SULAIMANI — Rapporteur for the Council of Representatives’ Finance Committee Ahmed Safar said on Saturday (May 8) that the Kurdistan Regional Government (KRG) has not sent any representatives to Baghdad to work out technical problems related to implementing the 2021 Federal Budget Law, which has resulted in delays in sending cash transfers to Erbil.

Safar said “there are no obstacles or prevention from the Iraqi side.”

“Just by sending the technical committees to Bagdad, Kurdistan Region’s share will be sent directly,” added the Kurdistan Democratic Party (KDP) lawmaker.

On March 31, the Council of Representatives passed Iraq’s annual budget, which included a financial agreement between Erbil and Baghdad.

The KRG is supposed to receive 9.5 trillion Iraqi dinars ($6.5 billion), which will be disbursed in monthly increments, in return for submitting 250,000 barrels of crude oil per day to Iraq’s oil marketer SOMO for export. The federal government will be able to cut off funds in the event of non-compliance.

Shafaq News / On Sunday, Prime Minister Mustafa Al-Kazimi mentioned an “unprecedented” security coordination that took place for the first time, between Baghdad and Erbil, that would end terrorist attacks in the disputed areas and the “security vacuum” areas.

Al-Kazemi stated, during his meeting with the presenters of a number of Iraqi satellite programs, that “the relationship between Baghdad and Erbil is at its best, the level of trust between the federal government and the regional government.”

He pointed out that he had “historical struggle relations with the Kurds from the days of the struggle against dictatorship, and with all Kurdish leaders, whether in Sulaymaniyah or Irbil, and that he tried to dismantle some of the elements of tension, and worked to dismantle a lot of misunderstanding, which contributed to approving the budget.”

On the 2021 budget, Al-Kazemi explained, “The budget contains a clear agreement between the federal government and the regional government, and it was approved in Parliament and covered with parliamentary support.”

He noted that “Baghdad is now in the final stage of approving and distributing the budget sections, and Kurdistan’s share will soon reach Erbil.”

On the disputed areas, the Prime Minister stressed that it is “a long problem, and it is illogical to solve it in two days, and there is a need to establish trust between Arabs and Kurds, which are areas not only with Erbil but throughout Iraq.”

He continued, “We have disputed areas. We need a more stable political situation than the current situation in order to build all elements of confidence,” noting that “a delegation to the region went earlier, and another delegation will go to find solutions regarding security coordination, which, unfortunately, are exploited by ISIS gangs and terrorist groups.” “.

Al-Kazemi expressed his confidence that “the regional government will cooperate with Baghdad’s proposals in this direction, because the security of the region is the security of Iraq and it is a collective responsibility.”

He pointed out that “representatives of the region attended for the first time in a security meeting in Baghdad, they discussed the issue of the disputed areas, which are sensitive and dangerous areas exploited by the enemy, and the two parties will work to solve their problem with a proposal submitted by Baghdad.”

Shafaq News / On Sunday, Prime Minister Mustafa Al-Kazemi presided over the nineteenth regular session of the Council of Ministers, in which the latest developments and general events in the country were discussed, as well as the topics on the agenda.

At the beginning of the session, Al-Kazemi referred to the assassination of civil activist Ihab Jawad Al-Wazni, which was carried out yesterday evening in Karbala Governorate, and directed the Ministry of Interior agencies to quickly investigate and uncover the perpetrators of the heinous crime.

Al-Kazemi stressed that the killers of the activist Al-Wazzani will not escape from the grip of justice, and they will be pursued and punished for every criminal who attempts to tamper with public security.

He indicated that the criminals, after having gone bankrupt in the events of chaos, proceeded to assassinate unarmed activists, but the law will hold them accountable and impose the most severe penalties on them.

In the context of the session, the Prime Minister directed all ministries to mobilize efforts and overcome all obstacles that stand in the way of providing services to citizens, especially in the field of electricity.

And on the recurrence of incidents of burning agricultural crops in a number of governorates, His Excellency directed the General Secretariat of the Council of Ministers and governors to take measures to prevent these accidents and limit their recurrence annually.

The Prime Minister also directed the Municipality of Baghdad to assume its full responsibility and implement its duties in carrying out large-scale cleaning campaigns to revive the capital, raise waste and preserve green areas and public parks.

