Parliament expects 2024 budget schedules to arrive

On Sunday, MP Mohammed Al-Bayati said that the 2024 budget schedules will arrive before the start of the legislative holiday on May 10.
Al-Bayati said in an interview followed by “Economy News”, that “the 2024 budget schedules are prepared by the government committees and approved before being sent to the House of Representatives in order to conduct the contexts adopted in the audit and take the measures it deems appropriate before being submitted to the vote.”
Al-Bayati added, “The government has informed us that it will send the 2024 budget schedules before May 10, which is the date for the start of the legislative holiday of the House of Representatives, which will continue beyond Eid al-Adha,” stressing “the importance of its arrival early in order to complete the procedures by the Finance Committee.”
He pointed out that “there are efforts to ensure the rights of many segments in the 2024 budget items and schedules,” but it cannot be judged without waiting for the numbers it included.
The head of the parliamentary finance committee, Atwan Al-Atwani, said yesterday, Saturday, that it is hoped that the 2024 budget schedules will arrive next week, according to a statement on his platform on Facebook.

The financial and economic adviser to Prime Minister Mazhar Mohammed Saleh commented today, Sunday (April 28, 2024), on the implementation of the 2024 budget without the approval of its schedules by parliament.
Saleh told Baghdad Today that “the experience of the tripartite public budgets approved under the Federal General Budget Law No. 13 of 2023 (Tripartite Budget), its law has become binding to apply regularly and an annual hierarchy without interruption and according to the applications of public finances in the implementation of the details of the general budget itself in its operational and investment, and because the application of the three-year budget experience as a medium-term financial plan has been adopted in our country for the first time as in line with a text of the amended Federal Financial Management Law No. 6 of 2019.”
He pointed out that “the general budget for the year 2024 has become obligatory since the entry of the country into its new fiscal year and in accordance with the laws and financial and economic data contained in the texts of Law No. 13 of 2023 mentioned above, including operating expenses and investment expenses for ongoing and new investment projects, as long as it falls within the general budget constants No. 13 above.
Saleh stressed, “The provision in the Tripartite Budget Law that the executive authority provides tables related to expenditures, revenues and the estimated deficit for the current fiscal year 2024 is a constitutional and supervisory context and falls within the duties of the legislative authority, based on the above. The work of the federal budget (tripartite) law constants does not contradict and proceed in the implementation of the requirements of the national development program, especially in the implementation of new projects approved by their allocations within the law, and that this executive mechanism is the basis on which the philosophy of the tripartite budget was based, which provided legal flexibility in advancing the wheels of economic development projects without a slown time and loss of time opportunities, so the presentation of expenditure and revenues for the fiscal year 2024 is a context in which the legislative authority has within its constitutional supervisory duties to ensure the implementation of the federal tripartite budget law.”

Shafaq News / Prime Minister Mohammed Shia Al-Sudani, when receiving the Secretary-General of the League of Arab States, stressed the importance of activating the charters and agreements on joint Arab action, especially related to economic integration.
The Information Office of the Prime Minister said, in a statement received by Shafaq News, that “Prime Minister Mohammed Shia Al-Sudani, received this evening, the Secretary-General of the League of Arab States, Ahmed Aboul Gheit, who is currently visiting Iraq, to participate in the Arab Action Conference, which was launched in Baghdad today.”
He continued: “During the meeting, they discussed joint Arab action and the importance of activating its charters and agreements, especially those related to economic integration and other agreements that enhance the strength and status of the Arab system, in order to achieve the aspirations of Arab countries and peoples.”
The Prime Minister, according to the statement, renewed Iraq’s principled position on what is happening in the occupied Palestinian territories, stressing “the need for Arab efforts and positions to unite in order to end the suffering of the brotherly Palestinian people.”

The Prime Minister’s Information Office said, in a statement received by Shafaq News, that “Prime Minister Mohammed Shia Al-Sudani, on Saturday evening, the President of the Kurdistan Region of Iraq, Nichirvan Barzani and his accompanying delegation.”
He added that “during the meeting, the most prominent files, issues, and treatments taken by the government in the service and development fields were discussed, according to what was stated in the government program, and in a way that contributes to improving the service and living conditions of citizens throughout the country.”
He continued: “The meeting dealt with the emphasis on the continuation of constructive dialogues on common issues between the federal government and the Kurdistan region, as well as many topics in political affairs, as the two parties stressed the importance of continuing to support the government’s efforts internally and externally, and working to strengthen the relationship between Baghdad and Erbil, which requires the concerted efforts of all political forces in this path.”

