Barzani said in a statement, “We look positively and optimistically to the agreement held today between the federal government and the Kurdistan Regional Government to normalize the situation in Sinjar, and we commend the two delegations negotiating the two sides for the success of the talks and reaching an agreement, and this work is the result of a sense of responsibility and joint action between the parties concerned.” 

He continued: “We extend our thanks, appreciation and special greetings to Prime Minister Mustafa Al-Kazemi, who played a prominent, influential and supportive role for the success of the negotiations and reaching this agreement, and we also thank the support and participation of Jenin Plasschaert, the Special Representative of the Secretary-General of the United Nations in Iraq and her efforts to reach an agreement, and we also thank all the parties that helped It cooperated in this regard. ” 

He went on to say, “This agreement is a correct national step in the interest of all the country, and it will be a reason to rebuild and strengthen confidence between the federal government and the Kurdistan Regional Government, and we hope that other steps will be followed to address all the pending differences between the two sides and a dignified, safe and free return from obstacles for the Yazidi sisters and brothers and all of the people.” Sinjar and achieving stability and reconstruction for the region. ” 

Barzani called for “commitment to implementing the agreement, and we also call on our international partners to provide assistance in reconstructing Sinjar and the region and rehabilitating the infrastructure, which brings security, stability and social peace, and deepening coexistence and tolerance among the components.”

The federal government and the Kurdistan Regional Government announced Friday evening a joint agreement on normalizing the situation in the Sinjar district of Nineveh Governorate.

The agreement includes, according to a statement by the Prime Minister’s Office, “restoring stability in the Sinjar district, many administrative, security and service points. The administrative aspect is agreed upon with the Kurdistan Regional Government and Nineveh Governorate, taking into consideration the demands of the people of the judiciary.”

The statement added, “Everything that is security falls within the scope and powers of the federal government in coordination with the Kurdistan Regional Government, and the service side will be the responsibility of a joint committee between the federal government, the regional government and Nineveh Governorate.”

In his comment on the agreement, Prime Minister Mustafa Al-Kazemi affirmed that “it would accelerate and facilitate the return of the displaced to the judiciary,” stressing that “the federal government, in coordination with the regional government, will play its primary role in order to properly implement the agreement, to ensure its success, in cooperation with the people of Sinjar first, and he also stressed the government’s keenness and seriousness for Sinjar to be free of armed groups, whether local or from outside the borders.

While the mayor of Sinjar district in Nineveh province, Mahma Khalil, confirmed to the Euphrates News that the agreement includes removing the PKK forces from the judiciary.

As for the president of the regional government, Masrour Barzani, he said, “The agreement will be the beginning of the implementation of Article 140 of the constitution,” he said.

US comment on the Baghdad-Erbil agreement regarding Sinjar

The US embassy in Baghdad welcomed the agreement reached by Baghdad and Erbil, on Friday, regarding the city of Sinjar, and said in a message on its Facebook account that it looks forward to being fully implemented.

The embassy added, “The United States of America congratulates the Iraqi government and the Kurdistan Regional Government for reaching a joint cooperation agreement in Sinjar. We look forward to fully implementing it and we hope that this agreement will lead to lasting security and stability for the Iraqi people in northern Iraq.”

The Sinjar agreement was also supported by the United Nations, and the representative of the Secretary-General of the United Nations, Jeanine Plasschaert, who attended the signing ceremony, said that it is “a historic day for Sinjar after the massacres that its sons lived at the hands of ISIS gangs, and the hardships they suffered after the expulsion of ISIS.”

“It is a real beginning for the return of the displaced to their areas, and the United Nations is ready to support stability in this region,” she added.

On Friday, Baghdad and Erbil announced that they had reached an agreement, which they described as “historic”, regarding the administration of the Sinjar region.

Among the most prominent of the terms of the agreement is the formation of a joint administration in cooperation between the federal government and the Kurdistan region and the abolition of the arrangements that were established after 2017. The federal police will be assigned to assume security duties in the region in cooperation with the Kurdistan region. As for the third item, it includes services, and it is also done in cooperation between the two parties to reconstruct the city, which was damaged by eighty percent due to its occupation by ISIS.

