The Parliamentary Finance Committee expressed, on Monday, its surprise at the urgent loan that the government offered from the international monetary, stressing that it had no knowledge of the loan and was not included in the budget law.

A member of the Finance Committee, Jamal Cougar, told “the information” that “any borrowing made by the government is either included in the budget law or submitted to Parliament for a vote on it before borrowing.”

He added that “Parliament has no knowledge of the sudden borrowing that was announced by the government and was not included in the budget law,” noting that “this loan is illegal.”

“The committee intends to reduce the budget deficit by canceling the existing loans in it, and now it is surprised that the government borrows an urgent loan from the International Monetary Fund,” Couger said, pointing out that “all IMF loans are harmful because they have great conditions and restrictions.”

He continued, “The committee will host the advanced cadre of the Al-Kazemi and Finance government to inquire about these loans and the mechanisms for their disbursement.”

The meeting stressed, according to the statement, the need to open the borders between the two countries to trade movement after it stopped due to the pandemic, while tightening commitment to preventive measures, appreciating Kuwait’s stances in support of Iraq during crises, the latest of which is the Corona pandemic crisis, which was represented by sending liquid oxygen trucks to the health institution.

For his part, the Kuwaiti Prime Minister offered his condolences to Iraq for the victims of the last two bombings in Baghdad, stressing his country’s support for the government and people of Iraq, and the continued expansion of the horizons of cooperation between the two brotherly countries at all levels.

{Baghdad: Al Furat News} The Parliamentary Finance Committee revealed the results of its meeting with the Kurdistan Regional Government delegation.

Committee rapporteur Ahmed Al-Saffar said, in a press statement, that “the regional government agreed to display all data and disclosures regarding the oil file and other revenues.”

He added, “It is likely that a final agreement will be reached at the next meeting after the federal government is informed of all the data on export operations, customs files and border crossings in the region.”

The Parliamentary Finance Committee also decided not to vote on any text in the 2021 budget that contravenes the provisions of the Financial Management Law.

The meeting of the Parliamentary Finance Committee ended Monday evening with the delegation of the Kurdistan region headed by Qubad Talabani about the region’s share in the draft federal budget law for 2021.

Talabani had arrived in the capital Baghdad on Monday evening, while he was scheduled to start holding a series of meetings within the framework of the visit.

Under Article 11 – First, the draft budget law stipulates that the dues should be settled between the federal government and the Kurdistan region for the years 2004 through 2020, after the Federal Office of Financial Supervision, in coordination with the Kurdistan Regional Office of Financial Supervision, audited them. 

Also, starting from the year 2021, the Federal Ministry of Finance will download the debt installments owed by the Kurdistan Region granted to it by the Iraqi Commercial Bank and schedule it over ten years.

Article (11-second) of the draft law obliges the Kurdistan Regional Government to deliver 250 thousand barrels of crude oil per day of crude oil produced from its fields, and to hand over oil and non-oil revenues to the state treasury exclusively.

The draft budget law obliges the Kurdistan region to pay the salaries of the Peshmerga for the year 2021 out of the allocations allocated within the budget of the region for the mentioned year and against the calculation of compensation for employees.

According to the tables attached to the draft budget, the expenditures of the Kurdistan Region were estimated at 13.9 trillion dinars, in addition to 923.4 billion dinars within the sovereign expenditures.

Shafaq News / An informed source revealed the results of the Kurdistan Regional Government delegation’s meeting on Monday evening with members of the Finance Committee in the Iraqi Parliament.

The meeting was held in the Iraqi Parliament building in Baghdad to discuss the Kurdistan Region’s share in the federal financial budget for the current year.

The source told Shafaq News that the meeting dealt with the region’s share of the budget, as well as exporting Kurdistan Region’s oil through the Iraqi Oil Export Company, “SOMO”, owned by Baghdad.

The source indicated that the Kurdistan Regional Government delegation informed the Parliamentary Finance Committee that there is no objection to the regional government to export oil through the federal government.

And the source added, “There will be another meeting that will be held tomorrow, also, to fix these items in the budget.”

Earlier Monday, the delegation arrived in Baghdad and included Minister of Finance Awat Sheikh Janab, Minister of Planning Dara Rashid, Minister of the Region Khaled Shawani, and Chief of the Cabinet of Ministers of the region Omid Sabah.

A party source told Shafaq News that the KRG delegation will go through a series of “decisive” meetings during the next twenty-four hours to confirm the agreement concluded between Baghdad and Erbil regarding the region’s share as contained in the draft budget.

According to the agreement concluded between the two governments, the region’s share amounts to about 12.6 percent of the budget, in addition to paying the salaries of the Peshmerga, in return for handing over the region’s revenues from the sale of 250 thousand barrels per day of oil extracted from the fields of the region.

The meetings come to ensure that the various parties agree on the provisions of the draft budget related to the Kurdistan Region before submitting it to a vote in Parliament.

The Kurdistan Region has been suffering from a stifling financial crisis, as Baghdad has cut the salaries of the region’s employees since last April.

Talabani’s spokesman, Samir Hawrami, told Shafaq News that Talabani went to Baghdad today to install the agreement concluded at the end of 2020 between the governments of Iraq and the region and determine the region’s share in the budget bill for 2021.

A high-ranking delegation from the Kurdistan Regional Government arrived yesterday, Sunday, to the capital, Baghdad, to engage in a new round of talks in order to secure the region’s share in the federal financial budget for the year 2021.

The delegation included: Minister of Finance Awat Sheikh Janab, Minister of Planning Dara Rashid, Minister of the Region Khaled Shawani, and Chief of the Cabinet of the Provincial Council of Ministers, Omid Sabah.

The Finance Committee in the Iraqi Council of Representatives has been conducting, for more than two weeks, a series of meetings in the parliament building with the aim of collecting observations and making the necessary amendments to the draft budget law.

Parliamentarians and politicians say that the budget needs political consensus, so a political delegation from the region will visit Baghdad later this week with the aim of reaching an agreement with the blocs not to block the passage of Kurdistan’s share in the budget.
