Yesterday, Iraqi Foreign Minister Fuad Hussein and Washington’s Ambassador in Baghdad Matthew Toller discussed three files, including ways to implement the outcomes of the strategic dialogue between the two countries.

The Iraqi Ministry of Foreign Affairs said in a statement, that «the two parties discussed bilateral relations and how to deal with the outcomes of the strategic dialogue between the two countries, practical ways to implement them, and mechanisms to provide support to Iraq in various fields».

The two sides held a strategic dialogue to regulate their relations during a visit by the Iraqi Prime Minister, Mustafa Al-Kazemi, to the American capital last August.

On the security level, the Security Media Cell in Iraq announced yesterday the bombing of Iraqi F-16 planes, an addition to the terrorist organization ISIS, in Khanaqin, Diyala Governorate. The cell said, in a press statement: “The Iraqi Air Force F-16 aircraft carried out at dawn Tuesday, an air strike on a guesthouse of ISIS terrorist gangs in the Al-Zour region on the Diyala River in Khanaqin within the Diyala operation sector.”

Last month, Diyala Province witnessed the killing of 5 members of one family in an ISIS operation.

In a related context, the Iraqi Intelligence Agency announced yesterday the arrest of three suicide bombers in Nineveh. The Federal Intelligence and Investigations Agency said, in a press statement yesterday, broadcast by the Iraqi News Agency: Its detachments represented by the Nineveh Intelligence Directorate at the Ministry of Interior managed to arrest three terrorists wanted in accordance with the provisions of terrorism for their affiliation with the terrorist gangs of “ISIS”. She added that the detainees worked as part of the so-called “immersion suicide bombers battalion”, indicating that they had confessed during preliminary investigations with them that they belonged to those criminal gangs. It indicated that “the terrorists have been placed in detention to complete the investigations and take legal measures against them.” 

In addition, one of the militia members of the “Popular Mobilization” militia was killed and another was wounded in an attack in the “Abd Weiss” area of “Jurf al-Nasr” district northwest of Hilla, the capital of Babel Governorate. In addition, a member of the “crowd” was injured when an explosive device exploded near a checkpoint in the “Bahbahan” area in the same governorate.

In the Iraqi capital, a security source reported that three people were killed and two others injured in a clan conflict in which light and medium weapons were used in the al-Shula area north of Baghdad.

An intelligence agency statement stated that the security forces killed a terrorist and wounded another while they planted an explosive device on the road linking the cities of Kirkuk and Tikrit, north of Baghdad. Despite the announcement at the end of 2017 that ISIS would be eliminated militarily in Iraq, the organization’s cells are still active in the country. 

In another context, an Iraqi security source said yesterday that government security forces removed the protesters’ tents in the main sit-ins in the city of Najaf. The source said, “The security forces imposed tight security measures in conjunction with the removal of a number of sit-in tents.” The security forces had removed the tents of the protesters in Tahrir Square, which is the center of the protests that have continued for 13 months in Baghdad and 10 other governorates, and information indicates that they are preparing to remove the tents of all the sit-in squares in all the provinces.

Shafaq News / The Prime Minister, Mustafa Al-Kazimi, chaired, on Tuesday, a regular session of the Council of Ministers, during which discussions were held on developments in the country, and the topics included in the agenda were discussed.

During the session, developments in the work of the Committee for Promoting Governmental Measures, in the fields of prevention and health control and awareness, were discussed, as well as the governmental measures followed in the field of limiting the spread of the Coronavirus.

And after the Council of Ministers discussed what was included in its agenda, and issued the following decisions:

First / Approval of the minutes of the fourth meeting of the High Commission for the Census attached to the letter of the Ministry of Planning, issue TS / 3/246, dated 08/25/2020, taking into consideration the opinion of the General Secretariat of the Council of Ministers, according to the following:

1- Abolishing paragraph (1) of Cabinet Resolution (108 of 2019), and setting a new date for conducting the General Population and Housing Census in accordance with the provisions of Article 9 of the Statistics Law (21 of 1972), with a statement issued by the Minister of Planning.

2- All ministries send their remarks regarding the population census forms within a maximum period of one month from the date of issuance of this decision.