In 2014, Sinjar, in northwestern Iraq, was subjected to a violent attack by ISIS militants, during which they carried out killings, captivity of women, and mass destruction in the region.

Despite the defeat of ISIS in 2015 and the deployment of PKK forces in Sinjar, many residents of Sinjar, the majority of whom are Yezidis, are still present in displacement camps due to the lack of stability and reconstruction in their areas.

Shafaq News / The Kurdish leader, head of the Democratic Party, Masoud Barzani, discussed during a phone call with the Prime Minister of Iraq, Mustafa Al-Kazemi on Friday, the agreement between the federal government and the Kurdistan Regional Government regarding the normalization of the situation in Sinjar district.

A statement issued by Barzani’s headquarters stated that the two sides expressed their happiness for reaching this important agreement, stressing that such an agreement strengthens confidence between the federal government and the regional government.

In a separate statement, Barzani described the agreement as positive.

He expressed his hope that this important step between the two sides would be a gesture to address all problems and differences between Erbil and Baghdad.

Earlier Friday, Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, which provides for the   administration of the judiciary in terms of administrative, security and service jointly.

ISIS invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces regained it the following year.

However, the Iraqi army backed by the Popular Mobilization Forces invaded the region due to the tension between the region and the federal government against the backdrop of the independence referendum in 2017.

The Iraqi authorities installed new officials in the district in place of the elected officials who withdrew from the area to Dohuk Governorate when the Iraqi forces advanced.

There are currently two local governments for Sinjar, one of which was appointed by the federal government authorities, and the second is the elected government, which conducts its business from Dohuk Governorate.

The anti-Ankara PKK also formed a faction loyal to it there, called the “Sinjar Protection Units” and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization Forces.

The Kurdish workers reject repeated calls from the Kurdistan Region to leave the region that is under Turkish attacks from time to time, which impedes the return of tens of thousands of displaced Yazidis to their homes.

And the new agreement will address the issue of duplication of administration, and Al-Kazemi stressed Baghdad’s keenness on Sinjar being free of armed groups, whether internal or from outside the country, in reference to the PKK.

US hits all of Iran’s financial sector with sanctions

The Trump administration has blacklisted virtually all of Iran’s financial sector, dealing another blow to an economy that is already reeling under U.S. sanctions. The move will deepen tensions with European nations and others over Iran.

Thursday’s move hits 18 Iranian banks that had thus far escaped the bulk of re-imposed U.S. sanctions and, more importantly, subjects foreign, non-Iranian financial institutions to penalties for doing business with them. Thus, it effectively cuts them off from the international financial system.

“Today’s action to identify the financial sector and sanction eighteen major Iranian banks reflects our commitment to stop illicit access to U.S. dollars,” said Treasury Secretary Steven Mnuchin. “Our sanctions programs will continue until Iran stops its support of terrorist activities and ends its nuclear programs. Today’s actions will continue to allow for humanitarian transactions to support the Iranian people.”

The action targets 16 Iranian banks for their role in the country’s financial sector, one bank for being owned or controlled by a another sanctioned Iranian bank and one military-affiliated bank, Treasury said in a statement. Some of them had been covered by previous designations but Thursday’s move places them all under the same authority covering Iran’s entire financial sector.

The targeted banks are the Amin Investment Bank, Bank Keshavarzi Iran, Bank Maskan, Bank Refah Kargaran, Bank-e Shahr, Eghtesad Novin Bank, Gharzolhasaneh Resalat Bank, Hekmat Iranian Bank, Iran Zamin Bank, Karafarin Bank, Khavarmianeh Bank, Mehr Iran Credit Union Bank, Pasargad Bank, Saman Bank, Sarmayeh Bank, Tosee Taavon Bank, Tourism Bank and Islamic Regional Cooperation Bank.

Foreign companies that do business with those banks were given 45 days to wind down their operations before facing so-called “secondary sanctions.”

European nations have opposed the blanket financial services blacklisting because it will open up their biggest banks and and other companies to U.S. penalties for conducting business with Iran that had previously been allowed.

