The Preparatory Committee for the Baghdad Conference announced, on Thursday, the countries and international organizations whose participation in the conference was confirmed, while specifying a reason for not announcing the names of the participating leaders so far.

The head of the committee, spokesman for the Baghdad Conference, Nizar Al-Khairallah, said during a dialogue table with a number of media organizations followed by “Nass” (August 26, 2021): “The participating countries are Turkey, Iran, Saudi Arabia, Egypt, Kuwait, Jordan, Qatar, UAE and France, in addition to the Arab League, the Gulf Cooperation Council and the Organization of Islamic cooperation.  

He added, “The names of the participating delegations and personalities have not been announced so far. The matter is due to two reasons. The first is the technical circumstances, and the second is the requests of countries not to announce their participation before the Baghdad conference. share”.  

He pointed out that “the participating countries sent large delegations to the conference, and one country participated with 80 personalities, another participated with at least 50, and others the same thing, and the matter is not limited to the participation of media delegations from those countries.”  

And on the extent of the possibility of holding bilateral meetings between the participating countries, especially those who have bilateral differences between Al-Khair God, “The Preparatory Committee’s mission is to provide the appropriate atmosphere for bilateral meetings, and in all regional conferences there is an opportunity for dialogue, and this depends on the countries’ desire to hold such meetings. We believe that the conference is an opportunity to hold those meetings.” The meetings and Iraq will prepare the means available to hold them, if those countries wish.”  

Regarding Iraq’s direct goal in holding the conference, he explained, “We are working to strengthen partnerships and projects with the countries participating in the Baghdad conference. The nature of crises and challenges in the region creates real opportunities for partnership, and this is what we are working on, and we believe that this desire is shared by Iraq and the participating country.”  

He stressed that “the Baghdad conference will be held for one day only, next Saturday, and the participation of the invited countries in the conference represents support for the Iraqi government and the sovereignty and stability of Iraq.”

Four US soldiers killed in Kabul airport attack

Today, Thursday, Iraqi President Barham Salih confirmed that the Baghdad Conference for Cooperation and Partnership, to be held next Saturday, will contribute to alleviating the tensions and crises surrounding the region and supporting the path of constructive dialogue to that end.

In a statement, the Iraqi presidency quoted Saleh as saying during an extensive meeting with a delegation of Arab and foreign media that “the wide attendance at the conference indicates interest in Iraq and a desire to ensure the security and stability of the country.”

He added that the time has come for the stability of the region after decades of conflicts and crises, stressing the need to build a new system based on basic principles such as joint security and economic and commercial interdependence among the countries of the region.

Shafaq News/ On Thursday, Finance Minister Ali Abdul Amir Allawi revealed the size of Iraq’s external and internal debts, warning that the country has reached the end of the green light regarding the size of its debts.

Allawi said in response to a question to Shafaq News Agency, “One of the good aspects of our foreign debt is that most of it belongs to governmental or international institutions and is long-term, and the interest is relatively good.”

And he indicated that “foreign debts amount to 50 billion dollars, and increase and decrease according to repayment, with the exception of bonds amounting to approximately 3 billion dollars, of which one billion dollars will be repaid after 3 months.”

And the Minister of Finance continued, “The other debts are linked to the restructuring of Iraq’s previous debts with the so-called Paris Club,” adding, “We will soon reach the last stages of repaying these debts.” 

The Paris Club, a grouping of countries and international financial institutions, was founded in the fifties of the last century, and its function is to provide financial loans to spare countries and entities the risk of bankruptcy.

And a number of countries affiliated with the Paris Club decided in 2004 to write off 80 percent of their debts owed by Iraq since the nineties of the last century.

As for the internal debt, Allawi said that “the internal debt amounted to 75 trillion dinars,” noting that “the last year witnessed a significant increase in the size of the Interior Office as a result of the collapse of oil prices and the need to borrow to fill the deficit in salaries and the budget in general.”

The Minister of Finance considered that “the external and internal debts are reasonable and amount to 80 percent of the national income, but we have reached the last green light and we have not yet reached the yellow light, and we are very careful to enter into other external obligations.”

Allawi pointed out that “internal obligations require more discipline from the state, because when the state borrows locally from the central bank, government banks or the people, our obligations cannot be mocked.”

He explained that “what happened in the last budget, the parliament omitted the payment of interests and installments on most of the internal debts, and this is not possible because it will lose confidence in the ministry and the state regarding paying the interest on time, especially as we are in the process of issuing new bonds. This matter must be adhered to and to restore confidence to the Ministry of Finance and the State when it borrows.” locally”.

The Iraqi Finance Minister supports the floating of the currency

Shafaq News/ Finance Minister Ali Abdul Amir Allawi confirmed on Thursday that he supports floating the currency in a flexible manner.

Allawi said in response to a question by Shafaq News Agency, “The Iraqi currency is floating, but the central bank intervenes from time to time until it places it within a certain bar, for example, plus minus 5 percent.”

He added, “Personally, for me, the best kind of flotation is flexibility in pricing so that the price is not sacred as it was before when it entered people’s minds without change, and thus economic problems accumulate and explode.”

The Minister of Finance continued by saying, “There must be some kind of flexibility; it is not the flexibility with which you lose control over it, but the flexibility that stabilizes the price and setting a range of 2 to 3 percent for both parties.” 

Allawi pointed out that “the central bank’s policy is to maintain this price and put the gap between the official price and the market at an acceptable level,” noting that “it has also proven that the stability of the exchange rate is important except in the case of economic indicators that push you towards change.”

Floating the currency is fully or partially liberalizing the currency exchange rate so that the government or the central bank does not interfere in determining it directly, but rather it is automatically released in the currency market through the supply and demand mechanism that allows determining the exchange rate of the national currency against foreign currencies.

Finance Minister: Nearly 200 billion dollars were smuggled out of Iraq

, Minister of Finance, Ali Allawi, confirmed that nearly 200 billion dollars were smuggled out of Iraq due to corruption.
Allawi said in an interview with a number of media outlets, “Approximately 200 billion dollars were smuggled out of Iraq due to corruption operations,” explaining that “it is not easy to recover these funds and we have started dialogue with neighboring countries that received our money.”
He stressed that “about 20 billion dollars evaporated from the smuggled Iraqi money in the banks of the countries.”
He added that “the insurance sector in Iraq is truly profitable and we want to move it,” noting that “the 30% increase in state costs is caused by the increase in the number of employees, their salaries and incentives.”
And he indicated that “the foreign debt is about 50 billion dollars,” noting that “the debts of the Paris Club have become few after Iraq paid a lot of them.”
