Iraq: Amid Sunni cleavages and Kurdish dictations … Wednesday is an initial date for a vote on the Al-Kazemi government

Sunday, April 19, 2020 – 02:00

Baghdad / Dr. Hamid Abdullah

An Iraqi MP revealed a preliminary date for voting on the government of Prime Minister-designate Mustafa Al-Kazemi. The deputy from the Al-Fateh Alliance Fadel Al-Fatlawi said that Al-Kazemi has completed the selection of his cabinet, and he will ask the Speaker of Parliament to hold a session for the Council next Wednesday to vote on the cabinet.

And that Al-Kazemi’s consultations with the political blocs ended with the selection of approximately 20 ministers with their replacements, and the candidate booth will be presented to the House of Representatives next Wednesday.

However, the secretary of the Iraqi Communist Party, Raed Fahmy, ruled that Al-Kazemi could easily pass his booth.

Fahmy said that the support of the blocs to Al-Kazemi will be removed immediately after the understanding of the ministerial quotas .. Meanwhile, sources in the Union of Sunni Forces led by Parliament Speaker Muhammad Al-Halbousi said that a great schism occurred in the union and showed that the Iraqi politician and businessman Khamis Al-Khanjar succeeded in establishing a new bloc called The “liberated cities” bloc was joined by approximately 31 Sunni representatives who broke away from Al-Halbousi. For his part, a Shiite deputy accused Shiite blocs of colluding with Kurdish politicians in plundering Iraq’s fortunes.

Representative Hassan Salem said of the Sadqoun bloc linked to Asaib Ahl al-Haq, led by Qais Khazali, that 40 percent of the Iraqi budget goes to the Kurdish region with the complicity of the leaders of the Shiite blocs.

And Salem explained that the Integrity Commission reports that the Kurdish region owes the central government to 128 billion dollars accumulated for the export of 650 thousand barrels per day of oil without the Baghdad government obtaining one dollar of these revenues!

Sources close to Al-Kazimi’s negotiations with the political blocs indicate that the Kurdish forces imposed on the Prime Minister-designate to keep Fouad Hussein, the Minister of Finance in his post, while granting the Kurds three other ministries in exchange for supporting the Al-Kazemi government.

Information obtained by Rudaw’s correspondent in Baghdad, Mustafa Koran, indicates that Al-Kazemi is trying to provide a booth consisting of new ministers, so he requested to change two of the three Kurdish ministers in the current government and present the candidates officially tomorrow, Sunday, at the latest, at the same time seeking the President of the Kurdistan Region , Nechirvan Barzani to grant the Kurds more ministries in the new federal government cabinet, or to expand the participation of other Kurdish parties – alongside the Democratic Party and the National Union – through state ministers and government bodies, as well as the inclusion of Turkmen and Christians in the government.

According to the leaks, the new government will consist of 22 ministries, granting 11 ministries to the Shiites, among them the interior, oil, foreign affairs, and education. Al-Fateh’s share, headed by Hadi Al-Amiri and others headed by Muqtada Al-Sadr, will have three ministries each.

These leaks also indicated that the Sunni forces will have six ministries, including defense and higher education, and four of them will go to the Iraqi Forces Alliance headed by the President of the Iraqi Council of Representatives, Muhammad al-Halbousi.

“Consultations with political forces continue in a friendly atmosphere, and we try to overcome obstacles on the basis of positive dialogue,” Al-Kazimi said in a tweet today. “We want an efficient and impartial government team, facing crises, and moving the country toward success and achieving people’s demands.”

Al-Kazemi, who has been the head of Iraqi intelligence since 2015, was charged by the President of the Republic, Barham Salih, on 9th of this month, to form the government after the announcement of the former Prime Minister-designate, Adnan al-Zorfi, his apology for the mission for undisclosed “internal and external” reasons.

It is noteworthy that Al-Kazemi is the third in charge of forming the government, after Zarrafi, and Muhammad Tawfiq Allawi, who withdrew at the beginning of last March, for his failure to persuade the Sunni and Kurdish components and some Shiite forces to support his government formation.

He added that “the Kurds are always accused of disrupting the formation of the federal government, but the provincial government took the initiative to announce its support to the Al-Kazemi official to remove the charges.” “Al-Kazemi’s success and the passing of his government are related to the Shiite component, and there are forces in it that hinder this.”
