Today, Thursday, March 11, 2021, a member of the Parliamentary Finance Committee, Jamal Cougar, confirmed that the Federal Budget Law for 2021 cannot be passed partially in response to the requests to vote on the budget with the postponement of resolving the exchange rate paragraph and Kurdistan’s share in it until final agreement regarding them.

Cougar said in an interview with him (Baghdad Today), “Passing the budget bill with the postponement of the vote on the Kurdistan quota and the exchange rate due to deep disagreements about them is impossible.”

He added that “the exchange rate of the dollar is decided and the House of Representatives does not have any authority to pass it,” noting that “the budget cannot be passed without deducting the share of the Kurdistan region in it.”

Member of Parliament, Asaad Al-Morshedy, confirmed yesterday, Wednesday, that the session of the House of Representatives set for next Monday to put forward the budget bill for 2021 will be decisive, given that the only victim is the citizen from the delay in passing the budget.

Al-Morshidi said in an interview with (Baghdad Today), “The budget is ready for voting and the parliamentary finances have sent the bill to the Presidency in order to put it to vote next Monday.”

He added that “political differences between Baghdad and Erbil were behind the delay in approving the draft budget, and therefore it is inevitable to pass it in the next parliament session.”

And that “all economic projects are stalled in the country because of the delay in approving the budget, so the Iraqi citizen is the only one affected by what is happening,” stressing that “the dismissal will be said to Parliament regarding the passing of the budget.”

Today, Thursday, the Parliamentary Finance Committee clarified the fact that the budget decision is linked to the Federal Court’s law.

Committee member Thamer Theban Al-Hamdani said, “Monday is a fixed date for voting on the  budget law ,” stressing that “the budget will pass whether or not there is an agreement with the region.”

He pointed out that “there is a possibility for a change in the price of a barrel of oil in the budget,” explaining that “the Federal Court law has nothing to do with resolving the budget law at Monday’s session.”

Shafaq News / The First Deputy Speaker of Parliament, Hassan Karim Al-Kaabi confirmed, on Wednesday, that Parliament has proceeded to complete the legislation of the Federal Supreme Court law to end the “most important obstacle” facing early elections, indicating that they will take place as scheduled.

Al-Kaabi pointed out, “The House of Representatives will, during the coming days, proceed to vote on the remaining articles of the Federal Supreme Court bill to end the main obstacle to holding early elections in the country, especially since the constitution limits the right to ratify election results in the Federal Court.

He stressed that “early elections must be held on the scheduled date as it is a popular demand, and most of the political blocs are completely in agreement to complete all preparations and requirements related to conducting them on the date set by the government on the tenth of October of this year.”

The deputy speaker called on the UN mission and all political forces to “cooperate with the members of the commission and to show all possible facilities to it, away from political conflicts and in a way that guarantees the success of the electoral process in Iraq and its importance in implementing the required reforms to the people.”

For its part, Blashardt expressed “the mission’s readiness to fully coordinate with the legislative and executive authorities and the committees in charge of the election file, and to harness all capabilities for everything that would lead to the success of all stages of the electoral process and entrust the commission in its duties to complete the tasks entrusted to them.”

Today, Thursday, the General Secretariat of the Council of Ministers sent to the Central Bank of Iraq a mechanism for granting loans to projects without interest or reduced interest by making use of the amounts allocated to finance these projects and supervising them with the aim of activating the private sector and facilitating its procedures.

Kurdistan insists on solving the problems with the federal government fundamentally

Baghdad / Obelisk: The Prime Minister of the Kurdistan Regional Government, Masrour Barzani, on Thursday  March 11, 2021, issued a statement  on the occasion of the fifty-first anniversary of the March 11, 1970 agreement.

Barzani said in a statement, followed by the “obelisk”, that on this occasion we stress to radically solve our problems with the federal government on the basis of preserving and guaranteeing the constitutional rights of the people of Kurdistan and laying the foundations and principles of the federal system in Iraq.

Barzani renewed his call to resolve the differences and outstanding issues between Erbil and Baghdad.

The Kurdistan region is witnessing a financial crisis as a result of its inability to disburse the salaries of employees, and for a long time the negotiations between the two sides have not been interrupted, but the outstanding issues are as they are, especially the oil file and financial dues for Erbil with the federal government in Baghdad and the issues of border crossings.