 Second / Approval of the draft law on financing the expenses of the elections to the Council of Representatives, and referring it to the Council of Representatives based on the provisions of Articles 61 / First and 80 / Second of the Constitution.

Third / Approval of writing off the debts owed by the Independent High Electoral Commission for the rental allowances for the period from 2008 until the end of the year / 2020, which are estimated at (7500000000) dinars, only seven billion five hundred million dinars, provided that the commission above performs its tasks regarding Preparing warehouses and receiving electoral equipment and supplies, in preparation for the upcoming electoral event, based on the provisions of Article (46) of the amended Federal Financial Management Law (6 of 2019).

 Fourth / The Ministry of Defense bears the difference resulting from the conversion of the currency from the dinar to the dollar, whose value is (406,131,88) dollars, from the sums in the surplus dollar currency, which are in the current account of the Ministry of Defense opened in the Iraqi Trade Bank (TBT) and from the investment contract amounts, That the Ministry of Planning and the Ministry of Finance take the appropriate measures regarding the required accounting entries, to record in the records and mark the aforementioned amount, for the purpose of the Ministry of Defense to initiate the opening of the documentary credit required duly and legally, to ensure the installation of medical devices in a general hospital for the armed forces.

Fifth / With regard to my loan to finance the Ministry of Electricity projects implemented by Siemens, it was decided:

1- Adoption of Paragraph (3 / F) of Article 2 Second: Deficit of the Federal Budget Law for the fiscal year / 2019, as a legal basis for borrowing the sums fixed in the Ministry of Finance book number 4664, dated 9/1/2020, to finance the implementation and completion project 8 Turbine units, equipping and supervising (32) other cooling units, and a project to install, install and operate (9) gas turbines for the Wasit gas power station, with a total amount of (438,550,000) euros.

2- Borrowing from the Iraqi Trade Bank, the amount of the advance payment for the two aforementioned projects, amounting to (68,660,051) euros, according to Article (1 / First) of the Law of Internal and External Borrowing (5 of 2020).


1- Financing the fifth phase maintenance projects (PUPOS) for the benefit of the American GE company for the year 2020, with an amount of (250,000,000) dollars, only two hundred and fifty million dollars, through the loan agreement with the concerned export guarantee institutions.

2- Authorizing the Ministry of Finance to borrow from the Iraqi Trade Bank an amount (15%) as an advance payment of the value of the project during the year 2020, which is $ 37,500,000, only thirty-seven million five hundred thousand dollars.

Seventh /

The mission stated, in a statement received (Baghdad today), that “the Special Representative of the Secretary-General of the United Nations in Iraq, Jeanine Hennes Blasshardt, attended a meeting between the three presidencies, the head of the Supreme Judicial Council and the Independent Supreme Council for Elections.”

The statement added, “The meeting dealt with important elements of preparations for the upcoming early elections in Iraq, such as biometric voter registration and review of electronic results management systems,” noting that “the United Nations has renewed its commitment to providing electoral assistance and advice to the government of Iraq and the Independent High Electoral Commission.”

Shafaq News / The US Department of Defense “The Pentagon” announced on Tuesday that it will reduce the number of American forces in Iraq and Afghanistan.

Acting US Defense Secretary Christopher Miller said that the Pentagon will begin withdrawing part of US forces from Afghanistan and Iraq in the coming hours.

Miller added that the number of US forces in Iraq will be reduced from 3,200 to 2,500, and in Afghanistan from about 4,500 to 2,500, according to Reuters.

He indicated that the decision to reduce the forces was taken based on the directions of the outgoing US President Donald Trump and after consulting with the National Security Council and military leaders.

SULAIMANI — Lawmaker of the Kurdistan Parliament Luqman Wardi said on Tuesday (November 17) that the Iraqi government will not transfer the 320 billion Iraqi dinars fund ($268 million) to the Kurdistan Region unless a delegation heads to Baghdad to resolve the outstanding issues on oil and other incomes.

On November 12, the Council of Representatives approved the Fiscal Deficit Financing bill to fill deficits through borrowing 12 trillion Iraqi dinars (some $10 billion) in internal and external loans to finance the salary payments to public servants and other expenditures for the last three months in 2020.

