Shafaq News / The Iraqi Council of Ministers held, on Tuesday, a regular session headed by Mustafa Al-Kazemi, during which the latest developments in the country were discussed, in addition to discussing the topics included in its agenda, during which six new decisions were taken.

According to a statement issued by his office, received by Shafaq News, Al-Kazimi confirmed at the beginning of the session that there were attempts to obstruct the work of the government in light of the many challenges facing the country, and that the government had succeeded in preventing the economic and financial collapse of the country, and it took an important reform step represented by the white paper This contributed to continuing to pay salaries regularly, after there were those who were betting on the collapse of the situation.

He indicated that the central bank’s reserves had grown and increased by four billion dollars, after accusations by the government that it would bankrupt the reserve, stressing that the government was able to limit the corruption of the notorious currency auction, and it has become a thing of the past.

Al-Kazemi directed all ministers not to repeat the mistakes of previous governments in dealing with strategic files, and not to deal with bureaucracy with these important files, which leads to disrupting the provision of services to citizens and the completion of projects, stressing the importance of diagnosing challenges and not giving in to them, and working to overcome obstacles and move forward in stages XD.

The Prime Minister also directed the ministries of health, finance and planning to work towards ending the file of hospitals that have been lagging since 2009 and before, and to make the utmost efforts to accomplish them. He also directed his Excellency to deal with the purchase of vaccines directly with countries and manufacturers, and to prevent dealing absolutely with intermediary companies. 

On foreign affairs, Al-Kazemi stressed that Iraq has succeeded in returning to its important role externally, and that there is great confidence in it now, for the important roles it played in the field of appeasement and dialogue.

The Minister of Health and Environment presented a report on the developments of the work of the Committee for Promoting Governmental Measures in the areas of prevention and control of health and awareness regarding limiting the spread of the Coronavirus, as well as the government efforts and the efforts of the Ministry of Health to confront the pandemic in light of the increasing number of cases of the disease.

After the Council of Ministers discussed what was included in its agenda, it issued the following decisions:

First / The Ministry of Finance finances the amount of trusts (11664921600) dinars, only eleven billion six hundred and sixty-four million nine hundred and twenty-one thousand and six hundred dinars, for the purpose of spending them on hospital projects run by the Turkish company from the Ministry of Finance / Accounting Department as an exception from the instructions, and the Ministry of Health By completing the necessary legal procedures and settlement procedures.

Second: Approving the controls of replacing medical devices and equipment from the Ministry of Planning, and accompanying its letter numbered (4/7/1434 in 1/20/2021), as an exception to the public auction procedures stipulated in the Law on Sale and Leasing of State Funds (21 of 2013). Third / Approval of the recommendations with numbers (2,3,4) confirmed in the Ministry of Health book numbered number (1114) on 3/2/2021 attached to it.

Fourth / The Ministry of Finance funded an amount of $ 15,000 from the Ministry of Water Resources’s allocations for the account of the Arab Ministerial Council for Water, for the value of the ministry’s participation in the council for the years (2019, 2020, 2021) as a voluntary contribution.

Fifth / Approval of the recommendation of the Ministerial Council for Human Development regarding the framework of the technical and professional qualifications framework system for Iraq, according to the following:

Approving the framework of the technical and professional qualifications framework system for Iraq, taking into consideration the comments of cabinet members during the session.

Sixth / Approval of the following:

1- Authorizing the Director General of the Iraqi Civil Aviation Authority and the agency of Mr. (Nael Saad Abdul Hadi) the authority to negotiate and sign the amendment of Article 22 of the Air Transport Agreement between the Government of the Republic of Iraq and the Government of the Republic of Serbia, based on the provisions of Article (80 / Clause Six) of the Constitution.

2- The Ministry of Foreign Affairs prepares the necessary authorization document in the name of the Government of the Republic of Iraq for the Director General of the Civil Aviation Authority and agency, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.

The minister said that “the deficit in the 2021 budget fell to about 30 trillion dinars, while the price of a barrel in the budget was based on $ 45.”

