{Euphrates News} publishes the text of the joint declaration of the European Union and Iraq at the Brussels meetings

  

{Local: Al-Furat News} The Ministry of Foreign Affairs announced the text of the joint declaration of the European Union and Iraq for the meetings of the third session of the Iraqi-European Cooperation Council held in Brussels on March 19 on sustainable development, green transformation, governance, regional interdependence and sustainable financing.

Within the framework of the implementation of the partnership and cooperation agreement signed between Iraq and the European Union in 2012, the two sides are working to strengthen and deepen their cooperation frameworks in order to advance economic reforms and sustainable green transformation.

Pursuant to the partnership and cooperation agreement, both Iraq and the European Union recognize the critical importance of sustainable social development and the need to go hand in hand with economic development. The two sides stress the need to strengthen and strengthen cooperation between them in various fields of common interest, based on the foundations of respect for sovereignty, equality, non-discrimination, the rule of law, good governance, taking into account environmental conditions and mutual benefit. The two sides also recognize the need for Iraq to support the European Union to continue its efforts in carrying out political reforms and economic rehabilitation.

In this regard, Iraq and the European Union recognize the need to address the phenomenon of climate change globally and in line with their international commitments and the Paris Climate Agreement, in particular, and therefore the two sides are determined to work to achieve the Sustainable Development Goals as part of those efforts and make progress in decarbonization in the areas of energy and transport. The two sides consider close cooperation to promote regional connectivity through digital networks, power networks and transport to promote stability and sustainable peace in the Middle East to be vital.

This cooperation includes mobilizing sources of sustainable financing in order to achieve these goals to meet the large investment needs in Iraq and the region, especially through possible cooperation between Iraq and European development and trade finance institutions. These efforts are in line with the European Union Green Deal and Global Portal initiatives.

1. Sustainable development and green transformation:

– The European Union appreciates Iraq’s commitment to promoting renewable energy sources and improving the country’s energy potential and efficiency and its orientation towards the green energy sector. Iraq and the European Union also pay great attention to the issue of reforming the electricity and gas market in Iraq, including the modernization of the electrical system network and agreed on the need to take measures to reduce unnecessary gas burning as much as possible and replace this with the use of gas stored in electricity production for domestic consumption.
– The European Union commends Iraq’s ratification of the Paris Agreement and encourages it to proceed with following up on the steps required to implement its contribution at the national level.
– In light of Iraq’s extreme vulnerability to the effects of climate change and environmental degradation, Iraq and the European Union recognize the importance of setting clear targets and intensifying the most urgent actions to address the challenges associated with reducing emissions including emissions leaks, water management and adaptation to climate change.
– Iraq and the European Union agree on the role that decarbonization pathways can play, especially in the electricity sector, in terms of the high rate of additional growth and production gains.
– The European Union expressed its readiness to help Iraq urgently address the challenges of climate adaptation and environmental degradation by moving towards sustainable, equitable and resilient economic policies.

2. Governance:
Iraq and the EU reaffirm their cooperation on (re) Iraq’s commitment to additional reforms that include regulatory frameworks and provide an enabling environment for the private sector as well as to diagnose and develop broader governance and provide basic services, as well as improve transparency and fight corruption.

3. Regional connectivity:
Iraq and the EU intend to strengthen their cooperation on improving regional electrical interconnection and strengthening stronger transport links in the region. Furthermore, the two sides reaffirm the field of air safety as a key priority in their bilateral relations. The EU also continues to engage with the Iraqi Civil Aviation Authority (ICAA) and will monitor its own safety capabilities.

4. Sustainable finance:
The European Union supports the efforts of the Government of Iraq in addressing the underlying structural imbalances, advancing the required reforms in the areas of economic diversification, strengthening the private sector, economic empowerment of women, attracting investments in order to address the challenges of unemployment and focusing on youth, women and displaced people in particular.

The European Union, in cooperation with European development finance institutions such as the European Investment Bank and the European Bank for Reconstruction and Development, expressed their readiness to work more closely with the Iraqi government to enhance its participation with financial institutions to advance the development of the private sector, including the banking sector and improving the country’s investment environment by diversifying sources, sustainability and inclusiveness by providing investment support in Iraq and in line with the EU’s global climate-related priorities.

Shafaq News / The Governor of the Central Bank of Iraq, Ali Al-Alaq, expected, on Tuesday, a decrease in the exchange rate of the parallel dollar (market rate and local banks) during the coming period.

Al-Alaq told Shafaq News that “the central bank has launched multiple packages of measures, and that the packages launched are being seriously dealt with to control the exchange rate of the parallel dollar.”

Al-Alaq pointed out that “the central bank’s procedures are continuing to control the exchange rate, and we expect a decrease in the parallel exchange rate.”

The parallel rate means the exchange rate of the dollar in the market and the banks and not the official price set at 1132 dinars to the dollar according to the decision of the Board of Directors of the Central Bank of Iraq approved by the Council of Ministers.

The Central Bank of Iraq issued three reform packages that it said came with the aim of addressing the rise in dollar exchange rates.

Despite the Central Bank’s procedures and its approval of an exchange rate of 1132 dinars to the dollar, the exchange rates of the dollar still range in the markets between 1155 and 1158 dinars to the dollar.

Shafaq News / NATO reported that its Secretary-General Jens Stoltenberg met with Iraqi Foreign Minister Fouad Hussein at the alliance’s headquarters in the Belgian capital Brussels on Monday.

This meeting was held on the sidelines of the meetings of the third session of the Iraqi-European Cooperation Council in Brussels.

Stoltenberg praised Iraq’s efforts in combating terrorism and promoting stability, a NATO statement said.

