Finance Minister Taif Sami announced on Saturday the cancellation of thousands of bank accounts.

Taif Sami, in her response to the question during the session of the House of Representatives, part of which was headed by Mohsen Al-Mandalawi, First Deputy Speaker of the Council, stressed that “the decision of the Council of Ministers and on the recommendation of the Central Bank to start working according to the automation system in banks and banks to contract with solid private companies that will prepare supplies.”

Sami pointed out, “There is a delay by two companies in carrying out work at the ministry’s headquarters and the banking services company,” adding that “thousands of bank accounts without balances have been canceled and work continues to implement the automation system in banks and ministry departments.”

“The ministry sends its employees in training courses on working in automation,” she explained.

{Policy: Euphrates News} In its eighth session of its second legislative term for the second legislative year within the fifth electoral session, chaired by Mohammed Al-Halbousi, Speaker of the House, addressed two oral questions to the Ministers of Interior and Finance.

The Media Department of the Council said in a statement received by {Euphrates News} a copy of it, that at the beginning of the session, the House of Representatives voted to appoint Ahmed Abdel Zahra Kazem Al-Fatlawi as General Coordinator for Governorate Affairs and as Minister in the Supreme Committee for Coordination between the Governorates, and Sfawan Bashir Younis Saifuddin as Secretary-General of the House of Representatives.
The Council requested a vote on the draft law on the rental of agricultural land submitted by the Committee on Agriculture, Water and Marshes until the observations received on the law are completed.
In another matter, MP Hussein Ali Al-Sabari addressed an oral question to the Minister of Interior, Abdul Amir Al-Shammari, which includes (the legal bond to contract with the Sky Horizon Company to issue the electronic passport, the amount paid by the citizen to obtain the electronic passport, what is the percentage of financial benefits of the ministry and the company, and the legal bond to increase the wages owed by citizens to obtain the passport).
In response to the question, the Minister of Interior explained that “the contract concluded between the Ministry and the Sky Ashq Company was made in the time of the previous government, and with a legal basis based on Cabinet Decision No. 178 of 2021, which includes authorizing the Ministry of Interior to contract with Sky Sky Sky Company to implement the electronic passport and electronic visa as an exception to the instructions for the implementation of government contracts and according to the instructions of the General Budget of 2021, and for the purpose of paying the costs of the project and providing the Police Martyrs Fund by 10%,” noting that “the lack of study on the issue of increasing wages on the shoulders on citizens and the lack of any benefits for the ministry from the company’s profits,” pointing out that “the Ministry is in the process of providing measures to alleviate the citizens through Increasing the validity period of the passport from 8 to 10 years and increasing the passport issuance offices, including the arrival of devices in the embassies of Iraq outside the country, noting that the Ministry of Interior did not bear any money in the process of issuing the passport and qualifying offices.
In the same context, MP Mohammed Al-Khafaji asked an oral question to the Minister of Interior regarding the reasons for not ending the electronic vehicle inspection contract (the tremor) so far, especially with the presence of legal violations and burdens on citizens.
The Minister of Interior explained that “the Council of Ministers has formed a technical committee, which confirmed in its report that it is not possible to dispense with the applicable electronic examination device,” pointing to “reducing the fees of electronic examination.”
For his part, Halbousi expressed his appreciation to Deputy Hussein Al-Sabari and Minister of Interior to practice supervisory procedures, directing the security, defense, integrity, financial and legal committees in coordination with the Ministry of Interior and the Financial Supervision Bureau to consider imposing sovereign fees in the process of issuing an electronic passport.
On the other hand, the House of Representatives read Surat Al-Fatihah with mercy on the martyr, the pilot Majid Al-Tamimi, who sacrificed himself during the rescue operations of Yazidi citizens on Mount Sinjar in 2014.
MP Hadi Hassan Al-Salami also asked an oral question to the Minister of Finance, Taif Sami, to indicate the ministry’s procedures in rebuilding and combating corruption, the automation of the system in banks, ministry departments and electronic connectivity.
In her response to the question during the session, which was chaired, partly by Mohsen Al-Mandalawi, First Deputy Chairman of the Council, the Minister of Finance referred to “the decision of the Council of Ministers and on the recommendation of the Central Bank to start working according to the automation system in banks and banks to contract with solid private companies that will process the supplies, noting the existence of a delay by two companies in carrying out work at the ministry’s headquarters and the banking services company,” noting that “the cancellation of thousands of bank accounts free of balances and work continues to implement the automation system in banks and the ministry’s departments, indicating that the ministry sends its employees in training courses on work in automation.”

Baghdad and Erbil negotiations on the oil and gas law continue, amid a parliamentary movement and a government to pass through the law in the current legislative term, while the Parliamentary Legal Committee resolves the controversy over the law and the date of its arrival in Parliament.

