The Parliamentary Finance Committee announced, on Tuesday, the date of a session to discuss the draft budget law next year.

Committee member Shirwan Mirza said, “The draft budget law is with the Presidency of the Council,” indicating that they are “awaiting the decision of the Presidency to hold a budget discussion session.”

He added, “The date of the session may be set before the New Year, and in the event that it is not held, it will be held after the New Year,” noting that “the constitution provides for the extension of the legislative term upon the arrival of the budget bill in order to speed up its approval, and the legislative holiday will be postponed.”

It is noteworthy that Parliament Speaker Muhammad al-Halbousi announced earlier today, the extension of the first legislative of the third legislative year for a period of one month, in order to complete many important legislations for the period.

A member of the Kurdistan Democratic Party, Repin Salam, confirmed today, Tuesday (December 29, 2020) that the President of the Kurdistan Region, Nechirvan Barzani, will visit the capital, Baghdad, after the New Year holidays, while indicating that the implementation of the agreement will take place after the political blocs guarantee his support.

Salam said in an interview with (Baghdad Today), “Barzani’s visit has been postponed to the beginning of next year, during which many meetings and dialogues will be held.”

He added, “Barzani will meet with the leaders of political blocs, because he wants to secure the support of those blocs for the agreement concluded between Baghdad and Erbil regarding the region’s share of the budget, because the government is not able to implement the agreement.”

He added, “There is no oversight over the House of Representatives because of the constitutional vacuum as a result of the absence of the Federal Court, and this makes agreements and laws vulnerable to violation, so we seek to obtain political guarantees before starting to vote on the budget.”

Earlier in the day, the deputy of the Patriotic Union of Kurdistan, Hassan Ali, confirmed that the share of the Kurdistan region in the 2021 budget is 12 % .

Ali said in an interview with (Baghdad Today), “The budget for next year needs political consensus with the parliamentary blocs, in order to pass it, especially with regard to the region’s share of 12% of the 2021 budget.”

He continued, “I think that the budget will pass even though it is currently going through a phase of natural discussions and objections,” noting that “the region’s share of the budget amounts to 13 trillion dinars annually / including the salaries of employees and the Peshmerga and the budget allocated to development projects, which is a good percentage.”

He added, “We need the unity of the Kurdish position in Baghdad, with regard to the understandings with the political blocs, before they are put to the initial vote in the House of Representatives.”

Negotiations were held between the Kurdistan Regional Government and the central government in Baghdad, to discuss the region’s share of next year’s budget, which was approved by the Council of Ministers about a week ago, and it is hoped that it will reach the House of Representatives today, Tuesday.

The exchange rate of the US dollar approached the 1450 dinars barrier in most Iraqi markets this afternoon, after more than 10 days, in which the price difference from the official 1460 dinars was clear, as it did not exceed in the past days in most provinces the 1430 barrier.

The selling price on the stock exchange companies in Baghdad reached 1440 dinars for sale to citizens, while the purchase price was 1425 dinars.

In Diyala, the selling price was 1,440 dinars, and the purchase price was 1,420 dinars in most exchange offices.

In the Kurdistan region, the exchange rate rose slightly, reaching 1,440 dinars for sale and 1,410 for purchase.

The cities of southern Iraq recorded the highest exchange rate this evening, which reached 1450 for sale and 1420 for purchase.

Transport to Euphrates News: Tomorrow, the official signing of the contract with Daewoo for the implementation of the port of Faw

(Baghdad: Al Furat News) The Ministry of Transport announced that its Iraqi Ports Company will sign tomorrow, Wednesday, with the Korean Daewoo Company, the implementation contract for the Faw Port project.

The media advisor to the ministry, Faleh Hadi, told Al-Furat News that “the signing ceremony will be attended by the Prime Minister (Mustafa Al-Kazemi) and will be held tomorrow at the ministry’s headquarters.”

The contract between the Ministry of Transport and the Korean Daewoo Company was scheduled to be formally signed last Sunday, as previously announced by the General Director of the General Company for Iraqi Ports, Farhan Al-Fartousi.

Al-Fartousi said in a press conference last Wednesday, that “the value of the contract that the Presidency of the Council of Ministers authorized the Ministry of Transport to sign with the Korean Daewoo company amounts to two billion and 625 million dollars and includes the construction of 90 berths, fifty of them for containers, 12 for bulk cargo and a number of others for oil berths with a total capacity of two million Per year container and the maximum capacity is 3 million containers.

Al-Fartousi stated that “the amounts are secured for the implementation of the project until the middle of 2022 or more, at 400 billion dinars from the borrowing law recently approved by the House of Representatives and more than 600 billion dinars from the 2021 budget,” adding that “the large Faw port project will be implemented according to the approved specifications and designs. By the Italian consulting company, “pointing out that” the project will provide job opportunities of up to 15,000 opportunities. ”

It is noteworthy that the Council of Ministers, in its 21st session this month, authorized the Ministry of Transport to contract with the Korean company to implement work on building the Faw Port project.

Shafaq News / Cabinet spokesman, Hassan Nazim announced, on Tuesday, that the council voted on a package of decisions most in the economic and service sphere, while noting that the numbers contained in the 2021 budget are not limited to one fiscal year.

Nazem said in the weekly press conference, which was attended by Shafaq News Agency, that the Cabinet voted in its last session on several decisions, most notably, addressing the Nasiriyah refinery project, supporting the implementation of the South Refinery project by a Japanese company, and continuing to implement the Hilla sewage project.

He added that the Council voted to authorize the Ministry of Transport to contract the purchase of two ships to modernize the maritime fleet.

Nazem stated that the 2021 budget law is the beginning of the implementation of the comprehensive reform plan, and that the white paper is the beginning of the desired reform, indicating that the government deals wisely and patiently with the security and economic crises.

