Urgent Cabinet approves the granting of a holiday to the socially covered

The Council of Ministers approved, on Tuesday, the granting of a holiday to those covered by social aid on the occasion of Eid Al-Adha.

The Minister of Labor and Social Affairs, Adel al-Rikabi, said during a press conference in Baghdad that “the cabinet agreed to grant a gift of 75,000 dinars to each family covered by social aid on the occasion of Eid al-Adha.”

Al-Rikabi added, “The social assistance database for the double salaries has been audited, and more than 6 thousand beneficiaries of double salaries have been boycotting their data.”

He stressed, “extinguishing the loans that some citizens owe to alleviate their shoulders due to the low salaries.”


Iraq closes its border crossings with Iran during the holiday and for 10 consecutive days

An Iranian official revealed, on Wednesday, that the Iraqi side closed the border with Iran, starting from the days of Eid Al-Adha and for 10 consecutive days.

Wu, Assistant President of the Arvand Free Economic Zone for Investment and Business Development (Syed Ali Mousavi) said, “According to the announcement by the Iraqi authorities, activities will be stopped at the Shalamjah border crossing starting from the days of Eid Al-Adha and for 10 consecutive days.

Mousavi said in a press statement today, Tuesday, According to the announcement of the Iraqi side and the agreement reached, the Shalamjah border crossing will be closed as of next Thursday; accordingly, all commercial activities at this international port will be stopped.

The official in Khuzestan Province called on all merchants and businessmen who use the Shalamjah crossing to supply goods to Iraq to use Other border crossings to avoid possible damage.

Note that the Shalamjah international crossing is located 15 km from the city of Khorramshahr (in Khuzestan) and south of Basra, Iraq.


Washington: We support the announcement of the comprehensive agreement between Baghdad and Erbil

Deputy Prime Minister Qubad Talabani in the Kurdistan government confirmed, on Tuesday, the government’s willingness in Erbil to announce a comprehensive agreement with Baghdad, while the new US consul Robert Waller renewed his country’s support for an agreement between the two parties.

Talabani said in a statement received by “Al-Ikhbaria” that he “held two meetings with the new consul of the United States and the new Japanese consul in the Kurdistan region, and several common issues were discussed, as well as his phone call to the German Consul General in Erbil.”

He added, “During the meeting, the new American consul, Robert Wallier, took the latest developments in the reform process at the Peshmerga Ministry and the latest political developments in Iraq, as well as the two sides’ emphasis on the relations between the Kurdistan Region and the United States, and the need to develop those relations.

During the meeting, the regional and federal government negotiations were discussed, as Qubad Talabani expressed the Kurdistan Regional Government’s readiness to agree with Baghdad on the basis of the permanent constitution of Iraq to radically solve the outstanding problems.

For his part, the American consul made clear his country’s interest in this file with the aim of reaching a long-term fruitful agreement on the outstanding problems between the two parties.

On the other hand, Qubad Talabani met the new Japanese consul in the Kurdistan region of Nakayama Yushchenko, and discussed with them the bilateral relations between the Kurdistan region and Japan in the economic and technological fields with the mechanism for developing relations between the two sides.


Rafidain Bank launches full-time salaries

Baghdad / Obelisk: The General Secretariat of the Council of Ministers announces, on Tuesday, July 28, 2020, the suspension of official working hours in government institutions during the coming week on the occasion of Eid Al-Adha, coinciding with the high temperatures in the countries that exceeded the fifty-degree Celsius mark.

The General Secretariat indicates that the suspension of working hours will be in accordance with the holiday approved by the Supreme Committee for Health and National Safety “Combating the Corona Virus Pandemic”, which starts from next Thursday, July 30 and until the eighth day of next month.

The Supreme Committee for Health and National Safety decided to impose a comprehensive curfew on the days of Eid Al-Adha, provided that the ban would be reviewed after the Eid holiday, while obliging citizens to follow all preventive measures.

Iraqi official: I will fast three days if the government spent salaries before Eid

Shafaq News / The director of the Karkh Health Department in the Iraqi capital, Baghdad, Jasb Al-Hajjami, said today, Tuesday, that he will fast for three days if the health workers ’salaries are paid before Eid Al-Adha .

Al-Hijami wrote in a post on his Facebook account: “They promised us that the employees will receive their salaries before the Eid .

Yesterday, the Rafidain Bank announced that it would start distributing the salaries of the ministries and institutions of the endemic country, their salaries to the bank for the month of July through electronic payment tools .

Before that, the Finance Committee of the Iraqi Parliament said, “The salaries of the employees for the month of July in Iraq will be delayed, because there is no liquidity in the Ministry of Finance .”