The Kurdish caucuses walked out of the floor debate in protest of the Kurdistan Region’s share from the loans.

On Sunday, the Iraqi Government Spokesperson Ahmad Mulla Talal said that the federal government is committed to sending 320 billion IQD to the Kurdistan Region.

On Monday, the Kurdistan Parliament said in a statement that the expected parliamentary session on Tuesday regarding talks on the federal Fiscal Deficit Financing Law was postponed until further notice.

Wardi told NRT Digital Media that the postponement of the floor debate was at the request of the Kurdistan Regional Government (KRG). “The delaying of the Kurdistan Parliament’s session was that the government intends to send a report before coming to the parliament… we are awaiting that report.”

“The KRG should send a delegation to Baghdad for talks on exporting the Region’s oil through SOMO [state-owned Iraqi State Oil Marketing Organization marketer],” he said. “The Parliament is fostering the government to talk to Baghdad and come to an agreement in order to secure the 320 billion Iraqi dinars for these three months… ..Baghdad is ready to receive the Region’s delegation.”

He also said that the KRG Prime Minister Masrour Barzani should finalizes his European tour and come back to the Region to head to Baghdad with a delegation.

In April, Baghdad cut off all budget transfers to Erbil in retaliation for its failure to send the federal government any of the oil it was required to under the 2019 federal budget law, causing a severe disruption in the Region’s finances.

The two sides reached a temporary agreement in early August where Baghdad would send 320 billion Iraqi dinars, in return for bringing customs procedures at the Region’s international border crossings under federal control.

During a press conference on Sunday, Kurdistan Region President Nechirvan Barzani said the Region is poised to hand over the whole of its oil to the federal government so that the latter transfers 900 billion Iraqi dinars ($753.87 million) to the Region on a monthly basis.

The KRG is falling behind in paying its public sector employees on time and in full for months.

Iraq faces a serious financial shortfall due decline in oil prices marred by the coronavirus pandemic and endemic mismanagement and corruption the country has faced since the fall of the former Ba’ath regime, as the country almost exclusively counts on oil exports to finance its salary payroll and other expenditures.

Shafaq News / The commander of the Peshmerga forces in Sinjar district welcomed   , on Saturday, the agreement concluded between the federal government and the Kurdistan Regional Government regarding the normalization of the situation in Sinjar.

“We are happy with the agreement and coordination between the two governments, as the agreement will contribute to the return of the displaced to their areas, in addition to the expulsion of the illegal forces from Sinjar,” Shsho told Shafaq News.

“The future of Sinjar and its development are linked to the implementation of this agreement,” Shusho noted.

Earlier Friday, Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, providing for the   administration of the judiciary in terms of administrative, security and service jointly.

ISIS invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces regained it the following year.

However, the Iraqi army backed by the Popular Mobilization Forces invaded the region due to the tension between the region and the federal government against the backdrop of the independence referendum in 2017.

The Iraqi authorities installed new officials in the district in place of the elected officials who withdrew from the area to Dohuk Governorate when the Iraqi forces advanced.

There are currently two local governments for Sinjar, one of which was appointed by the federal government authorities, and the second is the elected government, which conducts its business from Dohuk Governorate.

The anti-Ankara PKK also formed a faction loyal to it there, called the “Sinjar Protection Units” and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization Forces.

Kurdish workers reject repeated calls from the Kurdistan Region to leave the region, which is under Turkish attacks from time to time, which impedes the return of tens of thousands of displaced Yazidis to their homes.

And the new agreement will address the issue of duplication of administration, and Al-Kazemi stressed Baghdad’s keenness on Sinjar being free of armed groups, whether internal or from outside the country, in reference to the PKK.

Mirza said in a press interview, “The House of Representatives is waiting for the coming days to arrive. The draft budget bill for the year in order to study and put some paragraphs on it.
“The government has delayed sending the budget according to the law, which stipulates that it should be sent last month to Parliament,” he added.
Mirza indicated that “the House of Representatives is fully prepared to approve the budget and prevent the government from acting alone without a budget. Large reform provisions will be added in order to prevent a major economic collapse that affects the salaries of employees.”
