The source said in a statement to “People” (March 13, 2021): “Most of the Shiite parliamentary blocs object to the text on the region’s share, but they did not come up with an appropriate alternative.”

He added that “the Shiite blocs submitted a proposal on the basis of which the Kurdistan region would be delivered to 460 thousand barrels of oil per day to Baghdad, in exchange for the latter’s guarantee to return production and extraction expenses to the region from the exported oil money.”

The source pointed out, “MPs have been informed that next Monday’s session will be devoted to completing the vote on the remaining articles of the Federal Court Law without the budget.”

He added that “a decision will be taken on the budget file next Monday by a coordinating committee.”

The Finance Committee confirmed, earlier Thursday, that next Monday is a fixed date for voting on the budget, whether or not it has been agreed with the Kurdistan region.

Committee member Thamer Theban Al-Hamdani said in a statement to the official agency, which was followed by “People” (March 11, 2021), that “there is a possibility to change the price of a barrel of oil in the budget,” explaining that “the Federal Court law has nothing to do with resolving the budget law in Monday’s session.”

Earlier, the Speaker of Parliament, Muhammad al-Halbousi, instructed to include the 2021 draft budget on the Parliament’s agenda at this week’s session.

A brief statement of Al-Halbousi’s office, of which “People” received a copy, (March 8, 2021) stated, “The Speaker of Parliament has directed the inclusion of the budget bill next Monday, based on a request submitted by Representative Yusef Al-Kalabi signed by 150 deputies.”

A document obtained by “people” showed that “150 deputies have signed the request of Representative Yusef Al-Kalabi to include the budget on the parliament’s agenda for Monday, March 15, 2021.”

In order not to repeat the scenario of delay in the distribution of salaries of employees and retirees, social welfare benefits and brothers, contracts and procedures in all ministries, especially contracts and wages of the Ministry of Electricity, who have passed a full year since their appointment without paying their financial dues, we call on the distinguished parliament to vote on the general budget for 2021 at next Monday’s session And leave aside all differences and think about the supreme national interest.

Al-Shammari added, “Looking at the depth of the citizen’s interests calls for uniting efforts, rejecting political differences, and the trend towards voting on the budget, which is greatly delayed and after the people’s eyes have come to the people’s representatives to resolve this important file, especially after the Parliamentary Finance Committee and the committee formed by the government have finished. Kurdistan: Not setting a date for the visit of the regional government delegation to Baghdad

Samir Hawarmi, spokesman for Qubad Talabani, deputy head of the Kurdistan Regional Government, announced today, Saturday, that no date has been set for the regional government delegation to visit the federal capital, Baghdad. Hawrami said in a press statement to Kurdish media, that no date has been set for the visit of the regional government negotiating delegation to the federal capital Baghdad at this moment. He added: The visit of the Kurdistan Regional Government’s delegation to the capital Baghdad is linked to setting the date for voting on the draft federal budget law for the year 2021. The Kurdistan Regional Government’s delegation headed by Qubad Talabani, Deputy Prime Minister, had made a number of visits to the capital Baghdad and held meetings with political parties to determine the share of a region Kurdistan in the draft general budget law for 2021. This indicates that the leaked reports from the 2021 budget indicate that the Kurdistan region has obtained a large share of the budget that exceeds the number of its population and refuses to hand over the sums of money sold for its oil to the federal government.

The leader of the Kurdistan Democratic Party, Repin Salam, confirmed, on Saturday, that the Kurdish delegation headed by the Vice President of the Kurdistan Regional Government, Qubad Talabani, will go to Baghdad on Sunday.

“The Kurdish delegation will return to Erbil tomorrow, to hold intensive meetings with the political blocs, in an attempt to persuade them to vote on the region’s share in the next Monday’s session,” Salam said.

He added, “We have an agreement with the federal government and we have implemented the conditions requested by Baghdad regarding the delivery of oil and the proceeds of the border crossings, and we expect to reach an agreement with the political blocs that settles the controversy, because it is impossible to go to vote on the budget with a majority system.”

The House of Representatives had set next Monday as a date for voting on the general budget, while the region’s share is still the biggest obstacle to resolving the vote. End / 25 p
