Shafaq News / A parliamentary source said on Thursday that the presidency of the Iraqi Council of Representatives decided to postpone the session devoted to the budget vote until evening.

The source told Shafaq News that the presidency decided to postpone the session to 8 pm today after what was scheduled to be held at 11 am.

The Iraqi Council of Representatives is preparing to vote on the budget that has been disrupted for six months, due to political differences on its terms, while political forces express their optimism to solve the problems and proceed with their approval as a result of the meetings that continue until today.

The Iraqi Council of Representatives had set today, Thursday, June 8, as the date for holding the voting session on the draft federal general budget law for fiscal years (2023, 2024, 2025).

The Parliamentary Finance Committee voted on several amendments related to the Kurdistan Region, including an amendment to Article (13-II-A), which stipulated the commitment of the Kurdistan Region to export at least 400,000 barrels of oil per day, while this paragraph, after the amendment, provides for the delivery of crude oil produced in its fields at a rate of at least 400,000 barrels per day to the Ministry of Oil for export through the government company (SOMO), or for use locally in Iraqi refineries.

It is noteworthy that the Presidency and Government of the Kurdistan Region recently objected to amendments made to the paragraphs of the region in the financial budget that the Iraqi Council of Representatives seeks to approve, describing them as a violation of the laws, constitution and agreements concluded between Erbil and Baghdad that resulted in the formation of the current federal government headed by Mohammed Shia Al-Sudani.

In turn, the President of the Kurdistan Region, Nechirvan Barzani, expressed “deep concern,” which he called the changes that touched the paragraphs of the Iraqi General Budget Bill related to the constitutional rights of the Kurdistan Region, and said that he rejects them “completely.”

Before that, the head of the Kurdistan Regional Government, Masroor Barzani, said that “a group in the Finance Committee of the Iraqi Council of Representatives has made changes to the draft federal budget, violating a prior agreement we concluded with His Excellency Prime Minister Mohammed Shia Al-Sudani and his government,” noting that “the agreement, which is the cornerstone of cooperation between Erbil and Baghdad, and everyone must respect its terms.”

The Parliamentary Finance Committee recently voted to oblige the Kurdistan Region to pay 10% monthly from the salaries deducted to its employees, including the budget amendments that are being discussed.

A member of the parliamentary finance committee, Mustafa Sanad, also confirmed the committee’s vote on amending paragraphs related to the region in the budget law, related to his delivery of oil, while pointing to the withdrawal of the deputies of the Democratic Party bloc from the meeting.

On March 13, the Iraqi Council of Ministers approved the largest financial budget in the history of the country, which exceeded 197 trillion and 828 billion Iraqi dinars, (about 152.2 billion dollars), with a total deficit of 63 trillion Iraqi dinars, taking advantage of the rise in oil prices globally, which constitutes more than 95% of the country’s financial revenues, amid the objections of financial experts and law regarding the budget items, but it has not taken its way to approval so far because of differences.