The statement added that the NATO Secretary-General thanked Iraq for its commitment to strengthening its partnership with the alliance, particularly with regard to combating international terrorism and promoting stability in the region.

Stoltenberg was quoted by the statement as saying that his meeting with the Iraqi Foreign Minister is a way to assess and exchange views on how to strengthen the partnership between the two sides, noting that NATO’s efforts in Iraq stem from full respect for the country’s sovereignty and territorial integrity.

The Deputy Prime Minister and Minister of Foreign Affairs, Fouad Hussein, chaired on Tuesday the work of the third session of the Iraqi-European Cooperation Council in the Belgian capital Brussels, to discuss trade and economic cooperation and ways to develop it.

Iraq’s president heads to New York to participate in water conference

Shafaq News / President Abdul Latif Jamal Rashid left the country on Tuesday for New York at the head of a delegation to participate in the work of the Water for Sustainable Development Conference organized by the United Nations from March 22 to 24.

Iraq suffers from river water scarcity as well as rain and droughts due to upstream countries (Turkey and Iran) cutting and reducing its share of water, along with climate change.

It is noteworthy that the “United Nations Conference on the Mid-term Review of the Water Decade” aims to review the countries of the world the progress made in the implementation of the objectives of the “Decade of Action for Water (2018 – 2028)”, identify obstacles to the achievement of these goals, and develop innovative ways to support their implementation and accelerate progress in this area.

The action plan of the “Adaptation in the Water Sector” initiative, launched by Egypt during the last climate conference COP27, is scheduled to be discussed.

{Economic: Euphrates News} A member of the Parliamentary Finance Committee announced that the draft financial budget law for the years 2023, 2024 and 2025 has not reached the committee so far.

“So far, the Finance Committee has not officially received the budget law, and it has not begun to study or review it,” committee member Jamal Koger told {Euphrates News}.

“The budget has reached the Presidency of Parliament, but it has not reached the committee, it is not known how long it will take to approve it,” he added.

The House of Representatives announced that it had received the draft budget law last Thursday.

It is noteworthy that the Council of Ministers approved in its session on March 13 the three budgets and referred them to Parliament for approval.

Prime Minister Mohammed Shia Al-Sudani said, after the council meeting in a press conference, that: “The total budget is more than 197 trillion dinars, the operational budget is more than 150 trillion dinars and investment is more than 47 trillion, and the budget deficit is 63 trillion dinars.”

He pointed out that “the total revenues amount to more than 134 trillion dinars, and oil revenues of them amount to more than 117 trillion based on the price of oil at $ 70, and non-oil revenues amount to more than 17 trillion dinars.”

Central Bank: Significant financial allocations to support green economy projects

The governor of the Central Bank of Iraq, Ali Al-Alaq, revealed on Tuesday large financial allocations to support green economy projects.

Al-Alaq said in a speech during a conference to launch the first financial electronic application (E-Donate), that “the Central Bank meets with the trend towards green Iraq and is also focused on the Central Bank at the present time through its democratic initiatives for projects related to the green economy and climate change,” pointing out that “there are great allocations to support and financing projects related to this aspect.”

Al-Alaq added that “the Central Bank meets with the United Iraqi Medical Society for Relief and Development in more than one direction and more than one level in coordination, cooperation and support,” noting that “the Organization of the United Iraqi Medical Society for Relief and Development has presented many initiatives and achievements that serve the people of the country.”

The European Parliament’s Committee on Relations with Iraq praised the “positive” steps taken by the Iraqi government in the areas of developing the economy and fighting corruption.

“The Committee on Relations with Iraq in the European Parliament, hosted at the parliament’s headquarters in Brussels, Deputy Prime Minister and Foreign Minister Fouad Hussein and his accompanying delegation,” the Foreign Ministry said in a statement received by Mawazine News.

During the meeting, they discussed “the prospects for cooperation between the two sides and ways to enhance the work of the Iraq Committee in the European Parliament in order to serve the development of bilateral relations and the implementation of mutual commitments in the partnership and cooperation agreement between Iraq and the European Union. The European side stressed that the European Parliament is in the final approvals to establish the joint parliamentary partnership committee between the two sides, which was agreed to be formed during the visit of the European delegation to Iraq.”

The statement added that “the minister stressed the important role played by parliamentary diplomacy in strengthening relations between Iraq and the European Union, stressing the need to strengthen this important role.”

He continued, “The deputies exchanged views with the minister on the developments of the political, economic and security situation in Iraq, and praised the positive steps taken by the Iraqi government in the fields of developing the economy, combating corruption and the association of this government with political stability.”

The Foreign Minister referred to “the priorities of the Iraqi government of respecting sovereignty, building balanced relations with regional and international actors and moving away from the policy of axes, as well as the government’s basic mission to advance the economic reality by carrying out radical economic reforms and combating corruption.”

He stressed, “Iraq has become a positive regional actor, as the Baghdad conferences 1.2 led to a great rapprochement between many regional powers and the recent agreement between Saudi Arabia and Iran. Iraq played a great role in preparing for it and making it possible.”

He stressed “the importance of the role played by the European Union in supporting Iraq in its serious steps towards strengthening the democratic system that led to the affirmation of the principle of peaceful transfer of power and the development of civil society and free media in Iraq after decades of dictatorship.” It’s over 29/N33

{Politician: Euphrates News} The Turkish presidency issued a statement on Prime Minister Mohammad Shia al-Sudani’s visit to Ankara scheduled for Tuesday.

“Iraqi Prime Minister Mohammad Shiaa Al-Sudani intends to go to Turkey on March 21-22, on an official visit at the invitation of its President Recep Tayyip Erdogan,” it said in a statement.
