The Deputy Chairman of the Parliamentary Finance Committee, Muthanna Abdul Samad Al-Samarrai, confirmed that the committee has completed its work and submitted the budget bill for 2021 to the House of Representatives several weeks ago, and that the law is ready to be presented to the parliament to legislate it in the nearest session.

Al-Samarrai said in a press statement issued by his media office that “the Presidency of the Council of Representatives today held an important meeting that included the Finance Committee and heads of political blocs in Parliament, to complete the requirements of legislating the Federal Budget Law for the fiscal year 2021.”

Al-Samarrai indicated that “the budget is ready for voting whenever it is presented to the House of Representatives, and that one paragraph related to the Kurdistan region still needs political consensus between the political blocs,” noting that “the budget law will be presented in the next session of parliament for a vote on it, and that the committee will hold another meeting before Parliament session in a final attempt to encircle the differences over that paragraph. ”

Baghdad / Obelisk: The Parliamentary Finance Committee clarified, on Thursday, March 18, 2021, that there is no adjustment to the dollar exchange rate in the budget, while it announced the inclusion of financial allocations to improve the ration card items.

Committee member Jamal Cougar said in a press statement followed by the obelisk, that “there is a meeting of the committee with the Presidency and the heads of parliamentary blocs, and we did not know the main topic of the meeting, is it to pass the budget or talk about controversial articles,” indicating that “if there was a serious intention to pass the budget, it would be included on The agenda first, then the Federal Court. ”

Cougar pointed out that “there are parties that want to pass the Federal Court Law and then the Budget Law,” adding, “There is no amendment to the dollar exchange rate in the budget, and the change is not within the powers of the committee or parliament.”

He explained that “changing the dollar exchange rate means changing the budget completely, changing resources, expenditures and the deficit will be large. Those affected by the amendment will demand compensation and confuse the market, and people will lose confidence in the central bank, and this is very difficult.”

He pointed out that “the Finance Committee has guaranteed financial allocations to improve the ration card materials because there are many segments that have been damaged as a result of the high exchange rate and the paralysis of the economy,” noting that “increasing the ration card items needs financial allocations and government support for the House of Representatives so that no appeal is made later.”

The head of the Supreme Judicial Council, Faeq Zidan, in a statement that “People” received a copy of (March 18, 2021) called on the members of the Supreme Judicial Council to meet on Monday morning, March 22, 2021 to implement the Federal Court Amendment Law No. 30 of 2005, which was approved by the House of Representatives on March 18. 2021 “.

Earlier today, the House of Representatives opened its 45th session within the fourth parliamentary session in the third legislative year / first legislative term.   

The media department of the House of Representatives said in a brief statement that “People” received a copy (March 18, 2021), that “the House of Representatives opened its session headed by Parliament Speaker Muhammad Al-Halbousi.”     

The statement indicated that “the session is witnessing the presence of about 188 deputies so far.”    

Parliament voted on “Article Three as well as a new article of the First Amendment Law (Order No. 30 of 2005 AD) Federal Supreme Court Law.”    

Parliament also voted on the “First Amendment Law (Ordinance No. 30 of 2005 AD) Law of the Federal Supreme Court, in the presence of 205 representatives.”    

The department added, “The Council has set tomorrow at one o’clock in the afternoon, as a date for voting on the federal budget.”    

Later, “the Council raised its session to tomorrow, Friday, one in the afternoon, to complete the budget law.”

Shafaq News / The Iraqi parliament (parliament) voted, on Thursday, to amend the Federal Court law with a majority of its members after it failed to mobilize the necessary support to pass a new law to the court.

The vote was taken to amend Article Three and a new article of the First Amendment Law (Order No. 30 of 2005) of the Federal Supreme Court Law, according to a council statement.

The amendment was passed by the majority of votes during the session, which was attended by 204 representatives out of 329, in the midst of a boycott of Kurdish representatives and representatives of minorities.

The deputy from the Kurdish Al-Amal bloc, Muthanna Amin, told Shafaq News, “The Kurdish blocs boycotted the voting session on the Federal Court law because it was not taken into account their opinion or point of view.”

He added, “We want guarantees that the Federal Court will not be used in cases related to the constitutional rights of the Kurds, and that it will not be biased towards a particular party or sect.”

The vote to amend the law comes after the political blocs failed to agree on the draft of the new Federal Court bill, as its legislation requires the presence of two-thirds of the number of members of Parliament.

During the last period, Parliament voted to pass 21 articles of the new Federal Court bill, and disputes revolved around three articles on which the political forces did not reach a consensus.

The disagreements centered on granting seats to Islamic law jurists from the Shiite and Sunni sects, and giving them the power to vote on decisions.

Disputes also revolved around the voting mechanism in the Federal Court as to whether unanimity was required to pass decisions or a simple majority.