Al-Kazemi’s government discusses 17 files and makes decisions on them

Shafaq News / The Iraqi Council of Ministers headed by Mustafa Al-Kazemi held its regular session today, Tuesday,  during which he discussed 17 files and took decisions about them.

According to a statement by Al-Kazemi’s media office, which was reported to Shafaq News, the council discussed the topics on its agenda and took the necessary decisions regarding them, according to the following :

1- The      Council discussed the latest developments in the work of the Committee to Promote Governmental Actions in the areas of prevention, health control and awareness regarding limiting the spread of Corona Virus, which is formed according to Diwaniyah Order 217 of 2020 .

2- The      Council approved the recommendations of the Ministerial Council for Human Development, and agreed to establish new halls to treat cancerous diseases, in accordance with the following decisions :

A- Create additional lounges to treat cancer patients at the National Hope Hospital, and similar ones in the National Cancer Center, as well as expand treatment of other types of cancer and thyroid diseases .

 B – Establishing nuclear medicine centers in the governorates of (Basra, Najaf, Nineveh, Babil, and Anbar), according to the plan prepared for the Najaf Governorate, and assigning the Ministry of Higher Education and Scientific Research – Department of Handling of Hazardous Substances and Atomic Energy Directorates to establish radioactive waste disposal systems, according to the model Previously applied at the National Hope Hospital .

C- Expedite the establishment of nuclear research centers to meet the requirements and needs of the aforementioned centers, from radioisotopes as well as radioactive iodine .

 D- Excluding the process of importing radioactive materials and their systems from the routine procedures used in the Kimadia company, and handing them over to the beneficiary upon their arrival at the border outlets, to avoid the damage caused by these procedures .

E- Benefiting from the support provided by the European Union, which will be supervised by the Ministry of Health, provided for nuclear activities, in the provision of radiological systems and the training of staff .

F- The Ministry of Health and Environment and the governorates take the necessary measures regarding the above decisions .

G- Opening a special account to support cancer research centers .

3-      Approving the payment of an amount (Eidiya), amounting to (75,000), seventy five thousand dinars, for the slice of the poor who fall under the umbrella of social welfare,   on the occasion of the upcoming Eid al-Adha holiday, according to what was stated in the book of the Ministry of Labor and Social Affairs No. 1353 on July 26, 2020 .

4-      Amortization of the debts owed by the beneficiaries of the social protection network benefits, which numbered (17552) families from all governorates, according to the details mentioned in the letter of the Ministry of Labor and Social Affairs No. 1392 on July 27, 2020 .

5-      Approving the recommendations of the committee to settle the subject of the lecturers and employees on the temporary owners without the accompanying financial cover attached to the letter of the Ministry of Planning numbered on the number SP / 1/2/493 on 27 July 2020 .

6-      Appointing graduates of medical colleges, and the Ministry of Health coordinates with the Ministry of Finance to implement this decision, and a committee headed by the Minister of Planning and membership of the two masters of the ministries of finance and health is formed for the purpose of setting up mechanisms to provide allocations .

7-      Approving the Ministerial Energy’s recommendation regarding the Ministry of Electricity contracting with Al-Aqsa   Energy Supply Company with a capacity of (200 MW), and on a line (132 kV ), to Nineveh Governorate, for a period of three months starting from the date of issuing this decision, and from the allocations of the Ministry of Oil .

8-      Referring the Al-Khairat Steam Station project to the Hyundai company coalition, for its importance in producing electricity, and ensuring the operation of the Karbala refinery .

9 –      The ministries of Finance, Electricity, and Oil define a mechanism to secure 15% of the contract’s value, and consider it a condition of entry into force of the loan amounting to ($ 225 million), only two hundred and twenty five million dollars .

10-    Approving the Ministerial Energy’s recommendation regarding the FCC project , to develop the Basra Refinery according to the following :

Approval of what was stated in the Ministry of Oil’s letter numbered number / / 244, on July 27, 2020, regarding the project of fracturing the auxiliary factor (FCC) for the development of the Basra Refinery, according to the financial powers of the contract, with the commitment of both parties to the contract to the terms of the announced tender (ITB) , prepared by Masafi Company South and agreed with the Japanese JICA .

11-    Approve the subject of operating the accompanying oxygen production plant in connection with the Ministry of Transport’s letter No. 1409 on June 30, 2020 .

12-    The Council agreed to amend paragraph (First / 4) of Cabinet Resolution No. 453 of 2019, according to the following :

With regard to private sector goods, the General Authority of Customs must apply the provisions of Article (215) of the Customs Law No. 23 of 1984, and its amendments when the original list described in Article 27 of the aforementioned law is not presented, or provide documents and documents in violation of what is stipulated in the article (27 / Third), and the amount of the fine (750,000, only seven hundred and fifty thousand dinars), for each document not duly authenticated by the competent authority, including the certificate of origin, or unlicensed invoices .

