A new proposal on the ‘Kurdistan oil’ crisis: to deliver 450,000 barrels and Baghdad bears the production costs

A parliamentary source revealed, on Saturday, the existence of a proposal to deliver the Kurdistan region to 460 thousand barrels of oil per day to Baghdad, provided that the latter return the costs of production and extraction to the region.

The source said in a statement to “People” (March 13, 2021): “Most of the Shiite parliamentary blocs object to the text on the region’s share, but they did not come up with an appropriate alternative.”  

He added that “the Shiite blocs submitted a proposal on the basis of which the Kurdistan region would be delivered to 460 thousand barrels of oil per day to Baghdad, in exchange for the latter’s guarantee to return production and extraction expenses to the region from the exported oil money.”  

The source pointed out, “MPs have been informed that next Monday’s session will be devoted to completing the vote on the remaining articles of the Federal Court Law without the budget.”  

He added that “a decision will be taken on the budget file next Monday by a coordinating committee.”  

  

The Finance Committee confirmed, earlier Thursday, that next Monday is a fixed date for voting on the budget, whether or not it has been agreed with the Kurdistan region.  

Committee member Thamer Theban Al-Hamdani said in a statement to the official agency, which was followed by “People” (March 11, 2021), that “there is a possibility to change the price of a barrel of oil in the budget,” explaining that “the Federal Court law has nothing to do with resolving the budget law in Monday’s session.”  

Earlier, the Speaker of Parliament, Muhammad al-Halbousi, instructed to include the 2021 draft budget on the Parliament’s agenda at this week’s session.   

A brief statement of Al-Halbousi’s office, of which “People” received a copy, (March 8, 2021) stated, “The Speaker of Parliament has directed the inclusion of the budget bill next Monday, based on a request submitted by Representative Yusef Al-Kalabi signed by 150 deputies.”  

A document obtained by “people” showed that “150 deputies have signed the request of Representative Yusef Al-Kalabi to include the budget on the parliament’s agenda for Monday, March 15, 2021.”

Parliamentary Finance: Monday’s session is devoid of the budget bill

The Parliamentary Finance Committee explained why the 2021 budget bill was not included in the agenda of next Monday’s session.

“The vote on the budget law was supposed to be included in the agenda of Parliament next Monday, but the agenda will be devoted only to completing the vote on the Federal Court law,” said Majida Al-Tamimi, a member of the representative committee.

She added, “The Finance Committee agreed to hold another meeting to review some of the budget paragraphs in preparation for placing them on the Parliament’s agenda this week.”

The Speaker of Parliament, Muhammad al-Halbousi, had announced earlier that the vote on the 2021 Budget Law would be included on the agenda next Monday.

Today, Saturday, the Saeron Alliance sent a message to the House of Representatives regarding next Monday’s session, whose agenda includes the voting clause on the draft federal budget bill for the fiscal year 2021.

The United Nations World Food Program in Iraq revealed, on Saturday, that the price of the food basket has risen to 14% after the devaluation of the local currency against the dollar, while calling for formulating policies to increase the contribution to the gross domestic product .

“The World Food Program monitors food prices, including the average food basket of 2,100 calories per day, ” said the representative of the World Food Program in Iraq, Abdul Rahman Megaj, in a statement reported by the official Al-Sabah newspaper .

Megaj added, “10% of people use ‘coping strategies’ to help with their condition, because they do not have enough food to eat. Of those 10%, about 35% buy cheaper food, and of the same 10%, about 27% buy food .

He continued, “The World Food Program is working during the current year to reach 849,000 people across Iraq, through monthly support for the most vulnerable people, building resilience and school feeding programs, in addition to government support, including digitization and reform of the public distribution system for rations. Food, and the work of the World Food Program is expanding in the south of the country, where poverty indicators are among the worst. The poverty rate in Iraq is about 31.7% .

He revealed, “The average price of the food basket has increased by 14% since the devaluation and is expected to remain at a new high level, which will directly affect the food security of the vulnerable population in Iraq, especially the displaced, returnees, refugees and other vulnerable Iraqis .”

The representative of the program stated that “it is necessary to support imports of basic foodstuffs, to help reduce the impact of devaluation on the purchasing power of vulnerable Iraqis, and it will also be necessary to formulate policies to increase the contribution to GDP from sectors other than oil, and to reduce economic dependence on Oil exports by boosting domestic food production .

Regarding the ration card items, he explained that “according to the recommendations of the National White Book for Iraq, focusing the public distribution system on the most vulnerable people will be necessary to increase the efficiency and effectiveness of the system, and thus support the most needy families by providing the required foodstuffs monthly without interruption .”

He pointed out that “data-based decision-making and policy planning are also important and it is necessary to monitor food security at the national level and early warning systems, link main data sets and determine when action is required, which will allow Iraq to respond proactively to food security needs .”
