electoral districts are divided on the basis of one electoral district for each district in the governorate .”

Prime Minister Mustafa Al-Kazemi announced, at the end of last July, setting June 6 as the date for early general elections, pledging that they would be fair under international supervision and away from the power of arms.
