The two sides noted “the well-established historical fraternal relations between the two brotherly countries and peoples, and praised the level reached by these relations and contacts between them.” 

They also emphasized “the role of the Iraqi-Saudi Coordination Council in a way that serves the interests of the two countries and the two brotherly peoples and the importance of expanding and strengthening the horizons of bilateral cooperation in various fields, especially political, security, trade, investment and tourism, in order to complement the efforts made and the positive results achieved from the mutual visits of officials between the two countries during the past period.” .

Saudi Arabia appreciated the efforts of the Iraqi government to achieve security, stability and development in the Republic of Iraq, while the Republic of Iraq appreciated the initiatives provided by the Kingdom of Saudi Arabia to the Republic of Iraq in the field of confronting the Corona pandemic (Covid-19).

With regard to regional issues, the two sides agreed to “intensify cooperation, coordination, and exchange of views on issues and issues of concern to the two countries on the regional and international arenas, in a way that contributes to supporting and strengthening security and stability in the region, and the need to keep them away from tensions and their causes and the joint endeavor to establish security and stability pillars, and in this context.” Prime Minister Mustafa Al-Kazemi affirmed his support for the Saudi initiative to end the crisis in Yemen.

Central Bank: The new exchange rate has made significant gains

The Deputy Governor of the Central Bank, Ihssan Shamran, said, according to the official agency, that “the bank is pursuing a quiet policy in the issues that people are discussing from their viewpoints, and does not enter into discussions that affect expectations.”

Shamran added, “The Central Bank believes that the new price has achieved great gains, the first of which is to enhance competitiveness in favor of national products, whether agricultural or industrial, in addition to strengthening the public finance resource, which is another goal of the decision. ”

The statement added, “The meeting discussed mechanisms for setting a strategy for public budgets and ways to reform the development of approved systems by preparing budget strategies for the coming years in line with the Iraqi economy’s need to achieve comprehensive economic development.”  

The Minister of Finance stressed the focus of the next budget strategy towards activating the investment side, maximizing non-oil financial resources, determining revenues, and emphasizing the need to approve the program budget to achieve the best performance according to the plans and timings set, according to the statement.  

According to the statement, the minister added, “Establishing appropriate mechanisms for financing and engaging the private sector, approving the completion of strategic projects with a multiplier effect, and submitting a report on external and internal debt and scheduling it by the Public Debt Department.”

SULAIMANI — With a potential vote coming on Saturday, Change Movement (Gorran) lawmaker in the Council of Representatives Kawa Mohammed on Thursday (March 25) told Voice of America (VOA) that the Kurdistan Regional Government (KRG) is more in need of a budget agreement than the federal government, given the perilous state of its finances.

“I think the [KRG] should get behind the law, but not like the 2019 budget law that passed and then never abided by,” Mohammed said of the ongoing negotiations about the 2021 Federal Budget Law.

Contained within the 2019 Federal Budget Law was a deal where the KRG would send oil in return for cash transfers to Erbil. The Kurdistan Region did not hold up its end of the bargain and never sent any oil, which caused much frustration in Baghdad.

“It is important to abide by the law and for the federal government to send the Region’s budget share so that it can pay people on time. This is the best opportunity to solve the salary problem,” he added.

Last year, the KRG struggled to make payroll, missing five monthly public sector salary disbursements entirely during 2020 and cutting four others by nearly a quarter after Baghdad abruptly stopped sending funds to Erbil to enable it to pay public servants in retaliation for its abrogation for the budget agreement.

Mohammed said that that both the Patriotic Union of Kurdistan (PUK) and Kurdistan Democratic Party (KDP) are acting in their own self-interest in how they are conducting negotiations, without taking into consideration the situation of public servants.

Hussein said during a joint press conference with Qatari Foreign Minister Mohammed bin Abdul Rahman Al Thani that he is working to activate the Iraqi-Qatari joint committee on economic issues.

For his part, the Qatari minister said that we discussed how to develop relations and strengthen cooperation between Baghdad and Doha, stressing that there is an important opportunity to support the stability of Iraq.

He pointed out that there is consensus between the two countries on the regional situation.

He continued that ensuring the security, stability and sovereignty of Iraq is a basic foundation and a common interest for the security and stability of the entire region and the interests of its people.

For his part, the Minister affirmed Qatar’s support for joint work with regional and international parties to preserve the region’s security and stability, indicating his country’s commitment to support the security, stability and sovereignty of Iraq, and to enhance joint bilateral cooperation in various fields.

Shafaq News / The Parliamentary Regions and Governorates Committee announced, on Thursday, that the Kurdistan Region will be included in the petrodollar fund within the general budget law for 2021.

The federal budget, in its version prepared for voting in Parliament, included an increase in the percentage of petrodollars that reached 5 dollars, as well as doubling the allocations for this sector from 500 billion to one trillion dinars, in order to be invested in the advancement of oil-producing provinces.

The head of the committee, Sherwan Al-Dubirdani, told Shafaq News, “The petro-dollar fund was allocated to the oil-producing provinces and the region, but he did not specify the amount, which may be 3-5 dollars per barrel of oil.”

Dubardani added, “The purpose of this fund is to support the southern and central governorates to benefit from the petrodollars, for the purpose of providing services to the people of the province.”

The head of the committee pointed out that “the funds allocated from the petrodollar fund will go directly to the oil-producing provinces and the Kurdistan Region.”

Shafaq News / Samir Hawrami, a spokesman for the Vice President of the Kurdistan Regional Government, Qubad Talabani, confirmed on Thursday that the regional government has concluded three agreements with the federal government regarding financial dues within less than one year, indicating that the region’s share in the budget for 2021 is not the reason for delaying its approval. .

Hawrami said in a statement today, that since April of last year until now, three agreements have been concluded with the federal government regarding financial dues for the region.

He pointed out that the Finance Committee in the Iraqi Council of Representatives approved the article on the Kurdistan Region’s share, so this quota is not the reason for delaying the approval of the budget, stressing that at any time the situation is needed, the Kurdistan Regional Government’s delegation will go to Baghdad.

Hawrami explained that there are two proposals related to the region’s financial dues in the draft budget law, one of which is the Iraqi government’s proposal, the other is the proposal of the Finance Committee, and parliamentary blocs, and either of them is approved, the regional government is obligated to implement it.

SULAIMANI —Director of the Department of Financial Operations and Debt Management of Iraq’s Central Bank Mahmud Dagher said on Wednesday (March 24) that the price of US dollar against Iraqi dinar will be fixed at the current price for the next four years.

During an appearance in NRT’s Tawtwe interview program, Dagher said that the Council of Representatives does not have the authority to make changes in the price of US dollar.

$100 was at 144,750 Iraqi dinars as of Wednesday evening.

The devaluation of dinar, which was included in the federal government’s draft 2021 budget, was designed to preserve Iraq’s dollar reserves and allow the government to spend more Iraqi dinars.

The move however made imports and goods originally priced in other currencies, like hydrocarbons, more expensive.

On Sunday, Governor of the Central Bank of Iraq Mustafa Ghalib said that the devaluation of the Iraqi dinar this winter enhanced the country’s financial sustainability because the move increased country’s foreign currency reserves and strengthened its public finances.
