Today, Wednesday, Iraq and the United States of America signed a “Development Goals Grant” agreement, under which Baghdad will receive $550 million over 5 years.

Following the signing of the agreement, the US Ambassador to Iraq, Elena Romansky, said at a press conference in Baghdad: “This agreement is an unprecedented milestone for bilateral relations between the two countries,” adding that “our partnership enhances our common goals of a more stable and prosperous Iraq that serves all its people.”

And she stated, “Under the executive agreement, Washington, through USAID, is obligated to provide approximately $550 million over the next five years to boost economic growth, increase citizen confidence and participation in democratic governance, address the needs of marginalized and vulnerable populations, and address the effects of climate change.”

The US ambassador to Iraq indicated, “The agreement will allow us to support the efforts of our Iraqi counterparts to meet the most urgent needs of this country, and it will allow the two parties represented by the US Agency for International Development and the Iraqi Ministry of Planning to develop plans and determine priorities, guarantee and long-term impact of our activities in our development assistance in the country.”

She explained, “The years of conflict have affected Iraq’s ability to provide services and economic opportunities to all its citizens, and our common goal is to support economic growth in Iraq, strengthen democratic institutions, address climate change and help the most vulnerable groups among the population, and that this agreement is the beginning of the cooperative relationship between the US Agency.” For international development and the Iraqi Ministry of Planning, this is what we look forward to.

For his part, the Iraqi Minister of Planning, Muhammad Tamim, said, at the press conference, that “the agreement came in conjunction with the first steps to start the new government’s work, and that the ministerial curriculum of this government adopted a realistic plan that can be implemented by ministries, independent bodies and local governments, with a joint responsibility for the government structure in all its aspects.” Noting that “the agreement supports the achievement of accelerated and comprehensive economic growth in the country, as well as its contribution to restoring and strengthening citizens’ confidence in the state.”

The agreement will be valid for a period of 5 years starting from the date of signing, and it comes within the framework of the so-called “strategic agreement for the relationship of friendship and cooperation between Iraq and America,” and also in accordance with the economic and technical cooperation agreement.

The period that followed the formation of the Iraqi government headed by Muhammad Shia’a al-Sudani (appointed on October 13) witnessed frequent meetings between him and American officials who were accompanied by the American ambassador in Baghdad, which raised questions about these visits and repeated meetings, while observers find that The United States appears to be supportive of the new government that was formed through the “coordinating framework” coalition close to Tehran.

Nechirvan Barzani armed with the “password” to open the closed doors in Baghdad

Reports and analyticsKurdistan RegionbreakingNechirvan BarzaniIraqi governmentMohamed Shiaa Al-Sudani

 2022-11-23 06:21A-AA+

Shafaq News/ It is not the first time that the President of Kurdistan Region, Nechirvan Barzani, is in Baghdad, whom he knows well and knows the politicians in, but this time it comes at a time when a new government has been formed, which has emerged from the worst crisis of political stalemate in Iraq, after Parliament gave confidence to the government of Muhammad Shia al-Sudani, who officially took office on October 28, more than a year after the elections, which resulted in political rivalry that the country had not seen since the 2005 constitution.

Observers say that the doors of the political crisis that opened in Baghdad necessitated a visit like this to Nechirvan Barzani in particular, not only because he enjoys good relations with the political players in the federal capital only, but also because “Abu Idris”, in addition to the leader of the Kurdistan Democratic Party, Massoud Barzani, They played a prominent role in facilitating the breakthrough that came after months of playing with the fire on the brink.

The visit to Baghdad, which witnessed extensive meetings, was apparently dominated by the password that was mentioned in Nechirvan Barzani’s meetings with Iraqi officials, from the prime minister and the president of the republic to the head of the judiciary, as well as the leaders of the main political and parliamentary blocs, which is: “Shared responsibility, supporting the Sudanese government and its program.” “.

It seems clear from the announced content of the talks, turning the pages of the chronic disputes between Baghdad and the region, and looking towards the future by finding a solution to them, because Erbil, as Nechirvan Barzani said, views Baghdad as its strategic depth, and there is no escape from their coordination together and their partnership in order to overcome obstacles and difficulties.

Al-Sudani formed his government commissioned by the Coordinating Framework Forces at the beginning, but the confidence that his government gained came with the votes of the “frameworkers” as well as the votes of the Kurds, including the representatives of the Kurdistan Democratic Party, in addition to the votes of the Sovereignty and Resolve coalitions.

This in itself means Iraq’s transition to a new phase of political action, in which Nechirvan Barzani realizes that the Sudanese, despite the parliamentary support he received, in the existing political, economic and security reality, needs all possible support, and that if the Kurds can play their role in this In context, the Baghdad mission to Barzani, which took a long and eventful day, is the clearest expression of this vision and options.

