Shafak News / An official security source said on Thursday that the heavily fortified Green Zone in the center of the capital, Baghdad, was subjected to missile strikes.

The source said to Shafaq News, that two Katyusha rockets landed early this morning in the celebration square in the Green Zone, without further details.

The region includes important government buildings, the seat of the Iraqi parliament, as well as embassies and representations of countries and international missions in Iraq.

The Green Zone is subjected from time to time to rocket attacks that have increased in frequency after the killing of the Iranian Quds Force commander Qassem Soleimani, and the deputy head of the popular crowd “Abu Mahdi”, the engineer and their companions, in a US air strike earlier this year.

The Iraqi Security Media Cell reported on Tuesday that three missiles had landed in the vicinity of Baghdad International Airport.

The cell said in a statement received by Shafaq News, that “three Katyusha rockets fell, after midnight on Monday, in the vicinity of Baghdad International Airport, without significant losses.”

The statement indicated that the launching of those missiles was from the Al-Makasib neighborhood, “adding that the authorities that carried out this attack used ((wooden bases for firing the missiles)) and the security forces found them and found the remaining missiles that were defused.”

Shafaq News / Today, Wednesday, a source in the Iraqi Finance Ministry revealed that an urgent government directive to banks may delay the payment of employee salaries for the current month.    

The source said, to Shafaq News, that the withholding tax will delay the payment of employee salaries for the current month.

The source pointed out that the Ministry of Finance instructed all banks not to pay the salaries of employees to state departments and institutions and to wait for new lists that include tax withholding of income for employees.  

The source indicated that the deduction will include all state employees, except for the employee who receives less than 500,000 dinars per month.

The Prime Minister’s advisor for financial affairs, Mazhar Muhammad Salih, announced earlier that the applicable income tax will be applied to the total salary instead of the nominal starting from the current month.

The semi-official newspaper, Al-Sabah, quoted Saleh as saying that the income tax law exists on the nominal salary and now it will be applied to the total salary, that is, the nominal with the allocations, indicating that the income tax law is fixed and deductions in it range from 10 to 15 for all employees.

Saleh added that the proposals issued regarding deduction of salaries have been canceled, but salaries will be dealt with according to the income tax with exceptions to that, as this law will not include those whose salaries are less than 500 thousand dinars, indicating that the matter was discussed, but no issue was issued. Something official yet, and the government is working hard to provide the salaries for the current month of June.

Direct: The World Bank confirmed its readiness to increase the level of cooperation with Iraq and support the government’s efforts in facing the financial crisis.

The joint talks also touched on the importance of economic diversification and growth in partnership with the private sector by working to reform trade and investment policies and develop the financial sector.

A government statement received by Shafaq News said, “At the beginning of the meeting, discussions were held regarding the reorganization of expenditures in a manner consistent with the current situation and the financial capabilities available at the Ministry of Finance and Economy, according to a mechanism through which the rights of all those who receive income from the government (those entitled to salaries) ) .

The statement added that the council “stressed the continuation of reducing the salaries of high-ranking and retired employees of the same degrees, in light of what was approved in previous meetings, that the meetings continue in this regard until next Sunday.”

The statement added that the council “decided to extend the deadline according to which 15 percent of the debts owed by citizens were deducted from the water and electricity fees, until September 1, after the first deadline passed in the middle of this month .”

The statement continued that the Council of Ministers discussed “the progress of the talks with the federal government, and it was decided that the delegation of the regional government will leave for Baghdad next week with a view to developing mutual understandings agreed upon by the two sides earlier, in order to secure the financial rights and entitlements of the region in exchange for proceeding with its obligations within the framework Iraqi constitution . ”

And previously, the delegation of the regional government held two visits to the capital, Baghdad, after the previous federal government headed by Adel Abdul Mahdi stopped financing the salaries of employees and workers in the public sector in Kurdistan .

The differences and pending issues between Erbil and Baghdad are based on the region’s share of financial budgets, peshmerga dues, oil exports, and the disputed territories covered by Article 140 of the permanent Iraqi constitution .

The Kurdistan Regional Government has expressed, on numerous occasions and times, its willingness to deliver 250,000 barrels of crude oil per day in exchange for the Iraqi government’s funding of 450 billion Iraqi dinars in salaries per month.
