Shafaq News / The Security Media Cell announced, on Monday, a new targeting of international coalition supplies in Iraq.

The cell said in a statement received by Shafaq News, that “a convoy was transporting the international coalition equipment that had withdrawn from Iraq by Iraqi transport companies and wheel drivers who were Iraqi citizens, and this evening, Monday, an explosive device exploded between Balad and Dujail districts in Salah al-Din Governorate.”

She added, “The attack resulted in damage to one of the wheels.”

Attacks have been repeated for weeks on columns of Iraqi trucks carrying supplies for the US-led international coalition, in incidents for which no party has claimed responsibility.

However, Shiite factions close to Iran, led by the Iraqi Hezbollah Brigades, have vowed to attack American forces and interests if they do not withdraw from the country.

According to a statement by Al-Kazemi’s office, during the meeting, a frank and comprehensive discussion took place on the latest security and political developments at the national, regional and international levels, as well as the federal budget, while the meeting focused on the importance of holding early parliamentary elections coming and ensuring that they are free and fair, taking into account international standards.

The meeting also stressed the need to expedite the vote on the new election law, in its complete final form as soon as possible, and for the urgent completion of the completion of the quorum for membership of the Federal Court.

They stressed the necessity of adopting the biometric card exclusively for voting in the upcoming elections, and also called on the Independent High Electoral Commission to take all necessary measures to enable voters in all parts of Iraq to obtain their electoral cards in a suitable time without excluding the displaced and displaced.

While the meeting called on the commission to double its efforts in preparation for the upcoming elections, they stressed the importance of intensifying the role of the United Nations in supporting the commission and enhancing its capabilities in conducting the elections, as well as monitoring it in a way that guarantees its integrity and transparency.

Shafaq News / The US State Department announced today, Monday, that the US President’s Special Envoy for the International Coalition against ISIS and America’s Special Representative for Syria Affairs James Jefri will meet in Erbil, the President of Kurdistan Region, Nechirvan Barzani.

In a statement of the US State Department, which was reviewed by Shafaq News, regarding the visit, Jefri and senior officials in the Kurdistan Region will discuss continuous coordination to reassure the final defeat of ISIS in Iraq and Syria and the continuous efforts for stability in the liberated areas.

SULAIMANI — Kurdistan Regional Government (KRG) Minister of State Khalid Shwani claimed on Monday (September 21) that Iraq’s federal government has not yet sent the monthly transfer of 320 billion Iraqi dinars ($267 million) that it promised to under an agreement reached last month.

In April, Baghdad cut off all budget transfers to Erbil after the latter failed to send any oil to the federal government, as it was required to under the 2019 federal budget law. The move put huge financial pressure on the KRG, which repeatedly delayed and then cut public sector salaries.

The two sides reached a temporary agreement in early August where Baghdad would send 320 billion Iraqi dinars, in return for bringing customs procedures at the Region’s international border crossings under federal control.

During a press conference, Shwani said that the KRG is committed to the agreement and will continue to adhere to its terms until the approval of a federal budget law.

Lawmakers in Baghdad are working on a budget that will cover the final quarter of 2020, with the Council of Representatives debating the proposed bill this week.

A separate law for the 2021 budget is set to be drafted later.

“There is no indication that the [federal] government is against the sending of the amount of money, but the money has not been added to the Region’s bank account yet,” he said.

Despite the deal, more than month has passed since the KRG has paid public servants, with many worrying that the KRG will again delay salary payments.

Regarding the disputed areas, Shwani accused acting Kirkuk Governor Rakan al-Jabouri of facilitating the occupation of lands belonging to ethnic Kurds.

“The imposed Kirkuk governor is playing a high role in Arabizing the lands,” Shwani said, referring to Jabouri, who took over following the federal government’s takeover of the province in October 2017. Arabization was the policy of forced displacement of Kurds and other groups from the disputed areas in favor of Arab settlers pursued by the former Ba’ath regime.

“There are some judges inside the Kirkuk court that support the decisions of the imposed Kirkuk governor and help him and decide in his favor,” he said.

The representative of the government, Torhan Al-Mufti, informed the members of parliament during the session that the draft budget had reached the parliament, according to Shafaq News Agency correspondent. 

On September 14, the Iraqi Council of Ministers approved the draft federal budget bill for the year 2020, indicating that it was sent to the House of Representatives.

Earlier, the Parliamentary Economic and Investment Committee revealed that the size of the federal budget deficit for 2020 amounted to 45%, indicating that it focuses on securing salaries and financing the ration card, as well as facing the Corona pandemic.