And on (August 2, 2023), the Prime Minister, Muhammad Shia’ al-Sudani, held a meeting devoted to discussing the draft federal oil and gas law, in preparation for its approval in the Council and its submission to Parliament, in the presence of a number of leaders of political blocs, the ministers of foreign affairs, oil and industry, and the advisor to the Minister of Natural Resources in the government. Kurdistan region, as well as a number of technical and legal advisors and experts, according to a government statement. 

 While the Kurdistan Regional Council of Ministers approved on (August 9, 2023), a prerequisite for preparing an oil and gas law with the federal government in Baghdad, which is based on “constitutional foundations .  “

And the Prime Minister of the Kurdistan Region, Masrour Barzani, stresses, “The need to prepare a draft oil and gas law at the federal level of Iraq, based on the provisions of the constitution related to the oil and gas sector, provided that these constitutional articles constitute the basic foundation for that, and the draft law should also be approved by the federal government.” And the Kurdistan region and the oil-producing provinces in Iraq, reflecting the principles of the federal system in the country. 

 Resolve the controversy over the law 

And the Parliamentary Legal Committee resolved the controversy over the oil and gas law, as committee member Sajjad Salem said in an interview with “Baghdad Today”, that “the current legislative term will be the best in terms of enacting laws in light of the desire to increase momentum in this direction.”

 He pointed out that “there is no specific number of laws that will be included for readings and then voting, but there will be important laws among them.”

He explained, “The government negotiations between Baghdad and Erbil on some laws, including oil and gas, are continuing, and when the controversial points are resolved, the bill will be sent to the House of Representatives for the first and second reading and then vote on it.”

He stressed that “the law is still with the government and that consensus is what resolves the controversial points.”

Five points impede approval 

Earlier, the economist, Nabil Al-Marsoumi, identified the reasons for not legislating the oil and gas law, while pointing to five points that impede approval. 

Al-Marsoumi indicated in a post followed by “Baghdad Today” that “the most prominent of these differences is giving the region licensing authority in the field of exploration and development of discovered undeveloped fields, and the major disagreement over the interpretation of Article (112/First) of the constitution, and the negotiating role of the Federal Oil and Gas Council and its tasks, As well as the loss of a unified central policy that drives competition and disagreement between the National Oil Company and between the regions and governorates.

Parliamentary Finance calls for an inventory of all state real estate and its classification

the Finance Committee, headed by Representative Atwan Al-Atwani, and in the presence of a number of its members, hosted today, Saturday, the Director General of the State Real Estate Department, Nadia Rasheed, and the Assistant Director General, Alia Nizar; To discuss the state’s real estate file, at the committee’s headquarters.
A statement by the House of Representatives Media Department stated, “The chairman of the committee at the beginning of hosting welcomed the guests,” stressing that “there are a number of observations that constitute a great responsibility that necessitate following up on the department’s procedures regarding them.”
And he stressed “the need to develop a feasibility study for investing the lands belonging to the state in order to reach results that are in the public interest,” revealing that “many projects have stopped due to the failure to conclude contracts for their implementation by the concerned authorities, while he asked for a clear vision for the institution to benefit from these real estate for the public treasury.” 
For her part, the Director General of the State Real Estate Department, Nadia Rasheed, confirmed, “Work is working to solve the existing problems according to steps to be taken, adding that proposals are put in place to amend the internal system of the department, revealing an inventory and preliminary inventory of real estate, while the final inventory is done in coordination with the real estate registry.”
It stated that it “is working to complete the system to solve a lot of red tape and eliminate corruption, based on the law and acting in the public interest.” 
The committee stressed “finding a clear mechanism for investing state land and how to use it according to the economic vision, as well as a feasibility study to determine the rent of residential real estate, finding an economic philosophy in the rental process, and the exploitation of unoccupied lands, in addition to the importance of carrying out administrative reforms in the State Real Estate Department, in order to development of this sector. 
The committee requested “an inventory of all state properties and their classification, as part of non-oil revenues, in addition to the revenues generated from renting those properties.” Ended 29

The military spokesman, Major General Yahya Rasool, told Shafaq News agency, “The procedure was taken after obtaining official approvals from the Joint Operations Command to secure vital targets in Baghdad and all Iraqi governorates.”

He explained that “the weapons that were installed were on a government building in the Al-Amriya area, after obtaining official approvals in this regard.”

And Rasoul reassured that “the matter was done according to an approved plan, and it is a normal procedure and there is no need for fear.”

Some social networking sites in Iraq circulated video clips showing the installation of an air defense system on the roof of a government department in Baghdad, which raised concerns and questions among citizens about its purpose.