His Excellency the President of the Republic, Dr. Abdul Latif Jamal Rashid, received today, Saturday, April 27, 2024, at the Peace Palace in Baghdad, the Secretary-General of the League of Arab States, Dr. Ahmed Aboul Gheit, and the Assistant Secretary-General, Mr. Hossam Zaki.
During the meeting, they discussed the latest developments in the political, security and economic situation in the Arab arena, and Iraq’s relationship with the Arab League, and sisterly Arab countries and their development mechanisms. Mr. President stressed that Iraq, based on its pivotal role, seeks to strengthen its relations with neighboring countries and the world based on mutual respect for sovereignty, security and independent decision, in a way that achieves mutual and common interests.
His Excellency also stressed Iraq’s keenness to bring the views of brotherly and friendly countries closer together and to adopt constructive dialogue in resolving and addressing crises in a way that consolidates security and peace at the regional and international levels.

The President of the Republic welcomed the Arab delegations participating in the Arab Labor Conference, stressing that Iraq is the country of all and embraces its brothers in order to embody its message in strengthening and consolidating cooperation.

The activities of the Economic Forum for Financial, Industrial and Commercial Partnerships between Iraq, Jordan and the region, organized by the Iraqi Business Council in Amman, will start on May 5, amid great official interest and wide participation from the public and private sectors in the two countries and countries of the region.
According to a statement by the Council, the work of the forum organized by the Council in cooperation with the Jordan and Amman Industry Chambers participates, and ministers of industry and electricity from Iraq, along with ministers from Jordan, business owners, investors and Arab and foreign companies, will open at the King Hussein Convention Center in the Dead Sea region.

The forum’s working sessions revolve around the most prominent investment opportunities in Jordan and Iraq, the prospects of trade and industrial opportunities in the two countries, the vision of economic modernization, investment in Iraq, investment opportunities in the region, in addition to investment opportunities in the Jordanian free and development zones.
The sessions also revolve around the role of the banking sector in providing financial facilities to the sectors of industry, energy, mining, transport and infrastructure, the role of international institutions in providing financial financing for investment projects, and presenting success stories to Jordanian and Iraqi investment companies.

The President of the Association of Iraqi Private Banks, Wadih Al-Hanalal, participated in the Arab Economic Security Forum organized by the Union of Arab Banks in Beirut.
Al-Hanalad stressed that the forum is held in complex circumstances and geopolitical changes witnessed by the region, and the Arab banking sector began to be affected, starting with the State of Iraq, adding that Iraq still faces great challenges, at various economic levels, including depriving the Iraqi private banking sector of the use of the dollar, which exceeded half of the number of banks operating inside the country, which is a very dangerous indicator, despite the quest of Iraqi government and private institutions to comply with local and international anti-money laundering and terrorist financing laws, but for the first time we are witnessing a clear targeting of the sector that began to affect banking services inside the country, destabilizes the confidence of citizens, and hinders the expansion of financial inclusion.
He added that these challenges facing the banking sector reaffirm the prominent role played by the Union of Arab Banks, international organizations and Arab banks in coordinating positions and confronting threats together, pointing out that our meeting represents an opportunity for cooperation and agreeing on a road map for the future, as the targeting of the Iraqi banking sector will not stop within its borders, and may expand at any moment to other countries in light of regional unrest.
Al-Hanalal pointed out that the Association of Private Banks is working with the Iraqi government, the Central Bank and some local and international institutions, to save the banking sector, and the return of banks deprived of dealing in dollars to their activity, but this is not enough, but it requires continuing to cooperate with the Arab and foreign banking sector, because the stage of integrating the Iraqi banking sector with its Arab counterpart must begin quickly, and we are taking great steps in this direction, especially that His Excellency Prime Minister Engineer Mohammed Shia Al-Sudani held dialogues in Washington with the US President and other officials in the government, who announced in a joint statement the possibility of returning a group of Iraqi banks to deal in dollars and supporting the private banking sector.
Al-Hannal valued the efforts of the Iraqi government and the Central Bank of Iraq to create deeper understandings with international banks, the Federal Bank and the American Treasury to expand the integration of the Iraqi banking sector with the global financial system, in addition to supporting the Iraqi dinar, which led to a gradual increase in its value.
He pointed out that Iraq is witnessing a great development in the transition to e-government and the adoption of electronic payment, and this leads to the growth of the digital economy, especially since there is a trend inside the country to increase the number of electronic banks, to keep pace with technological development and increase performance.
