Shafaq News/ A delegation from the Kurdistan Regional Government arrived, on Tuesday, to the capital, Baghdad, to discuss the 2024 budget.
A statement by the Kurdistan Ministry of Finance received by Shafaq News Agency stated, “The Kurdistan Regional Government delegation arrived in Baghdad this evening, headed by Awat Sheikh Janab, Minister of Finance and Economy.”
The statement explained that “the visit aims to discuss amendments to the budget law schedules and solve the problems and obstacles that appear during the law’s amendment to the Kurdistan Region’s share.”
The Kurdish delegation’s visit coincides with the arrival of Kurdistan Region President Nechirvan to Baghdad and his meeting with Federal Prime Minister Muhammad Shia al-Sudani.
On Tuesday, Prime Minister Muhammad Shiaa Al-Sudani directed that an “extraordinary” session of the Council be held next Sunday, to discuss the federal budget schedules for 2024.
The Minister of Endowments and Religious Affairs in the Kurdistan Region, Pashtwan Sadiq, said last Thursday, the ninth of this month, during a press conference held in Erbil, the capital of the Kurdistan Region, and attended by Shafaq News Agency, “We will continue dialogues with the federal government, and we are confident that we will be able to resolve the issue of salaries and others.” One of the problems based on the Iraqi constitution.”
He added, “In the coming days, a delegation from the Kurdistan Regional Government will go to Baghdad regarding technical issues.”

They also discussed the federal government’s work program and plans and strategies for economic development in Iraq.
In another aspect of the meeting, many issues of common interest were discussed between the federal government and the Kurdistan Regional Government, emphasizing the continuity of dialogue between the two sides in all fields to reach a sustainable solution on the basis of the constitution and the law.

Today, Tuesday, the Ministry of Finance announced the launch of salary financing for Kurdistan Region employees and eligible categories. The Ministry stated in a statement received by Mawazine News that, “Based on the directives of the Prime Minister and the approval of the Minister of Finance, Setif Sami, and based on what was stated in the letter of the Federal Court, the Accounting Department of the Ministry of Finance launched salary financing for civilian employees of the Kurdistan Region.” She added, “Also, the benefits for the disabled were launched in the directorates of the Social Protection, Welfare and Social Development Network, the salaries of civilian and military retirees, the benefits for the affairs of martyrs and Anfal, contracts, and the benefits of the region’s departments, as part of the financial allocations for the month of April 2024.”
Prime Minister Mohamed Shiaa Al-Sudani on Tuesday directed a “extraordinary” session of the Council next Sunday to discuss the federal budget schedules for 2024.
This came during his chairmanship of the twentieth regular session of the Council of Ministers, in which the general situation in the country was discussed, a number of vital files within the government program were discussed, as well as the topics on the agenda and the necessary decisions were taken on them. A statement by the Sudanese office, a copy of which was received by NRT Arabia, reported that the Prime Minister directed to hold an extraordinary session of the Council next Sunday, May 19, to discuss the federal budget schedules for 2024. He directed the formation of a committee headed by a representative of the Ministry of Planning and the membership of representatives of the Ministry of Finance, the Board of Advisors and the General Secretariat of the Council of Ministers and the Federal Public Service Council, to re-examine the (draft law of the Public Service Institute), and submit its recommendations within a work month to the Council of Ministers to take the appropriate decision. Based on the directives of Prime Minister Mohamed Shia Al-Sudani, issued in February 203, the Council of Ministers approved the continuation of the procedures for the evacuation and opening of the military area (known as the Fifth Division) in the city of Kadhimiya, and the conversion of its land to recreational, educational and cultural facilities, hotels, hospitals, health and medical centers, sports stadiums, a civil defense center, and cities for visitors, in accordance with an integrated architectural vision. A special conference will be held on this subject, and the adoption of specialized international companies will be adopted to implement these vital and important projects, which will serve the people of the city and visitors. Within the application of the government’s approach, which aims to reinforce lagging projects and address the problems and obstacles they face, the following was approved: First / Change the name of the project (Rehabilitation of the Martyr Othman Al-Obeidi Hall) to become (Rehabilitation of the Martyr Othman Al-Obeidi Hall – the method of implementation is a secretariat), and increase the total cost of the project. Second / Increasing the total cost and amount of reserve for the project (establishment of the second corridor of the road leading to the Tarmiya district with a length of 15 km). Third / Increasing the total cost of the project (preparing, installing, inspecting and operating the secondary sweets in the Al-Khala district). Fourth / Creation of a component (residual works for the project of expanding the building of the Department of Tourism in Holy Karbala / Center). In the field of the educational sector, and in order to speed up the process of printing textbooks