Parliamentary Finance: Reducing the amount of the borrowing law by 10 to 15 trillion dinars

Time: 11/01/2020 20:46:43 Read: 3,328 times

{Baghdad: Al-Furat News} The Parliamentary Finance Committee suggested approving a borrowing bill to finance the fiscal deficit in Parliament next week.

Committee member Shirwan Mirza said in a press statement today, Sunday, that “the House of Representatives will vote on the fiscal deficit law if it is placed in the paragraphs of the upcoming sessions of the House of Representatives.”

He added, “The vote on the law will be to reduce the amount by 10 to 15 trillion dinars {which is about a quarter of what the government requested}, indicating that” the Federal Ministry of Finance, during its statement, indicated that the solution lies in the continued borrowing of the government, “adding that” it is not possible. ” The government continues to borrow to pay the employees’ salaries. ”

Mirza indicated that “it is necessary for the federal government to find other alternatives to increase financial revenues,” pointing out that “the Finance Committee will hold a meeting with the Central Bank during the current week to discuss this issue.”

The House of Representatives had finished during its session the first reading of the draft law on financing the fiscal deficit submitted by the Finance Committee due to the delay in sending the federal budget for the year 2020 and the spread of the Corona pandemic in the world and the decline in crude oil prices significantly, since the federal government is facing difficulty in financing public spending in order to facilitate Funding the necessary overheads.

Last Monday, the Parliamentary Finance Committee confirmed that the sums requested by the federal government in the draft law on financing the fiscal deficit are very large, indicating that “the federal government requested approval to borrow an amount of 40 trillion dinars to finance the financial deficit, and this amount is very large.”

The committee believed, “The government does not need an amount of 40 trillion dinars, as expenditures need 7 trillion per month, and if we collect these sums for four months, they will be 28 trillion dinars.”

{Baghdad: Al Furat News} The Parliamentary Finance Committee suggested that a draft law on borrowing to finance the financial deficit in the House of Representatives will be approved this week.

“The government’s statement about the lack of liquidity is inaccurate and has liquidity, but it is not sufficient to disburse salaries, and it is possible to fill the deficit with temporary borrowing, which is the prerogative of the Minister of Finance,” said Jamal Cougar, a member of the committee.

He added, “The spokesman for the prime minister announced that the Minister of Finance said that if the parliament does not approve the law, there are other options, and we support that and prefer them to borrowing because it is very difficult and the Iraqi economy does not bear more of them.”

Cougar pointed out that “the Finance Committee continues to discuss the borrowing law and this week the law may be enacted at most, but the government has to present its other options because all the alternatives are better than borrowing.”

“The salaries should be released this week, and the finance minister has the power to borrow temporarily to fill the deficit and convert this temporary borrowing into borrowing within a legal ceiling,” he said.

Parliamentary Finance identifies an external step to resolve the salary crisis and calls on Al-Kazemi to invest it

01/11/2020

Baghdad / Al-Mawred News

Today, Sunday, the Parliamentary Finance Committee called on Prime Minister Mustafa Al-Kazemi to invest in Iraq’s foreign relations to obtain an exception from the decision of “OPEC Plus” to reduce oil production.

Member of Parliament, Ikhlas Al-Dulaimi, said that “the prime minister should take advantage of Iraq’s good relations with major countries to exclude him from reducing oil production that was approved by OPEC to secure financial imports that would save Iraq from the current financial crisis and deficit.”

Al-Dulaimi said, “Iraq faces two options to get out of the salary crisis, either to agree to borrow and to inflict heavy losses on the state, or to face popular pressure and great resentment due to the lack of insurance and regularity of salaries.”

Iraq is currently suffering from the difficulty of distributing the salaries of employees and retirees as a result of the global drop in oil prices on which the federal budget depends, by 90%.

Despite the assurances of the Iraqi Ministry of Finance successive, that salaries are “fully insured”, it is awaiting the legislation of the borrowing law by Parliament in order to be able to release salaries that have been delayed months ago.
