Baghdad / Al-Masala: Representative of the State of Law coalition, Abdul Salam Al-Maliki, announced, on Saturday, April 3, 2021, that his coalition will file an appeal on Sunday morning with the Federal Court on some budget provisions approved by Parliament a few days ago.

Al-Maliki said in an interview with local media, that “the State of Law Coalition, after its boycott of the vote session on the budget due to the presence of many observations about it, and within its moral and legal duty and the presence of many violations included in the budget, he will present an appeal on Sunday with the Federal Court regarding some of the budget articles.” .

Al-Maliki added, “The state of law will submit an appeal first on the exchange rate of the dollar against the dinar and secondly regarding the inclusion of those who are missing or missing persons in the martyrs law, in addition to not including the appointments of free lecturers and engineers and the 30,000 job opportunities for the people of Basra.”

Baghdad / Obelisk: The Central Bank clarified, on Saturday, April 3, 2021, that Iraq will not face an economic collapse, indicating that the increase in the dollar exchange rate increased the bank’s reserves.

The general manager of accounting at the bank, Ihssan Shamran, told local media that the previous period witnessed confusion due to the statements of some politicians and MPs about the return of the exchange rate or not, which contributed to a decrease in the demand for dollars from the bank until the daily sale reached 15 million dollars instead of 200 million.

Shamran went on to say that the process of raising the dollar contributed to not smuggling hard currency and became a tool to protect farmers, agriculture and the national product in general, indicating that this measure provided protection at the borders from imported goods without the use of guards and weapons, at a time when criminal smuggling operations needed evidence and other steps. 

The Director General of Accounting at the Central Bank ruled out that the Iraqi economy will witness a collapse because it is considered an oil country and what is available in it makes it the owner of the last barrel of oil in the world, citing examples that passed over the country, including the events of ISIS in 2014 and the repercussions of the pandemic in 2019.

He added that the Iraqi economic situation will not collapse with the existence of what he described as the wall and arsenal of the country (the central bank), not only by relying on the amount of hard currency reserves, but also because it is a reservoir for the economic and monetary behavioral assessment of the country on, as he put it.

Shafaq News / An informed government source revealed, on Saturday, the date for the tripartite summit at the level of leaders of Iraq, Jordan and Egypt in the capital, Baghdad.

The source told Shafaq News, “Egyptian President Abdel Fattah Al-Sisi and King Abdullah of Jordan will arrive in Baghdad next Thursday to hold the tripartite summit, alongside Iraqi Prime Minister Mustafa Al-Kazemi.”

The summit was scheduled to take place a week ago, but Al-Kazemi announced it would be postponed indefinitely due to a collision of two trains in Egypt on Friday, which resulted in the death of 32 people, injury and 108 others.

The upcoming summit is the second of its kind; As the first summit was held last August in the Jordanian capital, Amman.

The three countries formed a joint coordination council in light of the results of the first tripartite summit.

The three countries concluded joint economic agreements and other bilateral agreements with each other, focusing mostly on energy, trade and investment.

Iraq begins a process of financial reform to protect the economy

Baghdad, April 3 (Petra) – The Iraqi government announced today, Saturday, the start of a financial reform process that will strengthen and protect the Iraqi economy.

Finance Minister Ali Allawi said in a video clip published by the ministry today, Saturday, on Twitter: “We started with reforms. We have started the process of automation, and reforms related to the currency and the exchange rate, as part of measures aimed at strengthening the Iraqi economy.”

In a new government promise, he added, the citizen will see an improvement in light of the results that will happen, in improving the performance of the state and employees, especially in the operations of citizens.

SULAIMANI — A spokesperson for Kurdistan Regional Government (KRG) Deputy Prime Minister Qubad Talabani said on Saturday (April 3) that there are no “difficult obstacles” preventing implementation of the recent budget agreement between Baghdad and Erbil.

On Wednesday night, the Council of Representatives passed the Federal 2021 Budget Law, including Article 11, which outlines the Kurdistan Region’s share.

The Kurdistan Regional Government (KRG) will receive 9.5 trillion Iraqi dinars ($6.5 billion), which will be disbursed in monthly increments, in return for submitting 250,000 barrels of crude oil per day to Iraq’s oil marketer SOMO for export. The federal government will be able to cut off funds in the event of non-compliance.

Spokesperson Samir Hawrami told reporters that all political parties had given their consent to the agreement, so it is expected to be implemented as it is written.

Hawrami added that the KRG has expressed its readiness to ensure implementation.

Iraqi President Barham Salih is expected to sign the law this week.

Talabani and Salih met with Patriotic Union of Kurdistan (PUK) co-Presidents Lahur Sheikh Jangi and Bafel Talabani at Salih’s residence in Mergapan, outside of Sulaimani on Saturday.

The Parliamentary Finance Committee confirmed, on Saturday, that the Federal Budget Law for 2021 will enter into force as of the beginning of this year.

The deputy of the committee, Sherwan Mirza, said that “the Presidency of the Council of Representatives will send the federal budget law for the year 2021 to the Presidency of the Republic for the purpose of ratification, and then the law will be published in the Iraqi newspaper Al-Waqaeqi.”

Mirza added, “The budget law will enter into force after that and with retroactive effect, meaning from 1/1/2021 until 12/31/2021,” noting that “these measures did not take a long time and the law will come into effect soon.”
