A source reveals the reason for the government’s delay in releasing salaries and finance that refuses to spend for them

{Baghdad: Al Furat News} An informed source revealed the reason for the delay in the government’s release of salaries for employees and retirees.

“The government is facing a deficit of one trillion dinars, and it does not know how to secure it – until now – due to the scarcity of financial liquidity, which is the reason for its delay in launching salaries,” the source said.

He ruled out “paying salaries this week, and that may be postponed to next week.”

He pointed out, “The Ministry of Finance refused to release the salaries of departments and self-financing companies during the month of September.”

And that “those departments and companies have their own funding and are able to spend from their own resources and they are considered among the winning circles.”

The source pointed out, “The departments were amazed at the finance decision to stop the notice of financing their departments, although they are self-financing.”

Tomorrow, Wednesday, the new Emir of Kuwait takes the constitutional oath

The Speaker of the Kuwaiti National Assembly, Marzouq Al-Ghanim, announced today, Tuesday, that the new Emir of Kuwait, Sheikh Nawaf Al-Ahmad Al-Sabah, will take the constitutional oath tomorrow, Wednesday.

Al-Ghanim wrote in a tweet on “Twitter”: “I met His Highness the Emir shortly before and it was decided that His Highness would take the constitutional oath before the Council tomorrow morning at 11 am.”

The Council of Ministers called the Crown Prince Sheikh Nawwaf the Emir of the country to succeed his brother Sheikh Sabah Al-Ahmad Al-Sabah, who died today, Tuesday, in the United States, where he was receiving treatment.

Today, Tuesday, the Amiri Diwan in Kuwait announced the death of the Amir, Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah.

In his statement, he said: “It is with great sadness and sorrow that we mourn to the Kuwaiti people, the Arab and Islamic nations, and the friendly peoples of the world, the death of the late His Highness, the Emir of the State of Kuwait, who moved next to his Lord.”

Shafaq News / The administration of Silo Chamchamal in Sulaymaniyah Governorate in the Kurdistan Region announced, on Tuesday, that the Iraqi government has sent the wheat money it received from the region’s farmers, calling on farmers to review it to receive their checks.

A statement by the silo, which was seen by Shafaq News Agency, stated that it informs the farmers who delivered their wheat to the silo on (15, 16 and 17 of last June) to review the silo to receive the checks for the amount of their wheat.

The statement added that the farmers will receive their money from the Chamchamal Bank, stressing that the farmers must personally attend and bring with them the Civil Status Identity if it is in their name, and if it is not in their names, they should bring a modern agency for the year 2020 with the civil status identity of the agent.

The Parliamentary Finance Committee announced that the borrowing law has nothing to do with delaying the release of the salaries of state employees, calling on the government to expedite the release of employees’ salaries.

The Parliamentary Finance said, in a press release received by “Al-Ektissad News”, “The Finance Committee would like to show that the draft law on financing local borrowing to finance the fiscal deficit for the year 2020 has not yet reached the corridors of the House of Representatives and the Finance Committee,” explaining that the borrowing law has nothing to do with delay Launching the salaries of state employees, and the government should speed up sending the economic reform paper.

She added, “We show that securing the funds necessary to pay the salaries of state employees is not the prerogative of the legislative authority but of the executive authority,” stressing that the Finance Committee strives to assist the executive authority in performing its work and securing salaries.

In conclusion of its statement, the Finance Committee called on the Ministry of Finance to expedite the launch and financing of salaries.

Iraq is currently experiencing a stifling financial crisis due to low oil prices and high financial expenditures, as the country needs approximately 6 trillion dinars per month to pay salaries.

, and Mullah Talal said in a press conference attended by / Mawazine News /, “Prime Minister Mustafa Al-Kazemi confirmed the refusal of Iraq and its government to turn the country into an arena of conflict between America and Iran,” noting that “Al-Kazemi confirmed that Washington and Iran support this Iraqi position.”

 He pointed out that “the withdrawal or closure of any diplomatic mission for any country will have disastrous repercussions on the entire region.”

He added, “Al-Kazemi emphasized that the decision of war and peace is the exclusive jurisdiction of the Iraqi constitutional institutions, and that the coalition forces came at the request of previous Iraqi governments, and there is no occupation in the country now.”

He continued, “Al-Kazemi informed the ministers about the government’s efforts for the security of diplomatic missions, stressing that the government has taken numerous measures to secure diplomatic missions.”

Shafaq News / The spokesman for the Prime Minister, Mustafa Al-Kazemi announced, on Tuesday, the arrest of a number of those involved in firing rockets at the Green Zone and military bases, as well as the arrest of 19 officers and security officials.

This came in an interview with Ahmad Mulla Talal during a press conference in the capital, Baghdad, attended by Shafaq News Agency.

Mulla Talal said, “The security forces arrested a number of the rocket launchers,” without indicating their identities or the parties to which they belong.

He also stated that “19 officers and security officials who had fired rockets from partitions of their previous responsibility were arrested” due to their failure to perform their duties. 

On Monday evening, 5 people (3 children and two women) were killed when two Katyusha rockets fell on their home in the Radwaniyah area, near Baghdad Airport, west of the capital.

Following the accident, Al-Kazemi ordered the arrest of the force assigned to protect that area for failing to perform its duties.

Earlier Tuesday, Minister of Interior Othman Al-Ghanmi said, in a press conference in Karbala, that “what happened yesterday is raging, and the Iraqi Ministry of Interior was able to reach the perpetrators.” 

In the past weeks, the frequency of attacks targeting US forces and the forces and interests of other countries in the anti-ISIS coalition has escalated, if the attacks take place almost daily, amid reports that Washington may close its embassy in Baghdad for 90 days.

Shafaq News / Prime Minister Mustafa Al-Kazemi warned, on Tuesday, of catastrophic repercussions on the “entire region” in the event of the withdrawal or closure of any diplomatic mission in Iraq, while he confirmed that there is no occupation in the country.  

His spokesman, Ahmed Mulla Talal, said in a press conference held today, which was attended by the Shafaq News Agency correspondent, that “any withdrawal or closure of any diplomatic mission for any country will have catastrophic repercussions on the entire region.”

He added that “Prime Minister Mustafa Al-Kazemi confirmed the refusal of Iraq and its government to turn the country into an arena of conflict between America and Iran,” noting that “Al-Kazemi informed the ministers about the government’s efforts for the security of diplomatic missions.”

The US embassy in the Iraqi capital, Baghdad, as well as other diplomatic missions are exposed to armed attacks and missile strikes, under the pretext of “fighting the occupation,” while US Secretary of State Mike Pompeo, citing “sources”, informed the Iraqi side of his country’s intention to close the US embassy because of those attacks.

Kuwait announced, on Tuesday, the death of the Emir of the country, Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, who had been undergoing treatment in a hospital in the United States of America since last July.

The Kuwaiti Amiri Diwan said in a statement, “With great sadness and sorrow, we mourn to the Kuwaiti people, the Arab and Islamic nations and the friendly peoples of the world, the death of His Highness Sheikh Sobh Al-Ahmad Al-Jaber Al-Sabah, Emir of the State of Kuwait, who moved next to his Lord.”

And the Kuwait News Agency reported last July that Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah had arrived in the United States to complete treatment, adding at the time that he was in stable health.

Kuwaiti government television cut off its live broadcast earlier, Tuesday, and began broadcasting verses from the Quran.

Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah assumed power in Kuwait on January 29, 2006, at the age of 91, the fifteenth Emir of the country, and the fourth son of Sheikh Al-Ahmad Al-Jaber Al-Sabah.
