The General Authority of Customs announced, on Thursday, the completion of 90% of the work of the first phase of its project to automate border crossings.

The director of the Customs Automation and Modernization Project at the Authority, Firas Al-Obaidi, said in a statement reported by the official news agency, and seen by Al-Eqtisad News, that “the project is the result of an agreement between the Ministry of Finance and the United Nations Conference on Trade and Development,” pointing out that “the agreement document lasted seven years.” Years in stages.

He added, “The Customs Authority is still in the first stage and has supervised the end of the stage, which will be completed next June,” noting that “the system is about creating an integrated database for customs and creating a statistical system to preserve public money through electronic payment.”

He stated, “This system helps facilitate trade and Iraq’s entry into the World Trade Organization and the World Customs Organization.”

He pointed out, “The first step in implementing this system was in the Air Cargo Directorate, then Baghdad International Airport, the dry port for medicines and medical supplies, and finally in the Great Welcome Square in Umm Qasr.”

He pointed out that “the completion rate within the first phase currently reaches 90 percent.”

Shafaq News / Shafaq News Agency learned from informed sources on Thursday that the head of the Kurdistan Region, Nechirvan Barzani, will visit the capital Baghdad to discuss several files.

In this regard, the official spokesman for the Presidency of the Kurdistan Region, Delshad Shehab, told our agency that “the visit is scheduled for next Saturday, where Barzani will meet with Iraqi Prime Minister Mohammed Shia Al-Sudani.”

He added that “Barzani will discuss during this visit with Iraqi officials several files such as the budget, salaries, oil and the resumption of its export, in addition to relations between Erbil, Baghdad and others.”

“The President of the Kurdistan Region is responsible for regulating relations between Erbil and Baghdad, in accordance with the law and the fact that Barzani is a prominent political figure at the level of the Kurdistan region and Iraq,” Shehab continued.

The spokesman for the presidency of the region explained that “Nechirvan Barzani will emphasize during this visit the implementation of the terms of the agreement between the forces of the coordination framework on which the Iraqi government was built.”

On Thursday, the financial advisor to the Prime Minister, Mazhar Muhammad Salih, revealed the reasons for reducing annual allocations to pay off foreign debts, while noting that Iraq is among the countries in the safe range in terms of debt repayment.

Saleh said, in a statement reported by the official news agency, and seen by Al-Iqtisad News, that “according to international standards in calculating the ability of the national economy to bear the burden of external debt, Iraq is among the group of countries in the safe range in terms of the global standard for the external debt stock ratio.” Pointing out that “Gross domestic product, according to estimates, does not exceed 20 percent, while the global measure of the debt-to-GDP ratio allows up to 60 percent.”

He explained, “Given Iraq’s regularity in repaying its external debts due annually, of which only approximately 20 billion dollars remain, the annual allocations to pay external debts through the federal general budget allocations have begun to show a clear decline and decrease in the amount of external debts due, and this has been reflected.” This is in the 2024 budget tables regarding allocations for external debt payments, compared to the 2023 budget tables, with a difference of decrease that may exceed a billion dollars.

He added, “This matter is reflected in Iraq’s high creditworthiness in repaying its debts to external creditors and its commitment to repayment since the Paris Club Agreement in 2004 until the present. These are annual financial allocation mechanisms whose installments and interest are paid on a regular basis through the annual general budget, and they are decreasing. This means that the external debt gap is heading towards shrinking and then almost disappearing.”

He noted that “the Paris Club Agreement in 2004 dropped more than 100 billion dollars of Iraq’s pre-1990 debt after Iraq obtained a discount on its debts at that time, which was 80 percent and more, and only a little of the remnants of those debts remained after it was removed.” The remainder of it has been scheduled and is paid annually according to a precise and regular accounting mechanism on the part of Public Finance and the Central Bank of Iraq, and the continuous decrease in its allocations is demonstrated by the amount of the decrease in the annual allocation of external receivables from the debts that must be paid and their waiver annually.”

Shafaq News / Iraqi Prime Minister Mohammed Shiaa Al-Sudani told the Shiite coordination framework the reasons for his visit to Washington, most notably the arrangement of the bilateral relationship between Iraq and the United States, according to a leader in the framework on Thursday.

The leader of the framework, Amer Al-Fayez, told Shafaq News, that the coordination framework was held yesterday, Wednesday, in the presence of Prime Minister Mohammed Shia Al-Sudani, during which the latter’s visit to the United States of America and the file for the election of the Speaker of the House of Representatives were discussed.

He added that during the meeting, the Sudanese presented the reasons for his visit to Washington, and that the purpose of the visit is to arrange the bilateral relationship between Iraq and the United States after the exit of the coalition forces, where the talks are now underway between the joint military committees on arranging and discussing the exit of forces from Iraq.

Al-Fayez explained that Iraq is keen at the same time to maintain a friendship relationship with the United States that is in the interest of the two countries in the political, economic and security aspect, as well as in the field of military training and expertise.

He stressed that the visit comes for cooperation between Iraq and the United States, and that the Sudanese will accompany with him during his visit a number of ministers, members of the House of Representatives and businessmen for the purpose of making this visit a success, and arranging the bilateral relationship between Iraq and the United States.

He explained that during his visit to Washington, the Sudanese will focus on developing economic relations between Iraq and the United States.

Iraqi Prime Minister Mohamed Shiaa Al-Sudani is scheduled to visit Washington to meet with US President Joe Biden on April 15, his first visit since taking office in October 2022.

The Ministry of Finance announced today, Thursday, the launch of the salaries of the employees of the Kurdistan Region for the month of March, noting that it informed the Federal Court of the launch of financing the salaries of beneficiaries in the region for the month of March, until the mechanism of localizing their salaries is completed.

The Ministry said in a statement, the network received 964 copies of it:

Based on the directives of the Prime Minister and the approval of the Minister of Finance, Taif Sami, and based on what was stated in the letter of the Federal Court, the Accounting Department in the Ministry of Finance, launched salary funding for civil servants of the Kurdistan Region, the benefits of the disabled in the directorates of the Network for Social Protection, Welfare and Social Development, salaries of civil and military retirees, the dues of the affairs of martyrs, anfals, contracts and dues of the departments of the region, within the financial allocations for the month of March 2024.
The ministry indicates that it has informed the Federal Court and the Federal Office of Financial Supervision to release funding the salaries of beneficiaries in the region for the month of March, because the mechanism of completing the settlement of their salaries requires an additional period of time.
The Ministry also renews the emphasis that the Kurdistan Regional Government should bear the legal responsibility for the correctness and accuracy of the information and data submitted to the regulatory and legal authorities and bodies.
