Shafaq News / A source in the Iraqi Prime Ministry revealed, on Monday, the details of the schedule of Prime Minister Mustafa Al-Kazemi’s visit to the United States.

The source told Shafaq News that the visit schedule for Tuesday, August 18 will be as follows:

The delegation will arrive at 6 pm, Washington time

– One in the morning, Baghdad time, the reception ceremony will take place at Andrew Military Base on the outskirts of Washington, DC. It is assumed that there will be an official reception ceremony, but it will depend on the weather in Washington, as it is expected that the weather will be windy and rainy.

 On Wednesday, August 19: 

The   second strategic dialogue between the two countries will be held at the headquarters of the US State Department in Washington, in the presence of US Secretary of State Mike Pompeo and his Iraqi counterpart Fouad Hussein. It is expected that there will be a press conference for the two ministers.

 The Chamber of Commerce meetings are held at the residence of Prime Minister Mustafa Al-Kazemi, during which he will also deliver a speech.

Before traveling to Washington, Al-Kazemi: We need direct and continuous support for the American army to defeat terrorism in Iraq

Before heading to Washington, Prime Minister Mustafa Al-Kazemi confirmed today, Monday, that his country still needs American help to confront the threat posed by ISIS, and that his administration is committed to introducing reforms in the security sector as rebel groups, launching almost daily attacks on his government headquarters.

Al-Kazemi said in an exclusive interview with the Associated Press that Iraq currently does not need direct military support on the ground, and that levels of assistance will depend on the changing nature of the threat.

An informed source said, Monday, (August 17, 2020), that the Council of Ministers of the Kurdistan Region will meet today to discuss the latest agreement concluded with the federal government in Baghdad.

The source said in an interview with (Baghdad Today), “The meeting will be attended by the Prime Minister of the Kurdistan Region, Masrour Barzani and his deputy, Qubad Talabani, to discuss a number of issues.”

He added that “the meeting will be devoted to discussing the recent agreement concluded with the federal government and other important topics, as well as the mechanism and timing for the distribution of salaries for employees in the region.”

He pointed out that “the council will decide to form a government delegation to visit Baghdad and complete the technical talks on the recent agreement concluded between the two parties.”

The (Baghdad Today) news agency obtained yesterday, Sunday, the text of the agreement proposed by the Prime Minister, Mustafa Al-Kazemi, to solve the outstanding issues with the Kurdistan region.

Gold rises on dollar’s decline as attention returns to the Fed

Shafaq News / The representative of the Kurdistan Regional Government in Baghdad, Faris Issa, revealed, on Monday, the names of the Kurdistan Region delegation accompanying the Iraqi Prime Minister Mustafa Al-Kazemi on his visit to the United States of America.

Issa told Shafaq News that the regional delegation accompanying Al-Kazemi consists of the head of the Kurdistan Region Presidency Office, Fawzi Hariri, the Deputy Minister of Planning of the Regional Government Zagros Swili, and the Director of Coordination and Relationships at the Ministry of Peshmerga, Colonel Hajar Ismail.

He added that the representative of the Kurdistan Regional Government to America, Bayan Sami Abdul-Rahman, will join the visiting delegation upon its arrival in Washington.

Al-Kazemi will leave tomorrow, Tuesday, Baghdad at the head of a government delegation from Baghdad and the Kurdistan Region to Washington, DC, on an official visit, his first since taking office last May.

Al-Kazemi and his accompanying delegation will meet with US administration officials led by President Donald Trump, to discuss political, economic and security relations.

During the visit, the two countries will hold a second round of strategic dialogue, which it is hoped will draw the relations between the two countries on various levels.

(Baghdad: Al Furat News) An informed source revealed the agenda for Prime Minister Mustafa Al-Kazemi’s visit to Washington, DC.

The source told {Al-Furat News}, “Al-Kazemi will head tomorrow, Tuesday, at the head of a high-level government delegation to Washington,” indicating that “the second session of the Iraqi-American strategic dialogue will be held at the headquarters of the US State Department.”