13-    The Council decided not to approve the approval of the Ministry of Agriculture for the qualitative specification of the previous agricultural season for the receipt of the barley crop, in order to give farmers and farmers sufficient time to pay attention to the qualitative specifications of the barley crop for the next season upon receipt to match the required standard .

14-    Allowing the export of barley crop through the private sector .

15-    Adoption of the new crop standard for the next year .

16- The    Minister of Finance authorizes the authority to extinguish the late fines and land wages in Iraqi ports arising from the German Agency for International Cooperation, which amounts to (848686 dollars), only eight hundred and forty eight thousand six hundred and eighty six dollars, for the mechanisms provided by the said agency to the Ministry of Construction, Housing, Municipalities and Works The public, according to the provisions of Law No. 14 of 1968, and the Federal Financial Administration Law No. 6 of 2019 .

17-    Empowering the Iraqi ambassador accredited to the United States of America to negotiate and sign a memorandum of understanding between the government of the Republic of Iraq and the Hoover Institution – Stanford University, regarding the restoration of original Iraqi documents of the past regime period .

SULAIMANI — A spokesperson for Prime Minister Mustafa al-Kadhimi said on Tuesday (July 28) that the federal Council of Ministers has decided to distribute gifts of 75,000 Iraqi dinars ($63) to poor residents on the occasion of Eid al-Adha, which begins at the end of this week.

After making that announcement during a press conference, Kadhimi’s spokesperson Ahmed Mullah Talal turned to the criticisms levied at the government regarding the deaths of three protesters after they were attacked by the security forces on Sunday night.

Talal said that the prime minister has repeatedly called for protesters to be protected and suggested that “government ministers go to the streets and listen to the protesters’ demands.”

“The prime minister has demanded that no weapons be used against the protesters,” he said.

Al-Kazemi receives the British ambassador and discusses with him support for the Iraqi economy and government reforms

Prime Minister Mustafa Al-Kazemi received today, Tuesday, the British Ambassador in the capital, Baghdad, Stephen Hickey, while Al-Kazemi discussed with the latter the support of the Iraqi economy and government reforms.

The media office of the Prime Minister said in a statement received (Baghdad today), that “the meeting was discussed during the course of bilateral relations between Iraq and the United Kingdom, and ways to develop them, and to strengthen and enhance joint cooperation in various fields.”

 According to the statement, “the current situation, current developments in the region, issues of common concern, and security efforts to counter terrorism have been discussed in order to enhance security and stability in Iraq and the region, in addition to coordinating efforts with international organizations to support the Iraqi economy and government reforms in this field” .


In Diyala … the first security meeting between the army and the Peshmerga

A security source said, on Tuesday, that a security meeting was taking place between the Iraqi army and the Peshmerga (Kurdistan Region Guard) in the Khanaqin district of Diyala Governorate.

This is the first meeting between the two sides since the Peshmerga withdrew from Khanaqin in 2017 against the backdrop of escalating tensions due to the independence referendum.

The source said that “the Diyala Operations Command, headed by Commander of Diyala Operations, Major General Ghassan Al-Azi, held an expanded security conference in the Khanaqin district attended by a number of Peshmerga leaders as well as the commander of the Fifth Infantry Division.”

He added that the meeting took place “to find out about filling the security gaps and ways of joint security cooperation and stabilizing the boundaries between the Federal Security Forces and the Peshmerga to prevent the terrorist groups from opening attacks in that sector and to eliminate them.”

Baghdad and Erbil have been conducting military talks for weeks to find a joint working formula aimed at filling the security vacuum in the disputed areas after the increasing frequency of ISIS attacks.

Erbil, the capital of the Kurdistan Region, hosted the last round of talks a week ago in the presence of a high-level delegation from the International Alliance.

The two sides are set to form 4 security coordination offices in the disputed areas.

The Peshmerga forces withdrew from the disputed areas after the escalation of tension with the Iraqi forces against the backdrop of the independence referendum in 2017.

The withdrawal came three years after the Peshmerga spread in those areas, as the Kurdish forces prevented them from falling into the hands of ISIS after the Iraqi army fled in front of armed progress Organization in 2014.

Prior to that, the region was managed jointly by security between the two sides as disputed areas between Baghdad and Erbil.

Since the Peshmerga withdrawal from there, the frequency of attacks has increased markedly, as the organization’s militants launch bloody attacks on civilian and military targets, leaving victims.