The Cabinet session witnessed a review of the Ministry of Health report regarding the Corona pandemic and the developments of the work of the Committee for Promoting Governmental Measures in the Fields of Prevention and Awareness Health Control regarding limiting the spread of Coronavirus, government procedures for spreading awareness of the risks of the pandemic, and the efforts of the Ministry of Health in providing vaccines and urging citizens to take them.

After the Council of Ministers discussed the topics on the agenda, it issued the following decisions: 


1- Approving the allocation of the Ministry of Finance (3) billion dinars to the works of erecting new pumping stations, with rehabilitation and maintenance of old stations in all governorates in the Ministry of Water Resources, from the emergency reserve for the fiscal year / 2021.

2- Approval of the allocation of the Ministry of Finance (3) billion dinars, for rehabilitation and lining works of Shatrah and Al-Kasr in Dhi Qar Governorate to the Ministry of Water Resources, from the emergency reserve for the fiscal year / 2021.

3- Approving the allocation of the Ministry of Finance (3) billion dinars, for the work of raising mud and alluvial deposits from the provider of the dams of Diyala Governorate, to the Ministry of Water Resources, from the emergency reserve for the fiscal year 2021. 

Second: Approving the exclusion of the Ministry of Foreign Affairs’ contract with the Allianz Company from Controls No. (3) attached to the Instructions for Executing Government Contracts (2 of 2014), due to the late arrival of the company’s letter of guarantee after the bidding process, and the Ministry of Foreign Affairs bears the correctness of the procedures for opening and analyzing bids for the contract in question. And all other matters and the extent of its compliance with the law and instructions in force.

Third / Postponing the implementation of the Cabinet Resolution (157 of 2021), issued according to the letter of the General Secretariat of the Council of Ministers numbered (SL / 10/1/11019), dated April 29, 2021, to the next season, regarding the receipt of the barley crop for reasons Installed in the book of the Ministry of Agriculture No. 972 dated April 28, 2021.

Fourth / Amending Cabinet Resolution (130 of 2021), paragraphs (third and sixth), according to the following:

The contract is for one calendar year, and wages are calculated on the basis of the academic year according to the financial allocations allocated in the budget to the free lecturers and administrators working in the Ministry of Education, and this decision shall be implemented as of January 1, 2021.

Fifth / Approval of the draft Child Protection Law, which was examined by the State Council, and referring it to the House of Representatives based on the provisions of Articles 61 / Clause First and 80 / Clause Second) of the Constitution, taking into consideration the remarks of the Legal Department of the General Secretariat of the Council of Ministers confirmed Pursuant to its memorandum of number (MD / S / 2/2/35 / 59LS) dated January 27, 2021.

Masrour Barzani: The Kurdistan Region has not yet received its share of the federal budget

Shafaq News / The President of Kurdistan Regional Government, Masrour Barzani confirmed on Sunday that the Iraqi government has not yet sent the region’s share of the federal financial budget for the year 2021.

This came in his speech on the sidelines of the inauguration of the “cable car” project in the “Zawa” mountain in the Dohuk governorate.

Barzani said in the speech that this project is not in the interest of the citizens of Dohuk only, but rather all of the Kurdistan Region, stressing that the regional government program is based on two main issues, one of which is reform and the other is the diversification of internal revenue sources.

He added that the Kurdistan region is available to impose larger investment projects, adding: We have overcome difficult years and there is no doubt that a promising future awaits us.

Barzani went on to say: We want to pay more attention to the tourism, agricultural and industrial sectors, and we are working to develop the private sector in the region.

The regional government chief continued by saying: The outbreak of the Corona virus, the drop in oil prices, and the economic crisis that the world witnessed have a negative impact on the Kurdistan Region, expressing his thanks to the people of the region for their steadfastness in facing these difficulties and their support for the regional government.

Barzani pointed to the issue of delay and deduction of salaries, saying: The region’s share in the federal financial budget for the current year has not yet arrived, and we hope that it will be sent soon to address these problems.

Masrour Barzani had launched the Jabal Zawa cable car project in Dohuk, which has a height of 500 meters and a length of 2,800 meters, at a cost of 30 million US dollars.