Iranian Foreign Minister Mohammed Javad Zarif reacted angrily to the designations, calling them a “crime against humanity” at a time of global crisis. “Amid Covid19 pandemic, U.S. regime wants to blow up our remaining channels to pay for food & medicine,” he said in a tweet.

“Iranians WILL survive this latest of cruelties. But conspiring to starve a population is a crime against humanity. Culprits & enablers — who block our money — WILL face justice.”

The move comes as the U.S. has stepped up efforts to kill the 2015 Iran nuclear deal that President Donald Trump withdrew from in 2018. Since then, Trump has steadily increased pressure on Iran by imposing sanctions on its oil sales, blacklisting top government officials and killing a top general in an airstrike.

Last month, the administration unilaterally announced that it had restored all international sanctions against Iran that had been eased or lifted under the nuclear deal. And, having been ridiculed by most members of the U.N.

Security Council for claiming to have retained the right to restore international sanctions despite no longer being a member of the deal, the administration has continued to seek to boost its leverage with Iran.

While almost the entire rest of the world, which has an interest in preserving the deal, has vowed to ignore those sanctions, violating them will come with significant risk of losing access to the U.S. financial system. Some believe that Thursday’s action could destroy any chance of salvaging the accord by making it impossible for Iranian banks to have any relationships with their foreign counterparts.

Critics say the sanctions will further cut off Iran’s ability to import humanitarian goods that are especially needed during the coronavirus pandemic, although U.S. officials insist there are carve-outs for legitimate items such as food and medicine. Relief organizations and others, however, say the exemptions still starve the Iranian people of essentials.

Thursday’s decision, which was first reported by The Washington Post, follows months of internal administration debate about the best way to proceed with Iran, particularly as Trump faces a difficult reelection challenge against former Vice President Joe Biden, who has said he wants to return to the nuclear deal.

Until Wednesday, the Treasury Department had opposed the step, arguing that it would adversely affect U.S. relationships with Europe. However, Iran hawks in Congress and outside the government have long sought the cut-off.

Qaimam Sinjar did not disclose how the PKK forces left the judiciary, and whether there was an agreement with them.

Shafaq News / The Prime Minister of Kurdistan Regional Government, Masrour Barzani expressed on Friday the region’s desire to develop and raise the level of investment with the United States of America.

This came in a phone call made by Barzani today with US Energy Secretary Dan Brollett.

During the call, they discussed developing relations between the region and America, especially with regard to investment opportunities for American companies in the energy field in Kurdistan, in the interest of both sides.

Masrour Barzani expressed his thanks for the support and support of the United States for the Kurdistan Region and Iraq in all aspects.

Barzani indicated that the region is open to developing and increasing American investment in Kurdistan, especially in the field of energy and natural gas, noting the possibility that the Kurdistan region will be an important center for investment for all regions of Iraq.

Shafaq News / On Friday, the Iraqi government announced that it had reached an agreement, which it described as “historic”, with the Kurdistan Region in the Sinjar district of Nineveh Governorate.

Ahmad Mulla Talal, spokesman for the Iraqi Prime Minister, Mustafa Al-Kazemi, said in a tweet to him, which was seen by Shafaq News Agency, that “Al-Kazemi sponsored today a historic agreement that strengthens the authority of the federal government in Sinjar according to the constitution, on the administrative and security levels.”

He added that “the agreement ends the power of foreign groups, and paves the way for the reconstruction of the city and the return of its afflicted people completely, in coordination with the Kurdistan Regional Government.”

Talal added, “What others have failed in, this government has succeeded by implanting mutual trust, offering goodwill, and based on a solid political will, towards restoring security, stability and reconstruction to Sinjar, and the return of all of its afflicted people to their homes.”

A high-ranking delegation from the Kurdistan Regional Government, headed by its Minister of Interior, Reber Ahmed, arrived in the capital, Baghdad, on Friday.

And Ahmed announced yesterday on social media platforms “Twitter” that he will visit Baghdad today to finalize the agreement to normalize the situation in the disputed Sinjar district, which is dominated by the Yazidi community.

The provincial government delegation started its current visit by meeting with National Security Adviser Qassem Al-Araji.
