Finance and the World Bank organize a workshop to develop public debt management

Today, Monday, the Ministry of Finance organized a workshop (Developing Public Debt Management), in coordination with the World Bank.
In a statement received by Mawazine Yanuoz, the ministry stated, “With the guidance and follow-up of Minister of Finance Ali Abdul Amir Allawi, the Ministry of Finance held today, Monday, June 13, 2022, a workshop to develop the work of the Public Debt and Debt Management Department in accordance with modern international standards, in cooperation with the World Bank, With the participation of a group of specialists and experts in aspects of public debt management.
She added that, “during which, opinions and views related to the tasks and priorities of debt management in Iraq were exchanged, and strengths and weaknesses were identified towards achieving an ideal and solid level of performance, in line with international quality standards and requirements.”
And she added, “The workshop comes within the framework of a joint action plan with the Fund for the Reform, Recovery and Reconstruction of Iraq, which is funded by donor countries over the next two years, as the workshop is one of the first fruits of efforts to advance the management of the Public Debt Department, and a nucleus for constructive cooperation between the Iraqi Ministry of Finance and the Bank. The international community in the field of developing the institutional structure and legal frameworks, as well as refining the skills and experiences of debt management workers, and achieving high levels of efficiency, performance and transparency.”
And she indicated: “The workshop also discussed the potential risk management aspect of the issue of public debt, both internal and external, as well as managing sovereign guarantees, raising the level of reports submitted related to the work of the Ministry of Finance, and measuring their quality to be able to strengthen the pillars of the Iraqi economy and possess real buffers to confront financial and economic shocks.”
She pointed out that “the process of developing the public debt strategy is among the priorities of the reform plan (the white paper), and within the framework of the Ministry of Finance’s continued commitment to developing the rational management of financial resources and promoting sustainable and balanced development.” Ended 29 / p. 87

Shafaq News/ An informed source said, on Monday, that a meeting was held, which he described as special, that brought together the President of the Republic, Barham Salih, and the President of the Supreme Judicial Council, Faiq Zaidan, with the head of the Al-Fateh Alliance Hadi Al-Amiri.

The source told Shafaq News Agency, that the meeting is being held in Barham Salih’s office, without giving further details.

Barham Salih, the candidate of the Patriotic Union of Kurdistan for the presidency of the Republic for a second term, and this step caused a dispute with the Kurdistan Democratic Party, which submitted the nomination of Riber Ahmed, Minister of Interior of the Kurdistan Region, for the post of the presidency of Iraq.

Prior to the meeting, Al-Amiri called on the religious authority in Najaf to intervene to save the political process in Iraq.

These developments come after the leader of the Sadrist movement, Muqtada al-Sadr, expelled his deputies from Parliament in a step that was considered a “leap into the unknown” and an increase in the Iraqi political ambiguity for the next stage.

  {Political: Al Furat News} The President of the Republic, Barham Salih, Prime Minister Mustafa Al-Kazemi, and the President of the Supreme Judicial Council, Faeq Zeidan, discussed the developments of the political scene.

A statement by the judiciary, which the agency {Euphrates News} received a copy of, stated: “The President of the Supreme Judicial Council hosted the President of the Republic, Barham Salih, and Prime Minister Mustafa Al-Kazemi, and discussed with them the developments of the political scene and its repercussions on the economic and service reality of the country.”

The three presidents agreed “to call on all political forces to unite and unite the ranks to reach a real and realistic solution to the political crisis in a way that guarantees Iraq’s unity and interests at all levels.”

  {Political: Al-Furat News} The Speaker of Parliament, Muhammad Al-Halbousi, has identified the replacements for the Sadrist bloc’s deputies who have resigned from Parliament.

Al-Halbousi said in the press conference with his Jordanian counterpart Abdul Karim Al-Daghmi on the question about the Sadrist bloc’s resignation: “There is a political impact of the Sadrist bloc’s resignation, which achieved the highest number of seats in the Iraqi parliament, and the presence of the Sadrist bloc in the political process is important.”

He added, “The Sadrist bloc, led by Muqtada al-Sadr, decided to be the first to be sacrificed by leaving the options for forming a government and participating in the Iraqi parliament.”

On the question about the replacements of the Sadrist bloc’s deputies, Al-Halbousi replied, “The legal procedures will proceed according to the election law and according to the mechanisms of parliamentary work, and the alternative will be the biggest loser in each electoral district.”

He explained, “There are different visions, some of which are looking for political consensus, and others for a majority and opposition, and after the resignation of the Sadrist bloc, things will go in a different way.”

And about the continuation of the political blockage, he said: “The constitutional procedures will continue if the number of members of the House of Representatives is completed and the vacant seats are compensated, and the political blockage is supposed to disappear.”

Regarding the calls to dissolve parliament and re-run early elections, Al-Halbousi pointed out that “this option is a constitutional option, and the previous elections were early and took place to dissolve parliament, but so far this option has not been raised, and we seek to form a government that bears the responsibility of political forces for its outputs and performance, and its evaluation is before the people.” .

Al-Halbousi said in a press conference with his Jordanian counterpart Abdul Karim Al-Daghmi, followed by Shafak News Agency, that “the replacements of the Sadrist bloc’s representatives will be among the losers with the highest votes in the electoral district,” explaining that “the membership of any parliament member ends with the submission of the resignation.”

Al-Sadr had directed, earlier today, the deputies of the Sadrist bloc in the Iraqi parliament to hand over their resignation to the speaker of the parliament, Muhammad al-Halbousi, while he thanked his allies in the “Save the Homeland” coalition and informed them that they “are in a solution.”

Shafaq News/ An informed source revealed, on Monday, that Kurdish leader Masoud Barzani, Parliament Speaker Muhammad al-Halbousi and head of the Sovereignty Alliance Khamis al-Khanjar held a meeting soon, which he described as important to take a “unified” decision after the Sadrist bloc withdrew from the Iraqi parliament.

The source told Shafaq News Agency, “The meeting will take place tomorrow or after,” noting that “a unified decision will be taken towards the next stage, after the withdrawal of the Sadrist movement’s leader Muqtada al-Sadr from the political process.”

This comes hours after the statements of the Speaker of the Iraqi Parliament, Muhammad al-Halbousi, launched from the Jordanian capital, Amman, in which he commented on the Sadrists’ withdrawal from Parliament.