and providing them with the required times, the Council of Ministers approved the recommendations of the Audit Committee regarding the printing of textbooks as follows: 1- Authorizing the Ministry of Education to assign (Al-Nahrain Public Company) to complete the work of printing books and school books, and excluding them from the contracting methods stipulated in the instructions for the implementation of government contracts (2 of 2014) before conducting any tender, in order to exploit its full production capacity and rely on its machines exclusively, provided that the said ministry provides the full support to the company from the Central Education Fund to Al-Nahrain General Company in providing the necessary amounts for the purchase of raw materials included in the printing work at its specified times, in order to ensure the completion of contracts from the company, in the light of instructions and controls, and disbursed from the funds of the fund. 2- Referring the remaining and the surplus of the energy of Al-Nahrain Public Company, in the method of public tender, to the public and private sector printing presses by (50%) each, provided that a schedule of two billion dinars is allowed for each company, without adhering to the number of addresses, and the books to reach the students within the specified times before the beginning of the academic year. 3- Obliging the Ministry of Education to adhere to the financial allocations included in the tables of estimates for 2024 when contracting, and the Ministry of Finance must provide funding to ensure that the Ministry of Education is committed to fulfilling its contractual obligations, and to deliver books to students within the specified times before the beginning of the academic year. 4- Continuing to work with the decision of the Council of Ministers (23424 of 2023), the period between the referral and the signing of the contract shall be (5) working days for contracts for the printing of textbooks, without the need to warn a warning to the printing press that is not in the signing of contracts. The Council of Ministers approved the following:1- The Ministry of Oil contracted with the Military Manufacturing Authority to purchase mechanisms from its financial allocations, provided that the required amount for purchase, amounting to (76.150) billion dinars, is divided into its extractive companies benefiting from the service of the Energy Police Directorate, and in two stages: – The first phase (43.65) billion dinars. -The other stage (32.5) billion dinars, for the application of the m4 (Babal) rifle weapon, is considered later. The Ministry of Oil gifting these mechanisms to the Ministry of Interior for the purposes of the tasks of the Energy Police Directorate, in accordance with the provisions of the instructions to facilitate the implementation of the General Budget Law, except for the condition that those goods are not purchased during the current year, and surplus to the need of the concerned department, according to the validity stipulated in the aforementioned instructions. 2. Excluding the winning self-financed oil companies from the work, from the decision of the State-owned Public Companies Restructuring Committee No. (1 of 2024), provided that the Ministry of Interior shall bear the integrity of the procedures, the formation of opening committees, the analysis of tenders and the preparation of the guesswork costs of the subject, the research decision. The vote was also made to suspend the exceptions granted to the Ministry of Electricity by the Council of Ministers resolution (24049 of 2024), and does not operate with any provision contrary to this decision. The Council of Ministers reviewed the financial statements tables of the state account, based on the provisions of the Federal Financial Management Law (6 of 2019) amended. The Council also reviewed the 2023 annual report of the Iraq Fund for the Funds Recovery, based on the provisions of Article (7) of the Iraq Fund Recovery Law (9 of 2012) as amended.
Iraq’s gold reserves rose significantly during February 2024, as IMF data showed that Iraq had increased its possession of the precious metal by 3.079 tons, bringing the total to 145.661 tons. This increase indicates that Iraq’s strategy continues to diversify its foreign reserves and promote long-term financial and monetary stability. Gold is a traditional safe haven for investors, especially in periods of economic and geopolitical uncertainty. The move comes by Iraq at a time when the world is witnessing a rise in gold prices, as the price reached its highest level in its history last month above $2,400 an ounce. Iraq is among the countries that have large amounts of gold reserves in the Arab region, where it ranks fourth after Saudi Arabia, Algeria and Morocco. In general, this increase in Iraq’s gold reserves is a positive indicator of the health and strength of the Iraqi economy.
Shafaq News / The official spokesman for the Kurdistan Regional-Dalshad Shehab, said that Nichirvan Barzani, the head of the Kurdistan region, is visiting Baghdad on Tuesday.
Regarding the program of the visit, Shehab indicated in a statement published by the official website of the Presidency of the Region today, that President Nechirvan Barzani will meet with the Federal Prime Minister of Iraq, Mohammed Shia Al-Sudani to discuss the relations of Erbil-Baghdad and issues of common interest.
At the end of last April, the head of the region visited the federal capital Baghdad, held meetings with the presidents of the republic and ministers and gathered leaders of political parties and participated in the meeting of the coalition of state administration.