Nechirvan Barzani landed in Baghdad, to the sound of cannons and missiles coming from the Iranian and Turkish sides, under the guise of confronting armed opposition to Ankara and Tehran, which requires moves by both the governments of Erbil and Baghdad, to deal with this new and sensitive situation due to its regional, Iraqi and Kurdish complexities.

The visit also comes at a time when the possibility of a large-scale Turkish military intervention against the Kurdistan Workers’ Party (PKK) positions in the region and in northern Syria is being raised, in addition to the tense internal situation in Iran, of which the region’s leaders are certainly anticipating its potential repercussions.

Al-Sudani’s assumption of his governmental responsibilities constitutes a new opportunity for Erbil and Baghdad to redevelop communication between them regarding the many accumulated files and issues, from the Kurdistan Region’s share in the budget law and the oil agreement, in addition to military-security coordination, especially in the so-called “disputed” areas and the terrorist outposts that exploit it.

The visit also comes at a time when oil sales, whether in the region or in Iraq, have achieved exceptional financial income compared to previous years, and it is certainly an opportunity that Nechirvan Barzani sees, in order to urge cooperation with officials in Baghdad, in order to transfer these resources to what serves the interests of Iraqis in general. And the region in particular, after about 3 years of popular protests against the deterioration of services and living conditions.

The head of the region began his new Baghdadi mission with a meeting with Al-Sudani himself, where his office announced that the Iraqi prime minister expressed his appreciation for the importance of unity of positions at the national level, and the need for solidarity and coordination, to face the economic, subsistence and service challenges required by the task of securing a decent life for all citizens throughout Iraq, stressing The federal government’s commitment to the Iraqi constitution to deal with outstanding issues, with the Kurdistan Regional Government, in a way that guarantees the rights of all components.

In sum, Barzani met, in addition to Al-Sudani, the President of the Republic, Abdul Latif Rashid, the Chief Justice of the Supreme Court, Faiq Zaidan, the leader of the State of Law Coalition, Nuri al-Maliki, the leader of the Al-Fatah Bloc, Hadi al-Amiri, the Secretary General of Asa’ib Ahl al-Haq Qais Khazali, the head of the Popular Mobilization Authority, Faleh al-Fayyad, and the head of The Victory Alliance is Haider al-Abadi, and with the Sovereignty Alliance, represented by Muhammad Tamim, Minister of Planning in the federal government.

The salient points raised by Barzani during his Baghdadi meetings can be summarized as follows:

The country is in a different phase in which the language of understandings and solutions prevails

– Security in the Iraqi border areas, preserving Iraq’s sovereignty, and rejecting repeated violations

– Preventing the use of Iraqi lands as a starting point for aggression against any of the neighboring countries

– “Shared responsibility” and resolving disputes between the region and the federal government

– There is a historic opportunity for success if political stability continues, and that there is no way for Iraqis other than understanding

The full support of the Kurdistan Region for the new Iraqi federal government and the success of its program

Baghdad is the strategic depth of the Kurdistan Region

– Obstacles that impede the work of the government and the war against terrorism

The Iranian and Turkish targeting of the Kurdistan Region and the importance of coordination between the army and the Peshmerga.

Iraq is fifth in the world in oil reserves, the cheapest to extract and the most profitable

Shafaq News/ Iraq’s oil reserves accounted for 8.4 percent of the world’s reserves, in addition to the cheapest extraction, according to the British company BP.

The company said, in a report seen by Shafaq News agency, that “Iraq’s oil reserves amounted to 145 billion barrels,” indicating that “these reserves constitute 8.4 percent of the world’s oil reserves.”

And she indicated that “Venezuela ranked first with the largest oil reserves in the world, with an amount of 303.8 billion barrels, which constitutes 17.5 percent of the world’s reserves, followed by Saudi Arabia with 297.5 billion barrels, and then Canada came third with 168.1 billion barrels, and then Iran came fourth with 157.8 billion barrels, and Iraq came fourth. Fifth, then Russia came sixth with 107.8 billion barrels, Kuwait came seventh with 101.5 billion barrels, then the UAE came eighth with 97.8 billion barrels, then the United States came ninth with 68.8 billion barrels, and Libya came in tenth place with 48.4 billion barrels.

She explained that “Venezuela has the largest amount of oil reserves in the world with more than 300 billion barrels in reserve, but most of its oil is in the sea or underground and is considered dense, so the cost of extracting oil in Venezuela’s reserves using the technology currently available is too high to be profitable, indicating that the oil reserves in Iraq and Saudi Arabia are close to the surface and on the ground, which makes access to oil more accessible and the extraction process more cost-effective and more profitable.
