Biden extends U.S. state of emergency on Iraq

  

{Political: Euphrates News} US President Joe Biden on Tuesday signed a decree extending the national emergency related to the situation in Iraq.

“There are still obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq,” a statement by Biden said in a White House website.
He added that these obstacles “pose an extraordinary threat to the national security and foreign policy of Iraq and the United States of America as well. Therefore, I have determined that it is necessary to continue the national emergency declared under Executive Order 13303 regarding the stability of Iraq.”
Resolution 13303 on Iraq was issued in 2003 under former US President George W. Bush, banning the export of certain private goods, as well as punishing personalities and entities.

{Economic: Euphrates News} A member of the Parliamentary Finance Committee, the House of Representatives voted on the draft financial budget law next Saturday.

“The earliest date is to present the budget before Parliament and vote on it next Saturday,” committee member Jamal Cougar told {Euphrates News}.
He pointed out that “the current budget deficit is the largest in the history of the country’s budgets, as it exceeded 64 trillion dinars,” noting that “the current deficit will be maintained.”
It is noteworthy that the Parliamentary Finance Committee continues to vote on the 2023 budget items before preparing for preparing its final version and submitting it to the House of Representatives.
The State Administration Coalition had set at an earlier meeting on May 17 {tomorrow Wednesday} as the date for voting on the budget.

{Economic: Euphrates News} The Finance Committee met today, Tuesday, as part of its specific program to complete the reading of the items of the federal budget, in order to raise and vote on them.

A statement by the parliamentary media department, a copy of which was received by {Euphrates News}, said that the committee “discussed at the beginning of the meeting some paragraphs related to the validity of making transfers between budget appropriations, which need to be reformulated in order to mature them.”

The committee voted inside it after listening to the proposals “on Article (20), on seconding the employee to the permanent and temporary owners, to work in the private sector in accordance with the controls that the beneficiary bears salaries and allocations, and Article (21), on sales tax, tax revenue rates, regulating the work of foreign workers, and the fulfillment of the debts of farmers and farmers, while it was voted to delete Article (22).”

The statement added as “the vote was taken within the committee on Article (23), which deals with fees and fees for services, the allocation of a percentage of the revenues of outlets to the governorates where those ports are, and the vote on Articles (24) and (25), related to the amounts recovered from farmers within the agricultural initiative, and the linkage of the borrowing fund, as well as the vote on articles (26) and (27).”

The committee also voted “on Article (28), which includes the clearance procedures for the retired employee, and Article (29), on granting the employee five years’ leave, and ending the contractor’s contract at his request for a reward equivalent to a three-month wage.”

{Political: Euphrates News} The Finance Committee resumed its meetings under the chairmanship of MP Atwan Al-Adwan Al-Adwani, Chairman of the Committee, and the presence of its members, on Tuesday, where it was stressed the need to speed up and invest the time factor in completing the articles and paragraphs of the Federal Budget Law in preparation for a vote on them.

The Media Department of the House of Representatives said in a statement received by {Euphrates News}, that “the committee hosted during the relevant meeting in the ministries of planning, finance and the Central Bank, to clarify a number of topics included in the general budget law, including the loan mechanism and commitments to distribute proportions to ongoing strategic projects in the provinces, in order to adapt them in line with and implement the government program.”

While emphasis was placed on the completion of projects and the distribution of their funding according to the need of those projects.

The (Iraqi-Chinese) framework agreement was also discussed, to finance the implementation of (1000) school construction projects, energy support projects in Iraq, and other projects under the agreement.

{Political: Euphrates News} US Ambassador to Baghdad Alina Romanowski said the US “will not leave the region.”

In a press statement, Romanowski stressed that Iraq “represents great strategic importance to Washington.”
“About a year ago, exactly last July, US President Joe Biden visited Saudi Arabia, met with the leaders of the region, and made it clear that the United States will not leave the region, it considers it of strategic importance, and we have long-standing relations in the fields of politics, economy, culture and education,” she added.
She continued: “We have worked with our partners in the region for a long time in order to face a number of challenges, especially to put an end to the various crises in the region, so it is clear that the United States will remain in the region and will remain interested in deepening its partnerships with its countries, especially with Iraq.”
“We seek to continue to support Prime Minister Mohammed Al-Sudani in his commitment to eradicating corruption and money laundering in Iraq, the steps we have taken and we are still with the Central Bank of Iraq and with the rest of the banks here, aim to ensure the strengthening of the international banking system in Iraq,” Romanowski noted.
“It also aims to verify that banks have the necessary compliance mechanisms to prevent money laundering and dollar smuggling out of Iraq, to ensure that Iraqi companies feel confident, and that the Iraqi public trusts that they have a banking system that protects their savings and financial resources,” she said.
“What is needed is banks to respect international standards, and to exclude all malicious actors who may use the IBANK system for money laundering,” she stressed. This is what the cooperation between the Treasury Department and the Iraqi financial system has focused on for a long time.”
