The House of Representatives voted in its forty-third session, which was held under the chairmanship of Mr. Muhammad Al-Halbousi, Speaker of Parliament, in the presence of 198 deputies this evening, Monday 3/15/2021, on the articles of the First Amendment Law of the Federal Supreme Court Law and another law, ending the reading and discussion of four Other laws.

During the session inaugurated by Mr. Hassan Al-Kaabi, First Deputy Speaker of Parliament, the Council voted on the draft law on the accession of the Republic of Iraq to the Patent Cooperation Treaty (PCT) of 1970, submitted by the Foreign Relations Committee, to develop a cooperation mechanism to protect patents, facilitate its procedures and make them at the lowest possible cost.

The Council completed the first reading of the draft law on the accession of the Republic of Iraq to a protocol to amend the agreement on crimes and some other acts committed on board aircraft, submitted by the Committee on Foreign Relations, to preserve the safety of aircraft, people and property from the danger that threatens them or that may violate the good order and discipline on board and to expand the scope of competence State jurisdiction over related crimes and take new measures to punish aircraft passengers who pose a threat to aviation safety.

The Council completed the first reading of the draft law on the accession of the Republic of Iraq to the joint agreement on the safety of the disposal of spent fuel and the safety of the disposal of radioactive waste submitted by the committees on foreign relations, health, environment, oil, energy and natural resources, to strengthen national measures and international cooperation to ensure the presence of effective defenses in all stages of fuel disposal Consumer and radioactive waste against potential dangers to protect individuals, society and the environment from the harmful effects of ionizing radiation.

In a related development, the Council completed the reading of the report and discussion of the draft law on ratification of the air transport agreement between the government of the Republic of Iraq and the government of the Kingdom of Saudi Arabia, submitted by the Foreign Relations, Services and Reconstruction Committees.

The Council completed the reading of the report and the discussion of the draft law on the accession of the Republic of Iraq to the Protocol of 2005 relating to the Protocol for the Suppression of Unlawful Acts directed against the safety of fixed platforms on the Continental Shelf for the year 1988 and submitted by the Committee on Foreign Relations.

Parliament votes on five articles to amend the Federal Court Act

The House of Representatives voted on two articles on five articles in the Federal Supreme Court Law. 

The Parliament’s Media Department stated, in a statement that Mawazine News received, a copy of it, that “the House of Representatives voted on paragraph 1-2-3-4 of the Federal Court Law.”

She added, “He also voted for a new article of the First Amendment Law (Order No. 30 of 2005 AD) of the Federal Supreme Court Law.”

The House of Representatives also has a (new article) of the First Amendment Law (Order No. 30 of 2005 AD) Federal Supreme Court Law: “The constitution of the court preserves the constitutional balance between the components of the Iraqi people.”  

The House of Representatives resumed its session after 1:30 pm Monday night on Tuesday (March 16, 2021), by voting on the articles of the First Amendment Law (Order No. 30 of 2005), the Federal Supreme Court Law.

Oil prices are rising and Brent is close to the $ 70 barrier

The Parliamentary Finance Committee confirmed, on Monday, that there has been no change in the price of selling oil in the final version of the federal budget bill for 2021.

Committee member Magda Al-Tamimi said in a statement to the official agency, followed by “People”, (March 15, 2021), that “the committee completed the discussion and amendment of the draft federal budget law for 2021 about a month ago,” noting that “the reason for the delay in settling the budget is due to the disagreement about Article 11 of the law relating to the Kurdistan region.  

She added that “there is no change in the selling price of oil within the budget because the additional revenues that come from increasing the price of a barrel of oil will return to the budget,” indicating that “the Finance Committee set the selling price at $ 45 after it was $ 42 per barrel.”  

She pointed out that “the deficit in the budget law amounts to 28.6 trillion dinars,” pointing out that “there are those who link the Federal Court Law and the Budget Law, but indirectly, which is what those existing disputes over the Federal Supreme Court Law have cast a shadow over passing the budget.”

Shafaq News / A parliamentary source reported that a verbal altercation took place during the parliament session, on Monday, regarding laws pending in the House of Representatives.

The source told Shafaq News that a verbal altercation took place between the representatives of Kurd and the member of the Al-Fateh Alliance, Yousef Al-Kalabi, regarding the laws of the Federal Court and the financial budget.

According to the source, the dispute arose because of Article 12 of the Federal Court Law, which relates to voting on claims and disputes within the Federal Court Council.

Shiite blocs are pushing for voting in the court council to be by the majority, but the Kurds want the vote to be unanimous.

The source pointed out that the disagreements began in the parliament session and then moved to the Parliament cafeteria, if the two sides exchanged accusations of suspending laws in the House of Representatives, including the draft budget bill for the current year.

Shafaq News / A security source reported that two rockets landed inside Balad Air Base on Monday in Salah al-Din Governorate, but no injuries were reported.

The source told Shafaq News, “My Katyusha rockets landed on the northwestern part of Balad Air Base in Salah al-Din.”

He added, “The two rockets landed in an empty square near the base fence, without causing any casualties or material damage.”

The source pointed out that “the launch of the two missiles was carried out by a mobile rocket launcher from Al-Jizani area of Al-Khalis district in Diyala governorate.”

Iraq lifts requirement to obtain pre-arrival visas for citizens of 30 countries

The Iraqi government will launch on 15 March 2021 an exceptional programme to lift the requirement to obtain entry visas prior to arrival in Iraq for citizens of:

• Countries that are permanent members of the UN Security Council (USA, UK, France, the Russian Federation and the People’s Republic of China)

• European Union countries: Austria, Belgium, Bulgaria, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands

As well as citizens of Japan, South Korea, Canada, Australia, New Zealand and Switzerland.

Citizens of these countries will be able to pay to obtain a visa on arrival at Iraq’s airports and land and sea border crossings, but must comply with all Iraqi preventive health measures as decided by the Higher Committee for Health and National Safety.

Other countries may be added to the list based on Iraq’s economic and other needs.

MP: 150 parliamentarians are unanimous not to attend today’s session because it is devoid of the budget

The coalition of Iraqis announced, on Monday, that there is a representative agreement for more than 150 deputies not to attend today’s session due to the absence of the agenda from the budget law.

The MP for the Iraqi Star Al-Jabri Alliance said to / the information / that “many representatives from various political blocs have submitted a request to the Presidency of Parliament, accompanied by signatures of more than 150 deputies, to include the budget in the agenda of today’s session.”

He added that “the presidency of the parliament presented the agenda and is devoid of the budget, and the request for signatures was neglected. The budget was not included to allocate the session to pass the Federal Wisdom Act.”

He added that “the signatories unanimously agreed not to attend the session designated today for the absence of the budget from the agenda,” noting that “it is possible to enter the session in the event that the presidency recedes and the budget was included in today’s session.”