He pointed out that the figures in the 2021 budget are not subject to one fiscal year only, adding that no single budget or one year can fix the repercussions of previous years.

Pompeo and his Qatari counterpart discuss the situation in Iraq

{International: Al Furat News} Discussed the US Secretary of State, Mike Pompeo, with his Qatari counterpart, Mohammed bin Abdulrahman Al Thani, the situation in Iraq.

The Qatar News Agency (QNA) said, in a tweet on Twitter, that “the Deputy Prime Minister and Minister of Foreign Affairs received a phone call from the US Secretary of State, during which they reviewed bilateral cooperation relations and the developments of the Gulf crisis.”

The two ministers also discussed, according to the Qatari agency, “developments in the situation in the region, especially the situation in Iraq, in addition to issues of common concern.”

This comes while Iraq is witnessing an escalation after the bombing of the US embassy in Baghdad and the accompanying US, Iranian and Iraqi statements alike.

The outgoing US President Donald Trump announced – via Twitter – that he would hold Iran responsible in the event that any American was killed, and it must think carefully.

Iranian Foreign Ministry spokesman Saeed Khatib Zadeh responded to Trump and the US Central Command’s statements, saying: Such repeated statements and accusations are unfounded, considering that they come within the framework of the accepted policy of drop by the White House for the purpose of misleading the very difficult conditions that are going through Trump now has it.

He added yesterday that “Iran has always announced its refusal to target diplomatic and residential centers. On this particular issue, the finger of blame is directed at America itself and its partners and allies in the region who are seeking escalation and stirring up new seditions.”

Yesterday, the Iranian ambassador to Iraq, Iraj Masjedi, announced his country’s refusal to target diplomatic missions in Iraq, including the US embassy.

Masjedi said in a press statement carried by the Iranian Fars News Agency that Iran “has never been involved in targeting the American embassy. We do not know who targets the American embassy. We will never accept such action. We do not support any party in targeting the American embassy. We do not want Iraq to be an arena for war with United State”.

The Speaker of Parliament, Muhammad al-Halbousi, announced today, Tuesday (December 29, 2020) the extension of the current parliamentary legislative term for a period of one month, after the arrival of next year’s budget bill to Parliament.

Al-Halbousi said in a statement received (Baghdad Today), “The House of Representatives extends its first legislative chapter of the third legislative year for a period of one month, in order to complete many important legislations for the coming period.”

He added, that among the projects that must be completed, “the draft federal budget law for the fiscal year 2021, which arrived today in the House of Representatives.”

Earlier in the day, the First Deputy Speaker of Parliament, Hassan Al-Kaabi, announced the arrival of the draft budget bill for the fiscal year 2021 to Parliament .

The spokesman for the Council of Ministers, Minister of Culture, Hassan Nazim, said yesterday, Monday, that the Council of Ministers signed the draft general budget bill for the fiscal year 2021, and will send it to the House of Representatives.

Member of Parliament’s Economic and Investment Committee, Nada Shaker Jawdat, said today, Tuesday (December 20), that the World Bank is seeking to increase the exchange rate of the dollar against the Iraqi dinar.

In an interview with (Baghdad Today), Jawdat indicated that “the World Bank wants to increase the exchange rate of the dollar against the Iraqi dinar, more than the current price.”

“But this matter is rejected by parliament, and we will not accept any new increase, whatever the reasons,” she added.

Jawdat indicated, “The World Bank, and even the International Monetary Fund, submitted a proposal before the government of Mustafa Al-Kazemi raised the price of the dollar recently, but these international bodies want to raise the price further, and this matter harms the living situation of the Iraqi citizen, especially with the high percentage Poverty and unemployment in the country. ”

Ihsan Shamran, a consultant at the Central Bank of Iraq, revealed that the Ministry of Finance provided two reasons for raising the exchange rate of the dollar against the dinar, while noting that the Iraqi dinar is strong and will not collapse according to two international standards.

“There was a dialogue for the Central Bank and the Ministry of Finance with the International Monetary Fund to raise the exchange rate to 1450 dinars against the dollar to improve the performance of public finances,” Shamran said in a televised interview.

He added, “There are two reasons presented by the Ministry of Finance to raise the exchange rate during its discussions with the Central Bank. The first is the decline in the state’s resources due to low oil prices, and the second reason is to create competition in the Iraqi economy that allows national production to be strong in front of the foreign commodity. On the other hand, the vulnerable classes must be supported with a fund and a special account To support them with financial grants. ”

Regarding concerns about the collapse of the value of the dinar against the dollar due to a change in the exchange rate, Shamran said, “According to international standards, the Iraqi dinar is one of the strong currencies because there is a reserve of funds in the Central Bank that exceeds 60% of the source for trading as a condition for considering it strong and this is the first criterion for its strength.”

He added, “International standards stipulate that the currency should be strong and not collapse, that there should be reserves that secure 6 months of foreign trade, and the current reserves of the bank secure 26 months.”

The Kifah Stock Exchange recorded 143,100 dinars against 100 US dollars, while the exchange rates were recorded on Monday, in the Kifah Stock Exchange, 141,900 dinars per 100 dollars. 

As for the exchange rate in the local market, it also rose, as the selling price was: 144,000 dinars per 100 dollars. The purchase price is 142,000 dinars per 100 dollars.

Iraqis fear that adjusting the foreign exchange rate will have negative repercussions on the poor and those with limited income, while claims are renewed in holding accountable the looters of public money, canceling the privileges of the political class, and reducing the salaries and privileges of MPs.

One of the reasons for the crisis is that previous government eras were preoccupied with political conflicts and consolidating centers of political and economic influence, instead of making development a priority.
