Erbil and London discuss strengthening the defense system in the Kurdistan Region

Shafaq News / The President of Kurdistan Region, Nechirvan Barzani discussed with a British military official, on Tuesday, strengthening the defense system in Iraq and the Kurdistan Region.

This came during Barzani’s meeting with Marshal Sami Sampson, the British chief defense adviser to the Middle East and the British ambassador to Iraq and the accompanying delegation in Erbil, according to a statement issued by the presidency of the region.

The statement stated that “the meeting discussed the latest developments in the war against ISIS, fears of the organization’s growing influence again, the movements of militants, how to confront their threats, and the role of the international coalition against ISIS in Iraq and the Kurdistan Region.”

He added that Barzani also discussed with the British delegation “the support and assistance of Britain and the international coalition to strengthen the Iraqi defense system, including the Kurdistan Region, and to develop joint British military cooperation and the international alliance with Iraq and the Kurdistan Region.”

Barzani expressed his thanks for the role of Britain and the coalition in supporting and assisting Iraq and the Kurdistan Region to defeat ISIS, stressing the need for Iraq and the Kurdistan Region to continue the duty, support and assistance of the international coalition to eliminate ISIS permanently.

The President of the Kurdistan Region also thanked the British military support to train the Peshmerga and contribute to reforms in the Ministry of Peshmerga.

In turn, the guest delegation praised the role and sacrifices of the Peshmerga in the war against ISIS, as well as the importance of a good mechanism for cooperation and coordination between the Iraqi army and the Peshmerga, with the support of the International Coalition, especially in the areas of security vacuums.

A member of the committee, Muhammad Al-Shabky, said in a televised statement, “Oil prices are not stable and cannot be built upon in the financial abundance.”
He added, “The Financial Management Law stipulates the transfer of the financial surplus from oil prices to the sovereign fund and adding it to future budgets.”
“There is no supplementary budget in the constitution, and the surplus funds may go to fill the fiscal deficit in locations according to the studies of the Ministries of Finance and Planning, and a vote on it by the Council of Ministers,” Al-Shabaki indicated.
A member of the Finance Committee concluded by saying, “The government has the right to appeal the budgetary articles to which the increased amounts have been added and it has full authority to stop these materials.” And the Iraqi Ministry of Oil announced today, Tuesday, that its oil revenues have increased from one billion to 6 billion dollars per month, while it renewed its commitment to the decisions of the “OPEC” organization.
“Iraq is keen to abide by the OPEC + agreement to reduce production and work to restore balance to the oil market, which has been subjected to a major jolt due to the repercussions of the spread of the Corona virus, which led to a recession in the global economy,” the ministry’s spokesman, Assem Jihad, said in a press statement.

The US embassy in Baghdad announced, on Tuesday, that it has provided the urgent assistance required to reopen Ibn Al-Khatib Hospital in Baghdad, which was severely damaged in a tragic fire on the twenty-fourth of last April.  

The embassy stated in a statement, “Nas” received a copy of it, (May 4, 2021), that “the assistance provided through a grant from the United States Agency for International Development (USAID), the American Medical Students Association (AMSA), Iraq Branch, started cleaning up several “Floors of the hospital building today. In the coming weeks, USAID will replace medical and non-medical equipment destroyed in the fire, including hospital beds and patient monitoring devices as well as personal protective equipment needed to treat Corona patients.”  

The statement added, “USAID will work with civil defense in Baghdad to install a new fire safety system in the hospital, which will likely include a sprinkler system in addition to smoke detectors, fire extinguishing supplies, fire exits ladders and emergency signs, and the American Medical Students Association will also establish A memorial to honor the memory of the victims of this tragedy. ”

On March 31, the House of Representatives approved the federal fiscal budget for 2021, with total expenditures amounting to 129 trillion dinars (about $ 88 billion), while it recorded a deficit of 28 trillion (about $ 19 billion).

Estimated revenues from exporting crude oil were also calculated on the basis of an average price of $ 45 a barrel, and an export rate of 3.250 million barrels per day.

Iraq relies on the revenues from selling crude to cover more than 90 percent of state expenditures, which put the country in a stifling financial crisis last year, as a result of the decline in oil prices in global markets due to the Corona pandemic.

The approval of the budget comes after the lapse of 3 months of the current fiscal year, and it will be applied retroactively over the previous months.

It is noteworthy that the Prime Minister, Mustafa Al-Kazemi, announced the government’s intention to challenge some paragraphs of the budget to make amendments to them by Parliament, including a financial package.
