Parliamentary Finance examines the budget and the reasons for the delay in salaries

The Parliamentary Finance Committee decided this week to host the Minister of Finance to discuss the reasons for delaying the distribution of salaries of employees and retirees and not to send the 2020 budget.

“The committee is trying to open communication channels with the Ministry of Finance, but the latter does not respond seriously to the committee to discuss many financial files,” the committee’s rapporteur, Ahmed Al-Saffar, said in a statement to the official newspaper.

He pointed out that “the committee will discuss with the Minister of Finance, the Undersecretary of the Ministry and the Director General of the Accounting Department via a television circle the reasons for these delays, as well as discuss the conditions of salaries of free lecturers and contracts, as well as other outstanding financial files.”

He added that “this discussion will discuss these files with the Ministry officials in detail to find solutions to them, and in the event the Minister of Finance does not attend the meeting, the committee will be obliged to hold a meeting after the blessed Eid Al-Adha to take decisions on that.”

It is noteworthy that the House of Representatives has held up many of its sessions due to the Corona pandemic, including those related to the discussion of financial files, and it is hoped that it will resume its work after the Eid holiday.

The spokesman for the joint operations pointed out that “with this matter, it has become ten land and four maritime outlets, with full protection that includes the port and the customs campus,” noting that “these forces are empowered with all legal powers to account for any situation exceeding and from any party.”

 A statement to the crowd said today, that the operation was launched to inspect and purify the northeast of Diyala in areas north of Khanaqin to Hawi al-Azim, east of Samarra .

The statement added that the operation involves the leadership of the Diyala Operations for the Popular Mobilization and the forces attached to it, the Iraqi Army, the Federal Police, the Rapid Response, the Diyala Police, and with the support of the Air Force and the Air Force .

The statement continued that the operation aims to enhance security and stability and destroy the nests of terrorism, and to arrest the wanted and hand them over to justice.

For his part, Commander of Diyala Operations, Major General Ghassan Khaled Al-Ezzi said that the aim of the comprehensive operations that were launched at dawn today is to eliminate the hidden terrorist pockets between the borders of Diyala, Salahuddin and the borders of Diyala – Kurdistan .

 Al-Ezzi told Shafaq News that the operations extend from the northeastern areas of the governorate in the Hamrin basin to the borders of the Al-Azim side – Salah al-Din, pointing to the participation of security units from the army, police, popular mobilization, warfare and support units of the engineering effort   and combating explosives .

 He indicated that “the operations were launched on the basis of intelligence information about the nests and pockets of terrorist elements and that the results of the operations will be announced later . ”

Talabani said in a post on social networking sites “Facebook” at an advanced time this morning, that the President of the Republic, Barham Salih, told her by phone call to solve the problem of the salaries of the Directorate with the Prime Minister .

She added that Al-Kazemi decided to pay the salaries of the General Directorate of Dams and Water Reserves during this week.

The previous Iraqi government headed by Adel Abdul-Mahdi had cut last April the salaries of state employees in the Kurdistan Region after accusing the region of not committing to an agreement to deliver 250 thousand barrels of oil per day to the company “Sumo” owned by Baghdad, which was denied by the government of Erbil .

Al-Kazemi’s government agreed more than two months ago to launch one month’s salaries for the region’s employees, and mortgaged it on a regular basis on Baghdad and Erbil reaching an agreement on the oil file and the region’s share of the federal budget.

The government of the region had decided last June to deduct 21 percent of employee salaries for one month, due to the financial crisis that the region is suffering as a result of Baghdad cutting the salaries of the region’s employees and declining oil prices in global markets .

The government said it had taken this step to be able to distribute the available funds to all employees.

Member of the Parliamentary Economic Committee Nada Shaker Jawdat told Al-Ikhbaria that the government is obligated according to the law of external and internal borrowing to pay the salaries of employees this week without any cut or delay.

“There is no justification, especially with the occasion of the holiday of delaying salaries, and the Minister of Finance will be held accountable in case of failure again on the issue of salaries.”

Jawdat pointed out that “a slight improvement took place in oil prices, and this reflected positively on Iraqi oil revenues and a decrease in the deficit, which contributes to financially supporting the government at the present time and reducing dependence on oil in the coming months through the development of other economic projects.”
