On Tuesday, the President of the Republic, Barham Salih, issued several recommendations to ensure the integrity of the parliamentary elections scheduled for next October.
The Presidency of the Republic said in a statement received by Mawazine News, that “in the framework of the efforts of the President of the Republic, Barham Salih to ensure fair, transparent and fair elections, an extensive meeting was held at the Peace Palace in Baghdad regarding the ongoing preparations for organizing the upcoming parliamentary elections, which included the President and members of the High Commission Council. The Independent Electoral Commission, the UNAMI mission, and the Prime Minister’s advisor for electoral affairs, Hussein Al-Hindawi, where the meeting included recommendations from the Presidency of the Republic in this regard.
President Barham Salih stressed the importance of securing fair and fair elections in the various stages of their conduct, addressing gaps and outstanding issues, and providing electoral security to create a safe and stable environment in order to secure the free will of voters to choose their representatives, and to provide protection and equal opportunities for participation and candidacy, appreciating the efforts made and continuous by the The Electoral Commission and the relevant supporting bodies in order to organize the electoral maturity.
The Presidency of the Republic made a set of recommendations related to ensuring the integrity and fairness of the election process, most notably preventing the illegal use of the short-term voter card through its collection and inventory by the National Office of the Electoral Commission, and intensifying the biometric registration at a greater pace. Biometrically register their data on polling day and before casting their votes, along with other valid official documents, provided that a process of checking and intersection of fingerprints is conducted, and quick measures are taken in the event of a similarity being discovered, and legal and financial penalties are imposed on polling station employees who witness violations of this kind.
With regard to counting procedures, the Presidency of the Republic recommended that the counting and counting operations be electronic and manual in each electoral station, in the presence of party representatives and observers, and announce the results after matching, and deliver copies of the results to agents of political parties and candidates.
Among the recommendations, the general results of the elections are announced within 24 hours of the end of the polling, and the polling, counting and sorting process and general results are covered through live broadcasting in the voting and counting centers, and in order to strengthen national election observation and ensure their integrity, all forms of support are provided to national monitoring networks and unions and civil society organizations interested in electoral affairs.
Saleh said that the upcoming elections are of great importance as a national entitlement that should not be violated or influenced, pointing out that creating the appropriate conditions for this electoral entitlement is an essential pillar for its success and the continuation of the path towards the desired reform.
During the meeting, lengthy deliberations took place, through important interventions from the attendees, regarding the requirements necessary for the success of the electoral process and the achievement of standards of integrity and justice, in its various stages, and coordination and cooperation at all official and civil levels for serious and effective monitoring of the success of the electoral process, according to the statement.
