In a press statement, Issa said that a delegation from the Kurdistan region is scheduled to visit Baghdad again a day before the vote on the budget bill is included in the agenda of the parliament session, “meaning that if the vote on the budget is confirmed on Monday, the delegation will head to Baghdad.” Sunday”.

The Speaker of Parliament, Muhammad al-Halbousi, had previously called for a vote on the draft budget law next Monday, but the matter has not yet been settled due to the objection of the Shiite blocs to the formula contained in the draft on the share of the Kurdistan region.

Issa explained that “some Shiite parties are seeking to present the bill to a vote on Monday, in order to pass it in conjunction with the ratification of the Federal Court law.”

On the recent proposal by the Shiite parties to share the region, Faris Issa pointed out that “we have reached an agreement with the federal government and it has been translated into an official text in the draft law. So far, no alternative proposal has been presented to the agreement.”

He went on to say that the opposing parties do not represent all the blocs, “but rather they are a number of parliamentarians from some blocs who are trying to fabricate the problem,” as he put it.

Regarding the evaluation of the positions of the blocs, the head of the Kurdistan Regional Representation pointed out that “the movement of people and the wisdom movement have a very good position. As for the MPs who criticize this matter, these aim to achieve electoral gains, because they consider creating crises with the Kurdistan region the best way for their propaganda campaigns and obtaining the votes of the electorate.” Saying.

It is noteworthy that during the last period, official delegations from the Kurdistan region headed by Deputy Prime Minister Qubad Talabani visited the capital Baghdad several times and held a series of meetings with government officials, parliament and political blocs, before returning to Erbil recently without reaching a decisive agreement, after the Shiite forces objected to the text contained In the bill.

Where Article (11 – first) of the draft budget law provides for the settlement of receivables between the federal government and the Kurdistan region for the years 2004 through 2020, after the Federal Office of Financial Supervision, in coordination with the Kurdistan Regional Office of Financial Supervision, audited them.

Also, starting from the year 2021, the Federal Ministry of Finance will download the debt installments owed by the Kurdistan Region granted to it by the Iraqi Commercial Bank and schedule it over ten years. Article (11-second) of the draft law obliges the Kurdistan Regional Government to deliver 250 thousand barrels of crude oil per day of oil. The crude produced from its fields, and that the oil and non-oil revenues are to be delivered to the state treasury exclusively.

SULAIMANI — Member of the Council of Representatives Thamer Theban al-Hamdani said on Thursday (March 11) that lawmakers will vote on the draft Federal 2021 Budget Law on Monday whether an agreement is reached between Baghdad and Erbil on the latter’s share or not.

On Tuesday, Speaker of the parliament Muhammad al-Halbusi added a vote on the draft to the agenda for the March 15 parliamentary session after it was postponed several times in recent weeks.

Al-Hamdani, who represents Fateh Alliance, said in an interview with state-run Iraq’s News Agency that Monday is a “fixed” date for voting on the budget.

“The budget will pass whether there is an agreement with the [Kurdistan] Region or not,” he said.

He added that the Federal Court Law has nothing to do with approving the budget law and they are not connected.

Later on Thursday, Deputy Speaker of the Council of Representatives Bashir Haddad told NRT that he thinks it is difficult for the bill to be approved in the session because there are problems with the Federal Court Law.

The Kurdistan Regional Government (KRG) and the federal government have been involved in tense negotiations over the budget for nearly a year, several times announcing the outlines of an agreement only to have politicians pull back from actually moving forward with implementation.

Economy News – Baghdad

The International Monetary Fund considered that US President Joe Biden’s plan to stimulate the domestic economy will positively affect global growth.

“The US plan will have” positive effects on the rest of the global economy, “a spokesman for the fund, Gary Rice, told a news conference in Washington, DC.

He expected most countries to benefit from “the increase in American demand for basic commodities, as well as imports of goods and services … which will contribute to global growth and recovery.”

But the international official called for monitoring the potential risks of pumping huge amounts of money into the world’s largest economy. Analysts expect the plan to lead to higher inflation.

And economists around the world have recently raised warnings of the possibility of a sharp inflation wave in the various countries that have approved stimulus packages, with the wave reaching developing countries and negatively affecting the economic growth figures for the world as a whole.

“We have to be alert to the risks, and countries must be alert to any potential risks,” Rice said.

In January, the IMF expected the US economy to grow 5.1 percent in 2021.

Rice said that the fund is currently expecting, after the stimulus plan, additional growth between 5 to 6 percent annually over the next three years in the United States, and “this means reviewing positive expectations for the US economy, and raising global growth expectations.”

The fund is expected to publish an update on global economic growth expectations, through the “World Economic Outlook” report, on April 6.

“Until then, we will conduct a more in-depth analysis of the impact of the American recovery plan,” added the Fund spokesman.

Last January, the International Monetary Fund raised global growth forecasts from 5.2 percent to 5.5 percent. As a result of the acceleration of vaccine campaigns against the Corona virus, and the government’s economic support plans.
