Intel: Biden to pick Brett McGurk for top White House Middle East role

Picking the former defeat-ISIS envoy to oversee US Middle East policy sends a strong signal to Turkey.

President-elect Joe Biden is expected to choose Brett McGurk, the former envoy to the US-led international coalition to defeat the Islamic State (IS), for the lead role in the White House overseeing US policy in the Middle East and North Africa.

McGurk’s selection as National Security Council senior director for Middle East and North Africa was first reported by The New York Times and CNN and confirmed to Al-Monitor by a former US official familiar with the decision.

Why it Matters: McGurk previously oversaw the formation of the US-led, multinational military coalition to destroy IS in Iraq and Syria. He was appointed to that position in 2015 by then-President Barack Obama and stayed on until moving up his resignation following President Donald Trump’s snap order to withdraw US forces from Syria in December 2018.

His expected appointment will likely send a strong signal to Turkey and could complicate the Biden administration’s efforts to reset relations with the NATO ally.

McGurk was seen by some senior Turkish officials as the face of a US policy to arm the Syrian People’s Protection Units (YPG) in the fight against IS. The YPG has ties to the Kurdish People’s Protection Units (PKK), which has waged an intermittent insurgency against Turkey’s government since 1984.

The former envoy has criticized Trump’s orders to withdraw US forces from Syria and has lambasted Turkey’s military incursion against the YPG. He has also criticized Turkey for not securing its southeastern border as foreigners streamed into Syria to join IS earlier in the conflict.

McGurk is the latest former Obama-era official to be tapped by the incoming Biden administration. Wendy Sherman, who served as undersecretary of state for political affairs during the Obama administration and was a lead negotiator in the 2015 nuclear negotiations with Iran, is set to become deputy secretary of state under Antony Blinken, Politico first reported.

Victoria Nuland, former assistant secretary of state for European and Eurasian Affairs who led the Obama administration’s diplomatic response to Russia’s invasion of Ukraine, has also reportedly been tapped for undersecretary of state for policy.

The picks suggest Biden intends to take a tougher stance toward Turkey’s President Recep Tayyip Erdogan and Russian President Vladimir Putin than Trump, and that he intends to lead Iran policy with diplomacy rather than sanctions and military force.

What’s Next: More veterans of the Obama administration are expected to be announced by the Biden team in the coming weeks. Democrats gained control of the Senate on Wednesday in narrow runoff voting in Georgia, opening the path for the president-elect’s nominees to be approved.

Parliamentary Finance officially receives the budget and announces the date of the parliament session

{Baghdad: Al Furat News} The Parliamentary Finance Committee announced today, Wednesday, that it has formally received the draft federal budget bill for 2021.

Committee member Jamal Cougar said in a press statement, “The committee has officially received a copy of the draft federal budget law for the current year 2021, from the Presidency of the House of Representatives.”

He added that “the House of Representatives will hold a session next Saturday to conduct the first reading of the budget bill,” indicating that “the committee will make its observations on the draft budget law after the first reading.”

Cougar stressed, “The House of Representatives will not hold a session tomorrow, Thursday, to hold the first reading of the federal budget bill.”

And the media had reported news that the House of Representatives would hold a session tomorrow, Thursday, to hold the first reading of the federal budget bill for the current year 2021.

It is noteworthy that the Speaker of Parliament, Muhammad al-Halbousi, announced on the 29th of last month the arrival of the government’s 2021 fiscal budget bill and the extension of the current legislative term for one month, in order to complete many important legislations for the coming period, including the budget.

His deputy, Bashir Al-Haddad, affirmed that “the legislative procedures to complete the federal budget law may take 20-30 days, and that the parliament will begin the first reading of the bill in early January.” 

“There will be serious and intense discussions towards reducing unnecessary expenditures in the budget law, and reducing the deficit ratio for the benefit of the middle classes, the poor and those with low incomes,” he added.
