He added, “The former and current central bank governor, who was the former, have full knowledge of the money laundering process and detailed knowledge and knowledge, but no one takes action in this regard.”

He pointed out, “The need for continued coordination and dialogue between the Kurdish political parties, and to start from important joints in putting the interest of citizens in the region and throughout the country during the dialogue.”

For his part, the Kurdistan parliamentary delegation praised the efforts of the President of the Republic in bringing the views of political forces closer together, supporting the consolidation of security and stability in the country and advancing the living and service reality for all citizens.

In this context, Prime Minister Mohammed Shiaa Al-Sudani received the head of the new generation movement Shaswar Abdul Wahid.

The meeting witnessed a discussion on a number of issues in the Iraqi arena, and an emphasis on supporting the government’s approach in implementing economic reform, combating corruption and improving the living and service reality of citizens throughout Iraq.

The Council of Ministers makes dozens of decisions

Twilight News / Prime Minister Mohammed Shiaa Al-Sudani chaired on Tuesday the fourth regular session of the Council of Ministers, during which they discussed the latest developments in the general situation in the country, discussed a number of topics on the agenda and issued decisions and recommendations thereon.

During the session, Al-Sudani directed the submission of a letter of thanks and appreciation to the employees and cadres who contributed to the organization of the 25th Basra Gulf Championship, and directed support for the efforts of the Ministry of Communications and its plan to improve Internet service and reduce its prices.

During its session, the Council of Ministers continued to discuss the file of contractors with state institutions, and approved the establishment by the Ministry of Finance of titles and job grades within the budget of departments and formations according to the details indicated in the letter of the Ministry of Finance, to install contractors before October 2, 2019, on the permanent owners within the operational or planning expenses of each formation.

In implementation of the directives of the Prime Minister to honor the national team crowned in the 25th Basra Gulf Championship Cup, the Council of Ministers approved the following:

1- Honoring the players of the national football team, the administrative and training staff, members of the delegation and the referees are Iraqis only, with free residential plots with an area of 200 m2 in the capital Baghdad, after achieving a great sports achievement for Iraq and winning the 25 Gulf Championship held in the province of Basra, and adding the President of the Federation.

2. Granting those mentioned in paragraph (1) above diplomatic passports.

In the context of the same directives, the Council of Ministers approved the granting of 10 million dinars to the families of those who died in the stampede incidents in the final match of the 25 Gulf Championship and the traffic accident on Dhi Qar-Basra road (from government banks affiliated to the Ministry of Finance).

In its session, the Council of Ministers was briefed on the reality of public companies affiliated with the Ministry of Construction, Housing and Public Municipalities, and discussed the losses achieved over the past years. In light of this, and based on the provisions of Article (31/II) of the amended Public Companies Law (22 of 1997), the Council approved the following:

First: Merger of the companies installed below belonging to the Ministry of Construction, Housing and Public Municipalities, to become as follows:

1- Merger of Al-Mansour General Construction Contracting Company with Al-Faw General Engineering Company, to be named Al-Faw General Engineering Company.

2- Merger of Al-Rasheed General Construction Contracting Company with Assyria General Construction Contracting Company, to be named Ashur General Construction Contracting Company.

3- Merger of Al-Mu’tasim General Construction Contracting Company with Hammurabi General Construction Contracting Company, to be named Hammurabi General Construction Contracting Company.

4- Merger of Al-Farouq General Construction Contracting Company with Saad General Company to be named Saad General Contracting and Engineering Consulting Company.

Second: All rights and obligations and movable and immovable property of the merged companies shall be transferred to the new company.

Third: The aforementioned ministry took the completion of the legal procedures (issuance of the certificate of incorporation, the statement of incorporation and internal regulations of merged companies) and other procedures.

The Council of Ministers discussed the recommendations related to customs tariffs, its importance in providing financial revenues to the state treasury, and its role in regulating import and export. The Council of Ministers approved those recommendations, reintroducing the decision of the Council of Ministers (186 of 2018), and amending some of its paragraphs to be customs demarcation as follows:

1- A 20-foot container, whose fee is 2 million dinars.

2- A 40-foot container, whose fee is 4 million dinars.

3- Excludes above cigarettes, alcoholic beverages, gold, mobile phones and cars, honey, cosmetics and perfumes, and goods covered by the Iraqi Products Protection Law No. 11 of 2010.

4- Insurance of 500 thousand dinars shall be provided for non-certification of the certificate of origin and commercial lists (invoice).

5. Fragmented shipping is drawn less than one container by normal methods (according to the percentages of customs tariff in the paragraphs below.

6- The value of the tax shall be in the amount of (a quarter) customs duties, as follows:

– A 20-foot container, with a tax of 500,000 dinars lump sum.

– A 40-foot container, whose tax is 1 million dinars lump sum.

– The customs tariff for the rest of the materials is (6.5%), excluding medicines (0.5%), and foodstuffs (1%).

7. The importer may choose the type of demarcation on the basis of the container as in the paragraphs above, or on the basis of the percentages of customs tariffs in the previous paragraph.

8. It is strictly forbidden for security controls on all roads to interfere in customs affairs.

9- The General Authority of Customs shall verify and investigate through fixed and mobile controls the application of the above-mentioned goods entering from all ports of Iraq and the amount of tariff, and shall be authorized to collect customs duty teams otherwise.