Kurdistan government: The agreement between the region and Baghdad is the result of several months of dialogues

New clarification from the Federal Ministry of Finance regarding the settlement of outstanding matters with the region

On Monday, the Federal Ministry of Finance issued a new clarification on the settlement of pending matters with the Kurdistan region.  

  

The ministry stated in a statement, which “people” received a copy of (August 17, 2020), that it “affirms its commitment to its constitutional duties, economic and financial reform and public financial management, including its obligations towards the Kurdistan Regional Government without the presence of the draft Federal Budget Law for the year 2020”. .  

The Ministry summarized its clarification with the following points:  

– When the government took over in May / 2020, it was decided not to proceed immediately in drafting the budget for the year 2020 until the stability of oil prices in the global markets for the purpose of knowing the most clear revenues, and the ministry also had to compensate for the revenues resulting from the collapse of oil prices and the decrease in demand for it and Iraq’s obligations Under the OPEC Plus agreement.  

  

– The Coronavirus epidemic has led to the emergence of additional demands on state expenditures as well as very large additions to public salaries as a result of previous government commitments in the field of employment and employment, and the Ministry of Finance has to deal with the large number of new graduates who are waiting for jobs from the state in light The instability of oil prices on the world markets and the decline in revenues from it.  

– During the month of May / 2020, the government agreed to transfer (400) billion dinars to the Kurdistan Regional Government in the case of emergency to meet the demands of regional government employees who had not received their salaries for several months, and this funding was subject to entering into discussions with the regional government to resolve all outstanding issues. Between the federal government and the regional government about oil and non-oil revenues.  

– The discussions began in multiple rounds to reach a final agreement in light of the mutual obligations between the two sides and based on the original agreement, the Ministry of Finance did not make any financial transfers to the region since the April payment, however the financial conditions of the Kurdistan Regional Government deteriorated and requests were submitted to the Ministry of Finance again. To provide financing to the Kurdistan Regional Government in order to meet the expenses of the salaries of its employees. A seven-point agreement (attached) between the Prime Minister and the Prime Minister of the region’s government was concluded on 8/15/2020 on the basis of which the Ministry of Finance was invited to finance (320) billion dinars in August / 2020 to the region, and that this amount is basically based. Based on the ministry’s estimates of the region’s share of federal expenditures, and the Ministry of Finance’s estimates of the region’s oil and non-oil imports.  

– The Ministry of Finance considered that the aforementioned amount in light of the current circumstances and within the framework of the goodwill atmosphere that prevailed in the discussions between the federal government and the Kurdistan Regional Government, and based on the fact that the funding request submitted by the General Secretariat of the Council of Ministers, which includes the approval of the legal department therein, falls within the reasonable and will be modified later by increase or decrease In the final calculation between the federal government and the regional government, and based on all that, the Ministry of Finance approved this request on 8/17/2020 and authorized the financing of an amount of (320) billion dinars to the Kurdistan Regional Government for the month of August / 2020.  

  

– The Ministry of Finance stresses the necessity to proceed with the dialogue to implement the attached interim agreement in relation to customs and oil revenues and the region’s commitment to the OPEC Plus agreement and settlement of the debts of the Iraqi Trade Bank (TBI).  

  This must be done within 30 days.  

– Thus, the total funds made by the Ministry of Finance since the beginning of this year are (1,360) trillion dinars through the previous government and (720) billion dinars by the current government, with a total of (2.080) trillion dinars.  

– The Ministry of Finance will present the draft budget law for the year / 2020 before the end of next September of this year, and the funds will be determined to the regional government. Shafaq News / Ahmad Mulla Talal, spokesman for the Iraqi Prime Minister, Mustafa Al-Kazemi, announced the latter’s visit to the Kingdom of Jordan after the visit to the United States of America, scheduled for tomorrow, Tuesday.

Mulla Talal said, in a press conference after the cabinet meeting, that the second phase of the strategic dialogue – scheduled to be held in America – is not the last, and there will be other rounds.

And on the most prominent files that Al-Kazemi will discuss in Washington’s visit, he said, “The security, economic, health and energy fields will be discussed.”

He also confirmed that the Prime Minister will travel to Jordan after Washington’s visit, and that the visit to Saudi Arabia is still ongoing.
