The statement reads: Budget for the year 2021, as this reflects the principle of transparency and facilitates control over the safety and realism of spending. 2. We demand that the exchange rate of the dollar be restored to its previous level in order to avoid severe economic and social damages. 3. We demand the inclusion of Article (11) of the following text (The region is obligated to deliver (460) thousand barrels in full and all that is in excess to SOMO and all its non-oil revenues to the public treasury .. If it refuses to do so, no dues will be paid to the region. The violator bears legal responsibility for that.) 4- We demand the abolition of Article (38) which permits the privatization of all productive and service sectors of the state and allows the participation of investors and contractors in ownership of oil and gas fields, power stations, Iraqi Airways aircraft and government banks. 5- We demand the abolition of the two articles (42 and 41) that allow the sale of state-owned agricultural lands to those who have the right to dispose of a value much less than its real value and will create widespread social conflicts. 6- We demand the abolition of Article (47) that permits the sale of the state’s financial assets, including industrial, infrastructure, and others. 7- We demand the cancellation of new foreign loans, as they have far-reaching effects on the country’s sovereignty and economy. 8- We refuse to authorize the Minister of Finance to issue sovereign guarantees. 9- We reject the article that proposes that the Ministry of Health and the Ministry of Defense contract with private sector companies to run newly constructed hospitals. 10- We reject the additive article that requires the Ministry of Education to invite the private sector to implement printing of textbooks, and we suggest restricting it to public state companies only. 11- We reject the new article that allows governorates to contract with developers because they will witness secondary speculation on the one hand, and through these projects it is intended to charge the citizen the cost of constructing the health services infrastructure, electricity, water and sewage streams to increase the profits of the developers (investors)! 12- We warn against adding any article to the budget that includes the terrorist killed by ISIS with the rights of the Martyrs Foundation Law, and we consider this a weakening of the efforts and sacrifices to fight blind terrorism.

A Kurdish leader reveals the region’s condition in passing the budget

“We want to bypass this matter to reach a common understanding, and we do not want anything outside of the constitution,” Khoshnaw said, “to the Euphrates News.”

 He pointed out that “there are political forces trying to reduce the role of the Kurds in Baghdad and have already begun to file the budget.”

“We believe there is more political turmoil than economic, financial or energy matters between Baghdad and Erbil,” Khoshnaw added.

 It is scheduled that the House of Representatives will hold its special session to approve the budget tomorrow, Sunday, March 28, 2021 at three o’clock in the afternoon.

The negotiating delegation of the Kurdistan region arrived in the capital, Baghdad, this evening, Saturday, in a step aimed at agreeing to pass the 2021 budget. 

The spokesperson for the Vice President of the Kurdistan Regional Government, Samir Hawrami, revealed the new wording agreed upon in the draft fiscal budget for 2021, which included two proposals for the federal government, and another for the Finance Committee and parliamentary blocs, pointing to the region’s readiness to implement one of these two proposals.

For his part, a member of the Parliamentary Finance Committee, Sherwan Mirza, suggested passing the federal budget law in the next session after the agreement between the Kurdish delegation and the Shiite forces and the Sunni forces to pass Article 11 of the Budget Law concerning the share of the Kurdistan region, according to the agreement.

Shafaq News / A party source informed Shafaq News Agency that the Kurdistan Regional Government delegation arrived in Baghdad on Saturday evening to discuss the federal financial budget for the current year.

The source told Shafaq News that the delegation will hold talks with the Presidency of the Iraqi Council of Representatives and heads of political blocs before the voting session on the draft budget tomorrow.

He added that the discussions aimed at resolving differences over the region’s share of the budget before the project was passed in the House of Representatives. 

For months, intensive discussions have been held on the draft fiscal budget law for the current year, but disagreements still exist regarding it, especially the item related to the Kurdistan Region’s share.

Political forces reject the agreement reached by Baghdad and Erbil late last year regarding the budget, which provides for the delivery of 250 thousand barrels per day of oil and half of the other financial revenues to the federal government in return for the region’s share of the budget estimated at 12.6 percent.

Parliamentary Finance announces a consensus to pass the budget tomorrow

The Parliamentary Finance Committee announced, on Saturday, that there is a consensus to pass the budget bill for the current year in tomorrow’s session.

Committee member Naji Al-Saeedi said in a televised interview: “There is agreement to pass the budget in the Sunday session, and the Finance Committee continues to work to approve the budget,” indicating that “budget expenditures have been reduced to the maximum.”

He added, “Parliament does not have legal authority to change the exchange rate.”

He pointed out, “The political relations between the center and the region are the last of the budget,” explaining that “there is an agreement between Baghdad and Erbil on revenues and allocations.”

Presidency of Parliament revealed, today, Saturday, that there are parties seeking to obstruct the approval of the draft federal budget bill for the fiscal year 2021.

The second deputy speaker of parliament, Bashir Al-Haddad, said during a press conference, “The government and most of the members of the Finance Committee while keeping The exchange rate is in its current condition, “noting that” a meeting will be held with the governor of the central bank, and a joint committee will be formed from the government and parliament to discuss how to maintain the price without affecting market conditions. ”