10- The General Authority of Customs, in coordination with the Kurdistan Regional Government of Iraq, submits a proposal to unify the customs fee for (gold, cosmetics, perfumes, alcoholic beverages, cigarettes, honey and cars) with the fees collected from the ports of the region, and submit the proposal to the Council of Ministers for appropriate decision thereon.

11. Importers shall not claim import licenses for goods received during the entry into force of the decision.

12. The Ministerial Council of Economy evaluates the results of the work of the decision after a period of (6) months from the date of its issuance.

13. The provisions mentioned in this decision shall take place until the Council of Ministers takes a decision on the proposal mentioned in the previous paragraphs.

14- Cabinet Resolution No. 23025 of 2023 shall be repealed.

15. This decision shall be implemented as of February 1, 2023.

In order to support the border guard forces for the construction of crossings on the border road, the Council of Ministers approved the following:

1- Financing the Ministry of Finance the amount of one billion dinars to the Ministry of Interior according to the mechanism in the decision of the Council of Ministers (15 of 2022) to the leadership of the border guard forces to establish crossings on the border road.

2- The Ministry of Oil gifted 850 spent pipes to the Ministry of Interior to complete the aforementioned crossings.

The Council of Ministers discussed other topics on its agenda, and issued the following decisions:

First: Approval of authorizing the Minister of Industry and Minerals to negotiate and sign a funding grant for the Research and Medical Care Center at the University of Mosul (MRCC), for the benefit of the Ministries of Health, Higher Education and Scientific Research in the amount of (1,000,000) euros, only ten million euros, provided by the French Development Agency (AFD), based on Article (6) of the

Second: Approval of the draft law ratifying the Convention on the Promotion and Protection of Investment between the Government of the Republic of Iraq and the Government of the United Arab Emirates signed in the city of Abu Dhabi on October 18, 2021, and referring it to the House of Representatives based on the provisions of Articles (61/item I, and 80/item II) of the Constitution.

Third: Approval of the following:

Exemption and waiver of the collection of the fees of traffic plates for vehicles (30) ambulance type vehicles in the year of manufacture 2022, amounting to 6,000,000 dinars, only sixty million dinars, gifted by the People’s Republic of China to the Ministry of Immigration and Displacement allocated to camps for displaced persons, from the wages set forth in Cabinet resolutions (68 and 237 of

IV. Approval of

Exemption and waiver of the collection of traffic signs for vehicles (124) imported vehicles for the benefit of the Shiite Waqf Bureau / Husseiniya Shrine, from the wages set forth in the decisions of the Council of Ministers (68 and 237 of 2016).

V/

Repeal paragraph (2) of the Council of Ministers Resolution (219 of 2021), and terminate the assignment of (Mustafa Ghaleb Al-Ma’id) from the task of the Governor of the Central Bank of Iraq.

The source told Shafaq News that Al-Sudani will go at the head of a ministerial delegation to France on an official visit next Thursday, to discuss a number of joint files between the two countries.

US Ambassador: Washington’s Measures Towards The Dollar Were Done In Agreement With The Central Bank Of Iraq

Aرث News / The US ambassador to Iraq, Elena Romanowski, confirmed on Tuesday that her country’s measures towards the dollar were not designed in any way to be political, but were designed in agreement with the Central Bank of Iraq to stand up to money laundering and focus on the anti-corruption agenda.
Romanowski said in a statement followed by Earth News that the implementation of these measures was a coincidence shortly after Prime Minister Mohammed Shiaa Al-Sudani took office, while revealing forward with the Central Bank of Iraq to consider finding some ways to address the effects of the exchange rate.
She added, “She would like to clarify a very specific issue, especially since many are not specialized in the details of the global banking sector or money laundering, but at the outset I would like to point out that the United States does not set the exchange rate between the Iraqi dinar and the US dollar, nor have we put any new sanctions on new Iraqi banks.”

President Abdullatif Jamal Rashid received on Tuesday a number of ambassadors of Asian countries, in addition to the Russian ambassador to Iraq.

According to a statement by the Presidency of the Republic received by Mawazine News, the President of the Republic pointed to “the importance of expanding ways of cooperation between Iraq and their countries (ambasadors) in order to achieve the aspirations of peoples for progress and well-being.”

Rashid highlighted “Iraq’s new era, Iraq is experiencing today without terrorism, violence and wars,” noting that “this is a message that I hope you will carry to your countries.”

He stated that “Nineveh Governorate and all governorates are living in security stability after some of them suffered from the domination of terrorism, and service and health institutions are currently in a good position, providing their services to citizens. As well as the capital Baghdad, it is stable and safe.”

“Our relationship with our neighbors is good, and we have good relations with Turkey and at the same time we have outstanding issues related to borders and our water share and we hope that these matters will be addressed in a way that strengthens relations between the two countries,” he stressed.

The President of the Republic touched on his participation in the Davos Economic Conference, pointing out that “Presidents, leaders and politicians expressed during their meetings with them their desire to establish close relations with Iraq, as well as when attending the Climate Summit in Sharm el-Sheikh and the Arab Summit in Algeria, where the presidents expressed their support for Iraq in its efforts to consolidate security and stability.”

He added that “the current Iraqi government has a comprehensive program to improve the standard of living and service,” pointing out that “the budget will be approved soon and we have programs to solve the housing problem, strategic plans to build the industrial city and complete the project of the large port of Faw and another for oil and gas production.”

On the relationship between the federal government and the Kurdistan region, Rashid stressed that “relations between the two sides are good, and there is a common desire to develop radical solutions to outstanding issues in accordance with the Constitution and the law.”