He added, “It also included paragraphs that support the poor, social care, and support for anti-Corona efforts in the 2021 budget.”

The Minister of Finance expected that “the House of Representatives will set the application of income tax on all salaries and allowances.”

In response to the parliamentary demands to amend the exchange rate, Allawi said, “The dollar exchange rate is a governmental decision that cannot be changed daily as desired,” indicating that “the markets have accepted the current exchange rate and will give incentives over the coming years to the private sector and strengthen reserves.”

The minister promised to “find stability by paying the employees’ salaries on time.”

A member of the Parliamentary Finance Committee, Muhammad al-Shabaki, confirmed, on Tuesday (March 2, 2021), that today’s meeting between the Presidency of the House of Representatives and the leaders of political blocs will settle disputes over the 2021 budget bill.

Al-Shabaki said, in an interview with (Baghdad Today), “The House of Representatives and the political forces are determined to pass the 2021 budget bill as soon as possible.”

He added, “Today’s meeting between the Presidency of Parliament and the political forces will witness reaching an agreement and agreeing to resolve differences over the budget, especially with regard to the region’s proportion, as it is the main obstacle in passing the project.”

Al-Shabaki expected, “After today’s meeting, the draft budget bill will be voted on Thursday of this week, and this matter certainly depends on the results and understandings of the meeting.”

And the Speaker of the House of Representatives, Muhammad al-Halbousi, set today, Tuesday, a date for a meeting with the heads of political blocs to resolve the budget laws and the Federal Court.

Al-Halbousi said during the parliament session yesterday, Monday, that “it was decided on Tuesday to meet the Presidency of the Council with the heads of political forces on the necessary laws in the corridors of the Council, including the Budget Law to expedite its approval, in addition to the Federal Court law.”

Earlier in the day, the former Minister of Construction and Housing, two Rikani banks, spoke about the latest developments regarding the ongoing negotiations between Baghdad and Erbil regarding the provisions of the 2021 budget bill, while it is expected that it will be presented to the vote next Thursday.

Rikani said, in a press interview, followed by (Baghdad Today), that “the oil agreement is present and agreed upon, and nothing can be added to it, but the dispute revolves around the drafting of the text of the agreement. Should Kurdistan receive 250 thousand barrels and fix it in the budget, or add a clause that obliges a region Kurdistan delivers all its oil after deducting the value of the wages of producing and operating companies in Kurdistan and deducting domestic consumption. 

He added, “The disagreement between the political parties revolves around the nature of drafting the text of the agreement.”

The former Kurdish minister expressed his hope that “the political blocs will reach an agreement in the coming hours in order to present the budget law to a vote next Thursday.”

The financial advisor to the Prime Minister, Mazhar Muhammad Salih, revealed, today, Tuesday, positive proposals to establish a sovereign wealth fund in which funds are deposited equivalent to the current compensation for the Kuwait war, in line with the reform white paper.

Saleh said, “We have positive ideas and proposals to establish an Iraqi sovereign wealth fund, in which amounts equivalent to the compensation for the Kuwait war are deposited after the payment of these compensation in the coming months, and it is managed along the lines of the generational funds.”

He added, “It is a sovereign investment resource for Iraq, in line with the white paper launched by the government to strengthen and reform the structure of the Iraqi economy.”

Saleh explained, “There is nothing left of the Kuwait war compensation, but an amount that may be less than 2.5 billion dollars out of 52 billion dollars until the moment, as  3% of the proceeds are still deducted from every barrel of Iraqi crude oil that is exported, through a mechanism and a bank account that the bank takes over The Federal Reserve in New York, pursuant to a subsequent Security Council Resolution No. 1483 in May 2003. ”

He pointed out that “the deductions are currently paid through the United Nations Compensation Fund” UNCC “, expecting that” all the remaining compensation will end within a year or a little more, depending on the evolution of oil prices and the proceeds of a barrel of Iraqi oil. ”
