Twilight News / The Iraqi Council of Ministers decided, on Tuesday, to protect the right of all officially licensed political parties to carry out their activities in the region and all governorates without exception. The Council of Ministers continued to discuss its topics, and in the file of contractors with state ministries, and to complement the previous directives of the Prime Minister, on resolving this file, the Council approved the creation of the Ministry of Finance titles and job grades within the budget of departments and formations according to the details indicated in the books of the Ministry of Finance, to install contractors before October 2, 2019

The Council of Ministers issued a decision obliging ministries and entities not affiliated with the Ministry and all government institutions to compensate job grades for the movement of owners of the Christian component exclusively from the sons of the same component and other minorities, and each according to his region, provided that the Federal Service Council ensures the implementation of the decision in coordination with the aforementioned authorities by announcing these grades fundamentally.

In order to achieve speedy completion of service projects implemented by the engineering and service effort team in unserved and populated areas, the Council of Ministers approved the following:

1- Excluding service projects implemented by the service and engineering effort team in the manner of direct implementation and processing the materials of Article (3) of the instructions for the implementation of government contracts (2 of 2014), the instructions for the implementation of the federal budget in force, and the requirements of the implementation work for various projects in the municipal sectors, water, sewage, electricity, education, health and any other

2- Authorizing the service and engineering effort team to directly implement and segment the single work of projects to develop the targeted shops, neighborhoods and streets until the end of 2023.

Based on the directives of the Prime Minister, which he stressed earlier, on activating the electronic payment process in all aspects of our lives, because of its high level of protection and security, shortening time and effort, and its contribution to activating the movement of the economy, the Council of Ministers approved the recommendation of the Ministerial Council for Economy, which stated the following:

1- The Central Bank of Iraq facilitates the procedures for granting licenses to collect bank cards using points of sale (POS), and reducing commissions on banks and entities that use those devices.

2- Obliging all government, non-governmental and mixed departments, unions, associations and all centers where the amounts are collected, to open bank accounts and provide point of sale devices for electronic payment (POS), payment by bank cards to collect funds and to enable those wishing reviewers to pay by cards, while maintaining cash receipt side by side.

3- Obliging all private schools, universities, private colleges and fuel processing stations of all types and locations throughout Iraq to open bank accounts and provide points of sale devices for electronic payment (POS), payment by bank cards to collect funds and to enable those wishing reviewers to pay by cards, while maintaining cash receipt side by side, while linking the renewal of work permits and granting licenses to practice the profession by providing those devices.

The Council of Ministers approved the recommendation of the Ministerial Council of Economy on postponing the collection of customs duties for imported goods and goods on behalf of ministries and entities not affiliated with the Ministry. 4- The competent sectoral authorities shall prepare lists of national goods and products sufficient to meet the local need and provide the Ministry of Finance / General Authority of Customs with lists periodically every month.

5- Reconsider the postponement (every six months).

In the same context, the Council of Ministers approved the amendment of the Council of Ministers Resolution (65 of 2022) on goods imported to the public and private sectors exempt from fees at border crossings as follows:

1. Repeal paragraphs (3 and 4) of the resolution and be replaced by the following:

Forming an investigative team of the directors general of the legal departments or those authorized by (the National Investment Commission, the Federal Financial Supervision Bureau, and the Government Contracts Department in the Ministry of Planning and meeting at the headquarters of the General Authority of Customs under the chairmanship of a representative of the Office of Financial Supervision), to audit all exemption requests and refer them to the General Authority of Customs to take And the approval of the government e-mail in correspondence, provided that each request is resolved within a period of one week from the date of receipt from the committee.

2. Amend paragraph (5) of the resolution to read as follows:

(The aforementioned audit team, in conjunction with the Investigation and Anti-Smuggling Department of the General Authority of Customs, is authorized to follow up on exempt materials for beneficiaries and not leak them to local markets.)

The Council of Ministers discussed other topics on the agenda, and issued the following decisions on them:

First: The Ministry of Justice shall contract with the Police Martyrs Fund in the Ministry of Interior, and specialized companies in the Ministry of Industry and Minerals, to equip the book and real estate registration departments with security agencies and real estate bonds, provided that the amounts achieved from the contract are paid after the approval of the budget, and financial allocation is provided and this is provided and confirmed by the

Fourth: Approval of the cancellation of paragraph (2) of the decision of the Council of Ministers (369 of 2021), and the re-linking of the Department of Reservoirs and Field Development, and the Department of Petroleum Contracts and Licensing) to the status of the Federal Ministry of Oil, based on the decision of the Federal Supreme Court.

Fifth: Financing the Iraqi media network in the amount of (7) billion dinars from the Ministry of Finance according to the mechanism followed by the Council of Ministers’ decision (15 of 2022), and the amount is financed from the Prime Minister’s Office.

Sixth: Approving the draft law on the accession of the Republic of Iraq to the Basic Law on Food Security, which entered into force on February 19, 2018, and referring it to the House of Representatives based on the provisions of Articles (61/item I, and 80/item II) of the Constitution.

Seventh: Approving the secondment of the services of the Director of the Information and Communication Technology Department in the Oil Marketing Company (one of the formations of the Ministry of Oil), to work in OPEC to fill the post of (Director of Information Services Department Grade B) for a period of two years, renewable for a maximum period of one year based on the provisions of Article (

The Prime Minister’s Advisor for Financial Affairs Mazhar Mohamed Saleh explained on Tuesday the disbursement mechanism in the event of delay in the legislation of the budget of 2023, while it is expected to be approved next month.
Saleh said, in an interview with the official agency followed by Mawazine News: “Public finances continued to apply the disbursement rule 1/12 of the total current expenses achieved until the end of the 2022 fiscal year, based on the provisions of Article 13 / I of the Federal Financial Management Law in force No. 6 of 2019 as amended.”

Shafaq News/ The U.S. dollar (USD) exchange transactions against the Iraqi dinar (IQD) edged higher in the markets of Baghdad and Erbil today, Tuesday.

USD traded at a rate of 160,500 IQD to 100 in al-Kifah and al-Harithiya Central Exchanges. 

A new record in a week.

The selling and buying rates of the USD in Baghdad’s parallel markets settled at 161,000 and 160,000 IQD for 100 USD, respectively.

In Erbil, the USD selling and buying rates closed at 159,700 and 159,675 IQD to 100.
