Shafaq News/ The Prime Minister of Kurdistan Regional Government, Masrour Barzani, announced on Friday, a round of negotiations with international companies to extract and sell the region’s oil.
Barzani said during his participation in the “Town Hall” program, which was broadcast on Kurdish satellite channels and media channels, that “the issue of oil and gas is often talked about by many people, and it has become a question for them,” explaining that “the permanent Iraqi constitution is a text of what is happening.” It is the responsibility of the Kurdistan Region, and what is the responsibility of the federal government, and we believe that the Kurdistan Region, based on the legal reading concluded by the experts, has fulfilled its duty and carried it out as it is, and has not granted itself any authority more than the rights stipulated in the Constitution.
He added, “Oil extraction is divided into two main files, one of which relates to the companies that came and made investments in order to extract oil, and the second relates to the sale of oil, and some other companies have concluded contracts with the regional government to sell the extracted oil and return its revenues to the government, and we often hear here. Some of the numbers that are being circulated, and they are absolutely incorrect, because everyone who comes says that this is the price of a barrel of oil and as long as this is its price, the revenues of Kurdistan Region’s oil amount to this. This is not true, as the companies that produce oil have their own costs, the costs of extraction.” . Barzani continued, “
The Prime Minister of the Kurdistan Regional Government reminded that the region’s share was cut off by the government of the former Federal Prime Minister Haider al-Abadi, and said, “I do not hide from you that the federal government cut the entire share of the Kurdistan Region from 2014 to 2017, and did not send any amount of the budget to the region in any way, After cutting off the region’s share, this means that this was not related at all to the region extracting oil.No, on the contrary, the budget was cut and then oil was produced and its production rate reached a level that could help the Kurdistan Region.During this period, the region had to borrow some money to distribute Salaries, and the implementation of the functions and works of these companies with loans, and this means that these companies buy oil in advance, and then the government of the region compensates them with oil, and this is exactly what happened, the interest and price affect. Therefore, the price of the region’s oil is still a little lower than the rate that people think it should to be”.
He explained that “if the federal government adheres to the principles of the federal constitution, a different agreement can be reached with the region on this issue. Accordingly, I can say that now the agreements are being reviewed since this cabinet began its tasks, we have reviewed all the agreements with the oil companies with them again, The Ministry of Natural Resources talked with them again about how to reduce the cost of oil and reduce the life of the fields, and on the other hand, with the companies that buy oil, I had talks again, so that we can achieve a lot of success, and there is a significant reduction by the companies, and this means that it will be Returning a large part of the revenue to the KRG after these changes, and these are all points of the reforms that have been made in this sector.”
The President of the Kurdistan Regional Government answered the questions of a number of young people and students of Kurdistan universities, where he called on the youth to be keen on their country for a prosperous future.
And he said, “Do not think that this country has no owner, as it is as long as you are not its owners, then you are the owners of this country one by one.”
