The Council of Ministers discusses the visit of Sudan to Washington and Erdogan to Baghdad. And a number of decisions is issued

  

{Political: Al-Furat News} Prime Minister Mohammed Shia Al-Sudani chaired the cabinet session, in which he discussed the general situation in the country, discussed a number of important files, and discussed the topics on the agenda and took decisions and recommendations on them.

At the beginning of the session, the Sudanese reviewed, according to a statement from his office, received by “Baghdad Today,” the results of his official visit to the United States this month, which came out with results in favor of Iraq in terms of economy, policy, security and stability of the region, and in favor of building bilateral strategic relations, in addition to signing a number of memorandums of understanding and partnership between the Iraqi public and private sectors on the one hand, and between major American leading American companies and financial and banking institutions on the other hand.

The Sudanese also reviewed the visit of Turkish President Recep Tayyip Erdogan to Baghdad yesterday, which witnessed the signing of the bilateral strategic framework agreement, and the signing of 26 joint memorandums of understanding for various institutions between the two countries, which will be reflected in the economic and development partnership, in addition to the quartite understanding that included Iraq, Turkey, Qatar and the UAE, on the development road project, and the investment opportunities it carries, and entering a new stage of security and economic understandings and in the field of water management and water rations in the Tigris and Euphrates rivers, all of which will push relations forward.

During the session, the Prime Minister directed the ministers to follow up the implementation of the memorandums of understanding, and provide maximum efforts to achieve the highest levels of mutual benefit, and to all sectors and activities covered by the memorandums of understanding, in addition to assigning the committees concerned with securing the requirements of success and good implementation of the agreements and understandings signed with the United States and Turkey.

During the session, the Council of Ministers followed service projects, infrastructure projects and lagging projects, and took a number of decisions related to spare and implementation orders and as follows:

1- Increasing the amount of reserves for the project (establishing the Abu Ghar – Tal Al-Lahm road with a length of 45 km) within the project (Establishment of the Abu Ghar – Tal Al-Lahm quarry road) included in the investment budget schedules of the Ministry of Construction, Housing, Municipalities and Public Works / among the priorities of projects related to the implementation of the Council of Ministers resolution (301 of 2021).

2- Increasing the total cost of a project (studying, designing and implementing an integrated water project that has a capacity of 1000 m3 / hour, with transmission lines in the Umm Qasr ard.).

3- Increasing the total cost and amount of reserve for the project (reconstruction of Al-Fayha Bridge in Basra).

4- Increasing the total cost and amount of reserve for the project (Fallujah III Bridge and its approaches in Anbar Governorate).

5- Increasing the total cost and amount of reserves for the project (establishing the Juiba-Acid (safe) bridge.

6- Increasing the total cost and amount of reserve for a project (completion of the rehabilitation and expansion of the Karbala Children’s Hospital / Phase II).

7- Creating a project (supervision and monitoring for the construction of the 200-bed Al-Shatra General Hospital with furnishing), within the total cost of the project.

8- Increasing the amount of reserve for the project (establishing the second corridor of the Batira-Fajr-Al-Al-Badeer road with a length of (163) km, the first phase within the governorate of Maysan with a length of (72) km, increasing the total cost of the project, and developing a project in the name of (the concrete bridges).

9-Creation of a project called (lifting the optical cable conflicts of the two caps).

10- Increasing the total cost and amount of reserves for the project (establishment of the Palace of Justice in Najaf).

In order to allow outstanding students of institutes to complete university study, the Council of Ministers approved the recommendation of the Ministerial Council for Human Development (24011b) for the year 2024, on increasing the acceptance rate of first students from graduates of technical institutes from (10%) to (20%) for admission to universities exclusively, and in the corresponding or nearby disciplines, in order to allow students who are graduates of institutes to apply to complete their initial university studies.

The Council decided to exclude the project of the rend network, and the project of qualifying and developing the paths of the national optical cable network from the contracting methods stipulated in the instructions for the implementation of the contracts 2 of 2014, for the purposes of the national mobile phone license; in order to meet the requirements of the increasing state institutions for digital transformation projects and secure the needs of mobile companies, state institutions and citizens from the increased Internet capacity and optical fiber projects (FTTH), alternative to copper terestrial telephone, and international transit projects for Iraq.

The Council approved the recommendation of the Ministerial Council for Economy (24131 Q), which includes approving the request of the Ministry of Oil, on the subject of converting gas capsates from a temporary entry as a permanent company to a permanent favor the benefit of the Basra Gas Company, and the transfer of the General Authority of Customs for gas caps with a number of (14) caps from temporary asmery entry to permanent, in favor of the Basra Gas Company, provided that it is within its assets (the share of the South Oil Company (51%) in accordance with the decision of the Council of Ministers (446 of 2012), and the consequent payment, in accordance with the law, and bearne by the Basra Gas Company.

In the field of energy, the Council approved the signing of a memorandum of understanding for gas associated with electric power generation between the Ministry of Electricity and Siemens Energy. It also approved the inclusion of the Ministries (Planning and Finance) of the projects to be implemented in accordance with the aforementioned memorandum of Understanding and provides the necessary allocations and funding for them. The Council voted to authorize the Ministry of Electricity with the necessary powers to proceed with implementation, an exception to the contracting methods stipulated in the instructions for the implementation of government contracts (2 for the year 2014), in order to ensure the speed of completion and achieve the goal desired from signing the aforementioned memorandum of understanding.

In the same track, the Council canceled Council of Ministers Resolution No. (308 of 2019), which included funding the Ministry of Electricity with the necessary allocations for the establishment of a secondary station (400) KV, and the funding of three stations (132) KF with lines, provided that they are outside the ministry’s budget.

The Council approved a draft law to cancel the decision of the Revolutionary Command Council (dissolved) No. (103) on January 27, 1988, which was approved by the State Council, and approved the referral of the draft law to the House of Representatives based on the provisions of the Constitution. The aforementioned decision had merged the Department of Relations and the Planning Department into one department, and abolished administrative formations at the Ministry of Justice. It also abolished the Department of Estate Affairs in the Directorate of the Care of Minors, abolished its competence to liberate the estate in accordance with the Law on the Care of Minors, and mandated the editation of estates to the personal status courts.

The draft law of the first amendment law on the Martyrs’ Institution No. 2 of 2016, which was reviewed by the State Council and referred to the House of Representatives, based on the provisions of the Constitution, was also approved, taking into account of the observations presented at the meeting of the Council of Ministers.

The Council, the Deputy Prime Minister and Minister of Planning, authorized to negotiate and sign a memorandum of understanding between the Ministry of Planning in the Republic of Iraq and the United Nations Population Fund (UNFPA), based on the Law on the Contract of Treaties (35 of 2015), and the Ministry of Foreign Affairs prepared the necessary document on behalf of the Government of the Republic of Iraq for the Deputy Prime Minister and Minister of Planning, in accordance with the adopted contexts, and submit it to the General Secretariat of the Council of Ministers; in order to obtain the signature of the Prime Minister.

It was also decided to authorize the Minister of Justice to negotiate and sign the two draft cooperation agreements between the Government of the Republic of Iraq and the Government of the Republic of Italy, and between the Government of the Republic of Iraq and the Government of the Republic of Uzbekistan, in the field of transferring those sentenced to deprivation of liberty, based on the provisions of the Constitution, and the Ministry of Foreign Affairs prepare the necessary authorization document on behalf of the Government of the Republic of Iraq to the Minister of Justice, in accordance with the approved contexts, and submit it to the General Secretariat of the Council of Ministers to obtain the signature of the Prime Minister.
